This report analyzes Pakistan's progress toward achieving MDG Target 1B of providing full and productive employment and decent work for all by 2015. It finds that while employment rates and labor force participation have increased over the past decade, the quality of employment remains low, with high levels of vulnerable employment and low productivity. Six out of ten employed Pakistanis lack decent work protections. Women and youth face particularly high risks. To reduce poverty, Pakistan must generate more productive, higher-quality jobs that provide security and opportunity. Continued monitoring of employment trends is needed to guide policies that promote decent work for all.
