This document outlines the transitional processes, structures and timelines for implementing the peace agreement between the Philippine government and the Moro Islamic Liberation Front (MILF). It discusses two key layers of transition: 1) Transition towards implementation, led by the Bangsamoro Transition Commission (BTC) and Third Party Monitoring Team (TPMT); and 2) Transition from the Autonomous Region in Muslim Mindanao (ARMM) to the Bangsamoro, led by the Bangsamoro Transition Authority (BTA). 6. Transition from ARMM to the
Bangsamoro
The Bangsamoro Transition Authority (BTA)
Duration of the transition:
Upon ratification of the BBL until the qualification of
the Chief Minister under the first (regular)
Bangsamoro Parliament [SB 2408, Art. XVI, Sec. 1
and 11]
Key Functions: “The BTA shall be the interim
government or governing body in the Bangsamoro
during the transition”
Ensure the smooth transition from ARMM to the
