Con el objetivo de ingresar al mercado de los bonos de carbono, en el marco del proyecto Mecanismo de Mitigación Voluntaria de Gases de Efecto Invernadero – MVC Colombia liderado por la Fundación Natura, se adelantó el Taller de Diseño Conceptual de la Plataforma Transaccional de Verificación de Reducción de Emisiones VERs.
La exitosa participación de entidades como la Bolsa Mercantil de Colombia, empresas comisionistas de Bolsa, la Corporación Ambiental Empresarial – filial de la Cámara de Comercio de Bogotá, el Ministerio de Ambiente y Desarrollo Sostenible, el Ideam y por supuesto la Fundación Natura, fue fundamental en la construcción de una plataforma tecnológica para tranzar los bonos pues estas organizaciones entrarán a jugar un papel muy importante desde el punto de vista, oferta, demanda, certificación, registro, compra y venta.

The Project Charter is the documented output of the project initiation phases of project management. As such, it is the foundation scoping document describing the reasons for doing the project, the work to be done, who is involved, what costs will be incurred, when it should complete, and how issues will be addressed along the way. The student will follow this rubric in completing the Project Charter. The more thought given to the critical elements of the Project Charter the more prepared the student will be in completing Milestone Three and the Final Project.
Create a document that describes the objectives and purpose of the selected project for the organization. Identify benefits to be achieved that will define project success and how they will be measured. Identify what’s in scope and out of scope for the project or the current phase of the project. Identify the job function/title of project stakeholders, specifically the sponsor executive, the project team doing the work, and the users of the delivered technology solution. Describe the project governance and communications plan among the stakeholders. Define completion criteria, key deliverable milestones, and high-level time line targets. Identify budgetary items in terms of things and services to acquire and existing staff effort. Identify project risks in terms of likelihood, impact, and means for mitigation. Describe constraints in terms of impact to quality, time, and cost. Determine if this project has any interdependencies with other projects.
Specifically the following critical elements must be addressed:
• Project Initiation Control Information: including project name, approval date, project sponsor, project manager, primary customers/partners and project core team (by function)

This document provides an overview of the EEI Platform activities and instruments to be executed in 2010. This document is publicly available for any organization interested in and involved in electronic billing (e-billing), e-invoicing (e-invoicing), automated invoice processing and credit management in all its aspects.
This version provides an overview of eligible activities and instruments in 2010 on January 20, 2010. New developments in activities and instruments will lead to a modified version of the activity plan during the remaining of 2010.
The purpose of this document, its activities and instruments is to achieve the objectives determined by the EEI Platform. It is intended to effectively realise the proposed activities and instruments as much as possible, in tune with the participants of the EEI Platform and also in tune with other partners and stakeholders in the field of e-billing, e-invoicing and automated invoice processing.
The first section of this document primarily addresses the mission and positioning of the EEI Platform towards e-invoicing and invoice automation. This section also discusses the differentiation of the activities and instruments into four segments. Section 3 provides an extensive explanation of these segments.
Section 2 deals -in alphabetical order- with the activities and instruments that are scheduled to be executed using the 'SMART’ method. Therefore, the section starts with an explanation of the 'SMART' Framework.

2. Principles
•Participant Portal as single gateway for all exchanges
•Single sign-on: One user name and password (ECAS) gives access to all functions
•Personalised web space after login: you see all your assets related to your proposals, grants, expert account…
•Transparency: Everybody having a role on a project sees the full archive of all exchanges and documents
•Flexible management of roles and access rights: most roles to be assigned/revoked by the Consortium itself
•Digital sealing of documents; digital signatures replacing paper signatures

5. •The Identity and Access Management allows us to define and/or manage changes of access rights of users of the Participant Portal.
•It gives a personalised and secure access to the different services of the Participant Portal.
•Minimum involvement by the Commission/Agency staff allowing for flexibility in the online management of the consortium.
•Any change in the roles of the users is saved to allow a monitoring & tracking service.

6. The Participant Portal allows each user to have access to a personalised space, based on 3 main elements:
•Each user is supposed to have a unique ECAS account, which is the unique identifier for persons (linked to their professional email address).
•Each ECAS account is linked to one (or more) PIC number(s) to the unique identifier of the organisation.
•Each ECAS account is linked to all the roles that the user has in projects and/or organisations through IAM. One user can have as many roles as necessary.

20. Grant management Paperless submission: principles
•LEAR nominates a list of persons authorised to sign legal documents and financial statements
•Only these persons get access to the "Sign and submit" function in the appropriate tool
•"Sign and submit" triggers the creation of an eReceipt that is stored in the electronic project archive
•All persons needing to know (including the LEAR) are notified on the transaction and have access to the eReceipt

21. Value of the eReceipt
•Electronic receipt = digitally signed PDF version of the submitted document.
•Both the content of the document and a set of metadata (time stamp, ECAS credentials of submitter) are digitally sealed.
•The digital signature mechanism, using a public-private key pair mechanism, uniquely binds the eReceipt to the transaction and ensures its full integrity. Therefore a complete digitally-signed trail of the transaction is available both for the beneficiaries and the Commission.
•Any attempt to modify the content will lead to a break of the integrity of the electronic signature, which can be verified at any time by clicking on the signature in the PDF document.
•The eReceipt is stored in the project archive where it can be downloaded at any time by any actor in the project and stored on other electronic media.
