Background
Canada ever since its inception as a country has been a net immigration country. The high rate of immigration in the country is attached to its long and wealth of experience from immigration and immigration that is deeply embedded in its sense of nationhood. Permanent residents in Canada who are a foreign born record about 20% of the total population and new immigrants account for about 50%. The present trends in immigration have led the country to an enormous contribution to the country’s ethno cultural composition which is perhaps significant in the country’s industry force. A fundamental goal of the present immigration system universally is to encourage high-skilled, bilingual and youthful immigration for the purpose of building human capital. For the reason of benefiting the country, Canada has erected individual skills, educational and immigrant policies that would attract the right types of migrants in the country.
This expertise and policies only favour a particular class of immigrants who meet the defined abilities from the immigrations board, and this has mounted the question of fairness on citizenship. This development is set to look at the various policies set in Canada regarding immigration, particularly skilled workers. At the same time, this article will also look at how skilled labour are impacted with the existing and new immigration policies in Canada as well as how the larger community of the immigrant and host is also impacted.
Migration
Movement is mostly affected by the transformations in immigration policies in particular countries. A perfect instance includes opening boundaries that were closed initially, conflicts in a certain area in the world, globalization of the economy of a particular nation and political, and environment repression of a countries economy (Sokoloff & Pratt 2005). Looking at the case of skilled workers, the grass is usually greener on the countries they decide to immigrate to. Reactive immigration looks at the political upheavals that give rise to civil wars and conflicts which are evident in the number of displaced individuals leaving a country. As immigrants find a home in their new country, they make the country develop into a more diverse nation. As a consequence of this diversity the ethnic boundaries, its culture and racial identity are transformed. Immigration changes enrich a country. However, the mainstreaming population that keeps on coming in might threaten the activities of the hits country depending on the rate of transformation taking place through immigration, and this is what forces host countries to define levels of acceptance of the new population.

To boost its population growth rate, labor force size, and rate of economic expansion, Canada has been expanding its immigration numbers since the late 1980s. By the year 2030, 9 million baby boomers in Canada will be eligible for retirement at the age of 65. As a result, Canada will experience a decline in employment at a time when its public expenditures on health care will increase. Canada has taken the initiative to address this issue by steadily increasing its immigration goals for more than 30 years.

A 2020 study by Immigration Refugees and Citizenship Canada (IRCC) found that of the applicants granted PR through Express Entry, 95% were established economically (with both high employment rates, and level of income). Of these, 83% were working in their primary field, and nearly half were working in professions that usually required a university degree. In addition, successful applicants were earning higher salaries than the average Canadian worker.
In light of this, it is important to note that there are costs associated with applying for Express Entry that applicants will have to incur, to successfully move through the program.

Workers whose hiring would significantly benefit Canada economically, culturally, or socially are eligible for the Significant Benefit Work Visa (SBWP), a special work permit.
Candidates for the SBWP will not require a Labour Market Impact Assessment (LMIA) as part of the International Mobility Program (IMP). Using the Temporary Foreign Worker Program (TFWP), Canada conducts an internal assessment known as the Labour Market Impact Assessment (LMIA) to determine the impact hiring a foreign worker would have on the Canadian labour market.
The SBWP stream is intended for situations where an LMIA would typically be necessary, but practical concerns (extended LMIA processing timeframes) or a lack of an adequate application stream make this impractical. This is done so that Canada can still benefit from the foreign worker's presence. Significant in this context includes—but is not limited to—advancement of a Canadian industry, broad economic support for Canada, improvements in Canadians' health and well-being, etc.

Ontario is Canada's top immigration destination. Through the Ontario Candidates Program (PNP), called the Ontario Immigrant Candidates Program (OINP), immigrants can receive provincial candidates who can apply for permanent residency.
OINP was established in 2007 to address skill shortages in certain areas and provide easier investment opportunities for the state. Her 2022 quota for the state is 9,750 nominations.
An OINP immigration flow consists of a basic flow and an extended flow. Enhanced Streams works with the federal government's Express Entry system, which manages permanent residency applications through Canada's three major economy-class immigration programs.
The Express Entry system will score candidates based on a comprehensive ranking system "CRS" and the highest ranking candidates will be invited to apply for permanent residency. If the candidate is nominated from an enhanced state program, they will receive an additional 600 points, essentially guaranteeing an Invitation to Permanent Residency (ITA).
Conversely, Basic Streams are not for Express Entry, so candidates apply directly to Immigration, Refugees and Citizenship Canada (IRCC).

Inland spousal sponsorship applicants can work in Canada while their permanent resident applications are being processed.
Spousal sponsorship is an integral component of Canada’s family class immigration efforts, as Canada places a big emphasis on keeping loved ones together in this country.
The larger category of spousal sponsorship breaks down into two similar but still distinct sub-sections — inland spousal sponsorship and outland spousal sponsorship.

3. Canada at a glance
The main report on citizenship A portrait of
citizenship in Canada from the 2021 census”—
revealed that out of a population of 33.1 million in
Canada, the majority (91.2%) were citizens, either by
birth or by naturalization. Citizenship by
naturalization (the path for immigrants) occurs
when a former non-Canadian resident of Canada,
eventually becomes eligible and earns the legal status
of a citizen.
The remaining 8.8% of the population were non-
Canadian (either permanent residents or temporary
residents).
4. Moving from non-Canadian
to Citizen
In 2021, four out of five (80% of) eligible immigrants
had obtained Canadian citizenship. the
naturalization rate (percentage of eligible
immigrants who have obtained Canadian
citizenship) has dropped from 87.8% in 2011.
This drop in the naturalization rate is a key concern
for the government and is likely exaggerated by
certain policy changes that Canada has already
moved to correct. For example:
5. correct. For example:
Physical presence requirements for naturalization
changed between 2015 and 2017, increasing from three
to four years, and with no ability for applicants to claim
time spent as temporary residents. After changes to
the Citizenship Act in 2017, this requirement returned to
three years, with applicants once more able to claim time
spent in Canada as temporary residents; and
The fee to apply for a citizenship grant increased in 2015
(currently it is $630 CAD). The Liberal government had
promised in late 2019 that they would waive these fees,
to reduce the financial burden on lower-income
households; while they are yet to follow through on this
promise, it is likely that once fees are waived more lower-
income households will be eligible for naturalization.
6. The natural move to
citizenship
While the last ten years have seen a decline in the rate of
naturalization, they do similarly show that as time
increased in the country, people were increasingly
likely to pursue citizenship.
For example, of immigrants admitted to Canada before
2001, 94% had obtained Canadian citizenship by 2021.
Comparatively, of immigrants admitted from 2011-2015,
little more than half had obtained citizenship.
These findings suggest that there is a natural process by
which more and more people from each immigrant
cohort pursue and/or become eligible for Canadian
citizenship as time passes.
7. The need for non-citizens
One of the key findings from the study was that while
the median age of Canadian citizens was 41.2 years
of age, the median age of non-Canadian citizens
living in Canada (temporary or permanent residents)
was 33.6 years.
This is a crucial discovery that is in line with
Canada’s immigration aims, as in the face of an aging
population and low birth rate, Canada will look to
address labour shortages and market needs through
immigration.
8. Where will the Canadians of tomorrow
hail from?
Among both permanent residents and temporary
residents, the most reported citizenship was Indian,
accounting for more than a quarter of all temporary
residents.
Roughly one in ten permanent and temporary
residents reported Chinese citizenship; with the
Philippines trailing close behind in terms of
permanent residents.
9. The third most common nationality among non-
permanent residents was French.
These findings make it increasingly clear that Asia
will continue to be a key source region of not just
immigrants, but also future Canadian citizens.
Additionally, the increasing number of non-
permanent residents who were French meets the
policy aims of both the Quebec and federal
governments, who will be looking to
increase Francophone immigration across Canada.
10. Key takeaways
Immigration remains a key concern for Canada, and the
gradual lowering of the naturalization rate will likely be a
focal point for the federal government and Immigration
Refugees and Citizenship Canada (IRCC) moving
forward; especially as the median age of non-Canadians
in Canada is within prime working ages.

immigrants and permanent residents every year (as
evidenced by targets within the new Immigration Levels
Plan.
