INTRODUCTION
Educational technology resource centers play a central role in making high-quality learning
materials accessible, supporting teachers’ professional development, and reducing inequities
in access to education. The National Programme on Technology Enhanced Learning
(NPTEL) is a leading example of a national-level educational technology resource center in
India, designed to archive, develop, and distribute university-level course content and to
provide a framework for certified online learning.

NPTEL was launched as a collaborative initiative of the Indian Institutes of Technology (IITs)
and the Indian Institute of Science (IISc) to use multimedia and web technologies to improve
access to quality higher education in science, engineering, humanities and management.
Coordinated from IIT Madras and funded by the Government of India, NPTEL began in 2003
as an effort to record and publish lectures created by faculty from premier technical
institutions, and later evolved to offer structured massive open online courses (MOOCs) with
certification. Its mission is to democratize higher education by providing free access to vetted
course material while offering optional, low-cost certification for those seeking formal
recognition.

Development phases and Scale of operations
NPTEL grew in phases. The early effort (Phase I) focused on developing courseware for core
engineering disciplines; subsequent phases expanded coverage to many more branches,
physical sciences, and postgraduate and management courses. Early government funding
supported the development of hundreds of web and video courses, and subsequent expansions
increased both course count and accessibility features (indexing, searchable video segments,
subtitles and translations).
NPTEL’s platform now hosts thousands of course modules and tens of thousands of hours of
video content; it has become one of the world’s largest repositories for engineering and basic-
science course material, and operates a widely accessed YouTube channel and an online
certification portal. These resources are continually updated, transcribed, and increasingly
translated into regional languages to broaden reach.
NPTEL Online Certification (NOC) - Assessment and Credibility
From March 2014, NPTEL moved beyond open access content to offer structured online
certification courses (NPTEL Online Certification — NOC). Courses are offered in fixed-
term formats (typical durations: 4, 8 or 12 weeks), with free enrolment for learning and an
optional, in-person (or remote proctored, where applicable) certification exam for a nominal
fee. Certification is backed by the participating IITs/IISc and is designed to be credible and
affordable: the model combines free high-quality instruction with supervised summative
assessment to produce verifiable credentials accepted by many institutions and employers.
