Even using RAC will be limited to 2 nodes per cluster with 1 socket per node. We also have changes to Named User Plus (NUPS), which now have a minimum of 10 per server not 5 per customer as it was before. In terms of the end of life of prior SE and SE1 editions. SE and SE1 will be removed from the Price List on December 1, 2015. So if you still want to purchase these editions you can until then. SE and SE1 customers will continue to receive Premier Support for existing licenses through the terminal release 12.1.0.1. until September 1st, 2016. For release 11.2.0.4 of SE and SE1 this is is currently within Extended Support. The Extended Support fees have been waived for the first year of Extended Support until January 2016. For Oracle Standard Edition (SE) customers wanting to migrate to Oracle Standard Edition 2 (SE2) there is no charge to migrate. NUPS and Sockets will migrate 1:1. Contracts will be amended to reflect the new changes to the licence metric. Oracle Standard Edition One (SE1) will have to pay an uplift fee on support of 20% for the migration 1:1 of NUPS
