 EaSI logical framework shows how EaSI is expected to achieve
results and impacts by explaining in detail the whole process from
inputs through outputs to
 immediate/intermediate outcomes [=> specific/general
objectives]
 Each outcome is measured by 2-4 KPIs (38 in total)
 KPIs are both qualitative and quantitative; they measure the
number of outputs, their quality and use
 Based on a wide variety of monitoring data sources, incl. two surveys
 Detailed annexes also provide:
– Financial information on the implementation of WPs 2015 & 2016
– A catalogue of outputs
 There is also a sub-system to analyse and disseminate information
about EaSI funded projects and organisations

7. Appreciation of EaSI-funded events remained
very high
 Participants have gained a better understanding of
EU policies and objectives as a result of participating in
an event

remained similar:
– officials from national, regional or local government institutions: ~35%

 Stakeholders are in general familiar with the
issue of “social policy innovation” (82%)
 However:
– On average, only around 56.5% are familiar
with the specific EU-supported SPI
– 49% have used or intend to use EU-funded SPI
in policy development or implementation

10. Appreciation of the key EU-level NGOs remains stable
 Key EU-level NGO networks supported via operating grants were
a useful source of information on EU employment and social
policy

11. EURES: a tool not only for dissemination, but also for
recruitment/placing
 More or less stable number of personal contacts
by EURES advisers with job-seekers and
employers:
1 019 852 in 2012 | 947 489 in 2014 | 866 536 in 2015 | 902 529 in 2016
 In 2016, there were 52 282 placements resulting
from the consultations with jobseekers, i.e. around
6 % of personal contacts resulted in an actual
placement (increased twice compared to 2014)

12. 2015-2016: a strong start for MF/SE axis
 33 contracts with financial intermediaries in
the area of microfinance for 50.3 million EUR
– resulted in 13 021 microloans | 152 288 million EUR
– Leverage of 3 was achieved
– Average microloan: 11 700 EUR
– 7 in 10 beneficiaries said they have received training and mentoring services
 Most of final beneficiaries are from France, Spain and
the Netherlands
 Main sectors supported: accommodation and food
service activities; construction; manufacturing;
transporting and storage

13. Launching first funds for social enterprises
 First 7 contracts with intermediaries for 9 million EUR
 63 social enterprises received funding for 5.7 million
EUR
 Average support: 90 000 EUR

14. Social effects of MF/SE funding
 Support for most vulnerable groups:
– 1 in 5 were unemployed
decrease from around 45% in the overall duration of Progress Microfinance
– 1 in 10 had no or only primary education
– Other targeted groups: youth, elderly, women
entrepreneurs
 Enterprises supported by the MF/SE
together had 22 328 employees

15. Trends in mainstreaming horizontal issues
 The reported integration of all EaSI horizontal
issues has increased since 2014
 Best mainstreamed issue: paying particular
attention to vulnerable groups, such as young
people (~85% say that it is taken into account)
 Gender equality and non-discrimination
remain well-integrated (~80% agree with this)
 Strong increase in taking into account disability
and accessibility matters:
46% in 2015 -> 67% in 2017
