Canada's immigration laws and policies have changed over time. Provinces can also nominate immigrants to meet their specific workforce needs through programs like the Provincial Nomination Program. The Canada-Quebec Accord gives Quebec exclusive power to select immigrants wishing to reside there directly from abroad.
