The document outlines the strategic planning chronology of the Canadian Space Agency (CSA) from 2002-2009. It discusses developing the CSA's strategy and sectorial strategies focused on space sciences and exploration from 2002-2004. From 2005-2008 it involved consulting visionaries, integrating concepts, identifying opportunities for collaboration with other departments, and carrying out socio-economic studies. The final pages provide examples of potential benefits from space exploration initiatives like rovers and a potential Moon base site at Shackleton Crater.
1. The document discusses the need for permanent underground lunar bases to protect astronauts from hazards on the lunar surface like radiation, temperature extremes, and micrometeorites.
2. Terrestrial mining technologies like telerobotics could enable the construction of these underground bases and allow remote mining and processing operations on the moon.
3. Past research has demonstrated the effectiveness of telerobotics for remote underground mining on Earth, providing a model for constructing and operating lunar underground facilities and mines without astronauts having to be on the surface.

The document proposes a new methodology to assess the impact of air navigation research, development, and innovation projects funded by the European Union. It aims to evaluate these projects' impact on EU policy objectives and air navigation system performance. The methodology would qualitatively relate changes in key performance indicators to funding levels for different policy objectives over time. It would also account for external events affecting aviation. An initial validation of the methodology using data from 1995 to 2016 found that EU funding positively contributes to policy goals, though goals are seldom fully achieved. External events can significantly impact air navigation system performance. The next steps are to further validate the methodology by applying it to more projects and considering implementation impacts.
Mobile Virtual Network Operator (MVNO) Market Trends 2014 To 2020 by Grand Vi...Grand View Research
The global mobile virtual network operator (MVNO) market is expected to reach $73.20 billion by 2020, driven by increasing mobile subscribers and demand for data services. MVNOs provide differentiated services by targeting niche markets to avoid competing directly with mobile network operators. While voice services are stagnating, MVNOs play an important role in addressing growing demand for data and value-added services. Europe is currently the largest regional MVNO market.
Working Sessions for Scenarios | Jaco Quist, Tony Craig, Gary Polhilicarb
This document outlines the agenda and process for a workshop on developing scenarios for achieving 100% renewable energy in Scotland by 2030 through backcasting. The workshop will involve three breakout groups developing different scenarios: 1) a UK-centric scenario, 2) a Scotland-alone scenario, and 3) a local energy autarky scenario. Each group will identify key elements of their vision, goals and targets for 2030, and conduct a backcasting analysis to identify necessary changes and how they can be achieved. In the afternoon, each group will further develop their scenario's pathway to 2030 and required activities in different domains over time. Groups will then present their scenarios to plenary discussion.

This paper aims to construct capital input series for all sectors of the Chinese economy from 1949-2012 by addressing gaps and inconsistencies in the available data. The author develops investment flows and capital stock estimates using a perpetual inventory method approach with adjustments to the official data, including: standardizing industry classifications over time; transforming investment proxies; decomposing investments into asset types; and revising depreciation rates. Comparisons of the author's capital stock estimates to official statistics show differences, particularly for specific industries. The discussant provides suggestions for clarifying the objectives and perspective, updating terminology, and further examining certain methodological issues.

Financial Fragility Applied to the Real Estate Sector: The Case of Bogota Bet...pkconference
This document analyzes the housing bubble in Bogota, Colombia between 2003-2012 from a Post Keynesian perspective. It finds that both external and internal financial fragility fueled the bubble. Externally, terms of trade gains benefited foreign firms, leading to current account deficits and capital inflows that appreciated the currency and crowded out exports. Internally, private sector debt grew as credit expanded elastically and fiscal policy aimed for a zero deficit, encouraging speculation in real estate. The bubble indicates underlying macroeconomic instability rather than rational market fundamentals, as the mainstream views.
The document provides an overview of TNS Korea, a market research firm, and the South Korean economic environment. It also analyzes trends in the South Korean economy such as GDP growth, exports, consumption, household finances, and key industries. New consumption trends involving consumers seeking value, artistic designs, and user-generated content are also examined.
SCHEDULE OVERRUN IN INFRASTRUCTURE PROJECTS IN INDIA IDENTIFICATION, PRIORITI...LmSharma
India is an emerging economic power. Progressive development in all facets of life is a testimony of the same. Day by day growing road network, planning to further enhance transportation facilities, communication infrastructure and large investment in energy sector are indicative of the fact that Infrastructure development and Economic growth are complimentary to each other. Government is allocating substantial percentage of GDP for development to various sectors of infrastructure. Consecutive increase in infrastructure funding over five years plans is an indicative of the intend of the Government.
The response from the Infrastructure sector in utilization of allocated funds has been lukewarm. There are inordinate delays in completion of the majority of the Infrastructure Projects. The delays in completion of the facilities have not only deprived the taxpayer of availing the benefits in time but most of the projects have shown exponential price escalation due to delayed completion. The tendency of schedule over run has put the financial planning in turmoil; despite fund availability, facilities are not available within the desirable time frame. Schedule over run increases the cost many folds from the original planning, thus causing additional burden on the taxpayer.
To ensure optimum utilization of the Government funds, allocated for development of Infrastructure, it is imperative to indentify the various factors responsible for time over run and take suitable corrective measures to minimize delays at various stages of Infrastructure Projects planning and execution. In order to identify the delay factors, help was taken from the data available on the subject. Cognizance of various reports from various organization and study papers written by scholars were taken in to account in identification of the core delay factors.
The core delay factors have been identified as :-
(a) In appropriate formulation of project with unrealistic timeframe, lack of viable contingency plan leading to frequent changes in scope of work during execution and delay in decision making.
(b) Delay in Land acquisition and obtaining Environmental clearance.
(c) Adoption of inappropriate project procurement model and acceptance/appointment of lowest bidder for execution / as consultant.
(d) Lack of Project monitoring on part of client and contractor.
(e) Resource constraint- Non availability of skilled manpower and quality construction material.
(f) Use of obsolete technology.
The above identified delay factors were prioritized using AHP technique. A survey was conducted with the agencies involved at the various stages of Infrastructure Development. The respondents were asked to express their opinion on the relative importance of the criteria. Based on the response obtained the, delay factors were prioritized. ‘In appropriate formulation of project with unrealistic timeframe, lack of viable contingency plan leading to frequent changes in scope of work during execution a
