3. Forum Leaders vision:
“Pacific region can, should and will be a region of
peace, harmony, security and economic
prosperity, so that all of its people can lead free
and worthwhile lives”.
“…seek partnerships with our neighbours and
beyond to develop our knowledge, to improve our
communications and to ensure a sustainable
economic existence for all”.

4. Leaders agreed to give effect to their Vision through a
Pacific Plan, to amongst others:
i. promote economic growth, sustainable
development, good governance and security;
ii. strengthen regional cooperation and integration in
areas where the region could gain the most through
sharing resources of governance, alignment of
policies and delivery of practical services;
iii. build strong partnerships between Member
countries, regional and international organisations and
non-state organisations.

5. The Pacific Plan identifies initiatives within
an implementation framework

Pacific Islands Forum Secretariat: responsible at the
regional level for policy advice, coordination and assistance
with implementation

7. The Secretariat has developed a programmatic
approach in response:
• Communications and consensus building at the
country level;
• Policy development;
• National planning and implementation;
• Reporting and monitoring; and
• Capacity building.

8. Some examples of partnerships to deliver Pacific
Plan priorities:
• PACREIP – trade integration and facilitation
focus
• Catastrophe risk insurance
• Pacific HIV/ AIDs response; and
• PRAI – Pacific Regional Audit Initiative

9. Example: PRAI Coordination and Support
• Pacific Islands Forum Secretariat is coordinating the
initiative
• The Pacific Association of Supreme Audit Institutions
Secretariat is the executing agency
• ADB and AusAID provided financing for the technical
assistance project to develop the initiative – others
considering to support
• However, development partnerships needed for
ongoing support and overall effectiveness

11. Development Effectiveness
• Development effectiveness is identified as key to
implementing the Pacific Plan
• The Pacific Aid Effectiveness Principles, adopted in 2007
• Ongoing progress in implementing the principles and
highlighted other areas requiring further attention. These
include:
– a lack of common approaches by donors to policy
dialogue;
– limited use of country systems; and
– a lack of capacity within Pacific island countries to
coordinate and lead development activities
• Good examples of progress made - at national and
regional levels

12. Development Effectiveness
Development coordination in the Pacific needs more
sustained attention
• At the national level - national reform and development
efforts can best be supported by aid, including from non-
traditional donors
• At the regional level - reshaped so that they focus more
firmly on development outcomes in the region and
monitor mutual commitments to increased development
coordination

13. Conclusion
• Pacific Plan provides a framework for effective and
enhanced engagement on regional priorities – identify
entry points for partnerships
• Development coordination in the Pacific needs more
sustained attention
