3. Goal was to provide diversionary Community-based Services
in lieu of Incarceration for Certain Qualified Felony
Offenders.
Permits County Commissions to pass Resolution to Designate
a Community Corrections Program/Entity (501 – Not-for
profit, Governmental or Authority Board)
Allows Individual CCP’s to Determine Scope of Services
Beyond Jail/Prison Diversion Program. MCCCP offers
additional services including: Drug Court, Pre-Trial Release,
Misdemeanor Probation, Community Service Coordination,
and Domestic Violence Education/Intervention.
Establishes ADOC Office Division of Community Corrections
as Authority over Program Standards and Conduit for
Reimbursement.
4. ARAS – Offender Risk Assessment Administered
Case Plan and Referrals Based on Offender Risk/Needs
Submittal of Quarterly Evaluation Reports
Submittal of Commission/Board Approved Annual Plan for
Reimbursement Agreement

6. For Front-end and Probation Violations-
Offenders with the following felony offenses are statutorily excluded:
(1) Murder;
(2) Kidnapping in the first degree;
(3) Rape in the first degree;
(4) Sodomy in the first degree;
(5) Arson in the first degree;
(6) Selling or trafficking in controlled substances;
(7) Robbery in the first degree;
(8) Sexual abuse in the first degree;
(9) Lewd and lascivious acts upon a child;
(10) Forcible sex crimes;
(11) Assault in the first degree, if said assault leaves the victim
permanently disfigured or disabled.
(12) A person who demonstrates a pattern of violent behavior.
7. Offenders with the following felony or misdemeanor offenses are
excluded by ADOC policy:
(1) Felony Offenders who are excluded in paragraph V. A. 1. b. (Dept .of
Corrections Administrative Rule-490, pgs. 5-6)
(2) Inmates who have current or prior convictions involving:
(a) Death of a victim;
(b) Kidnapping;
(c) Sex Offenses;
(d) Drug Trafficking or Manufacturing;
(e) Illegal Sales of Controlled Substances;
(f) Child Abuse / Molestation;
(g)Child Pornography / Obscenity.

8. (3) Inmates who are serving on an Escape conviction or who have
escaped during the current incarceration.
(4) Inmates assigned to Supervised Intensive Restitution (SIR)
Program, Pre-Discretionary Leave (PDL) Program or Supervised
Re-Entry Program (SRP), while actively participating in
said program
(5) Inmates who have nine (9) or more major disciplinaries within
the last two (2) years.
(6) Inmates who are set to be released (EOS, probation) within
sixty (60) days.
9. Front- Ends may qualify but may not be Reimbursable
(supervision costs paid by ADOC).
Presumptive Guidelines – “Prison Recommendation” Qualify
for CCP and Reimbursement.
ADOC “10 –Point Checklist” for qualifying offenses and those
not under the Presumptive Guidelines must score 10 points
or more for reimbursement.
All Probation Violators whose current offense(s) are not
excluded (see SR490 Sec. 2,a 1-12) are reimbursable.
All Institutional Diversions are Reimbursable if Approved for
Release by ADOC.
All Reimbursable Offenders are funded for up to 2 years.
