The document discusses the Climate Municipalities network in Sweden which provides networking, debate, and support for municipalities working to reduce emissions. It outlines typical emissions inventories and successes in the energy sector including district heating using biofuels and improved energy efficiency. Challenges are also presented such as retrofitting buildings and transforming transport. The document calls for long-term direction from the government, continued incentives for energy efficiency and biogas, and allowing minor energy producers to sell excess power back to the grid to help municipalities accelerate their efforts to reduce emissions.
Climate coaching provides assistance and optimizes climate adaptation and mitigation actions for municipalities in Sweden. It helps municipalities develop Sustainable Energy Action Plans and establishes organizations to implement actions in transportation, energy, and lifestyle changes. Examples of actions include a green highway connecting coastal cities, district heating in apartments, and energy performance contracting in municipal buildings. Through climate coaching, 20 municipalities have approved SEAPs and established robust organizations to continue climate work. The program will now expand its efforts through Covenant CapaCITY to build capacity across 15 countries.

The document provides guidance on developing a Sustainable Energy Action Plan (SEAP) as part of the Covenant of Mayors initiative. It outlines the key steps in the SEAP process, including establishing political commitment, adapting administrative structures, building stakeholder support, conducting a baseline review, establishing a long-term vision and objectives, elaborating the SEAP, implementing policies and measures, and monitoring progress. The SEAP should set out how the local authority plans to reach its commitment to reduce CO2 emissions by at least 20% by 2020 through strategic actions and detailed measures over both the long-term and next 3-5 years.
