1. Definition of Terms
Ombudsman Clearance – is the official authorization, consent, or concurrence
given by the Ombudsman to a person verifying the absence of a past or pending
case or complaint within its office’s or quasi-judicial body’s jurisdiction.
Purposes in which the clearance is used:
1. Complete Disability Discharge, Death Claim,Disability Retirement,
Discharge, Dropped from the Roll, End of Contract, End of Term,
Expiration of Appointment, Expiration of Term, GSIS Claims,
Rationalization, Resignation, Retirement, Reversion, Separation, Total
Permanent Physical Disability
2. Appointment, Confirmation, Employment, Foreign Assignment, Grant
of Benefits, Lateral Entry, Promotion, Reappointment,
Reemployment, Transfer
3. Awards, Bar Exam, CES Eligibility, CESO Rank, Change of Name,
Commissionship, Completion of Residency Training,Court
Requirement,Extension of Service, Foreign Travel,Free and Accepted
Masonry, Guarantorship, Leave Application, Loan Application,
Nomination, Recognition, Requirementby Agency, Scholarship,
Schooling, Scientific Career System, Study Grant, SUC Presidency,

Assistance/Public Assistance – The help extended by the Ombudsman such as
mediation system of solving cases or advising alternative dispute resolutions.
Complaint - a complaint is any formal legal document that sets out the facts
and legal reasons that the filing party or parties believes are sufficient to
support a claim against the party or parties against whom the claim is brought
that entitles the plaintiff to a remedy.
Complainant – The plaintiff in the lawsuit, or the one seeking the remedy.
The one who brings action to the ombudsman for legitimate request,
grievance, or concern seeking redress, relief, or public assistance.
2. Pleadings - Pleadings are the formal written statements of the respective
claims and defenses of the aggrieved parties or their representatives
submitted to the ombudsman for appropriate judgment.

Case documents (request for copy) - The Court regularly issues orders in
connection with cases. In contrast with opinions, orders are short rulings,
usually resolving motions or petitions in a summary fashion. Requesting
copy of such documents matter in connection to a pending complaint for a
wider basis, cases decided by the Ombudsman of similar ruling to the
complaint can be used or cited.
Case information (request filed) – a copy of the specific details of the complaint
filed; what the complaint is about, who are the parties, when filed, the cause of
action, etc.
Documents deficiency – the pleadings or documents submitted were lacking,
insufficient, or inadequate.
SALN – Statement of Assets, liabilities, and net worth.
- SALNs required to be filed on or before April 30 of every year shall
be transmitted to the Office of the Ombudsman in the manner
provided above, on or before June 30 of the applicable year.
- SALNs required to be filed after assumption of office or after
separation from service shall be transmitted to the Office of the
Ombudsman in the manner provided above within thirty (30) days
upon receipt of such SALNs. (Ombudsman Memorandum Circular
No. 1 Series of 2020 on Amended guidelines for transmittal of
SALNs.
3. Transmittal - the action or process of passing something on from one
person or place to another. In such case, the assumption of Office or
relieve from government services requires a transmittal of SALNs.
Redress – concerns about Ombudsman procedures, systems, facilities,
services, and personnel. It is the remedy sought for a wrongdoing or
grievances.
Grievances - an official statement of a complaint over something believed
to be wrong or unfair. A feeling of resentment over something believed to
be wrong or unfair.
In short : Grievance is the complaint, redress is the solution or
remedy – easy!;)
