• Technical Textile is the fastest growing segment in textiles in India
and it has generated considerable investor interest in recent past.
• These performance-enhancement products are applicable in the
protective clothing, agriculture, medical, infrastructure
development, automotive, aerospace, sports, and packaging
sectors.
• There are over 3000 units manufacturing technical textiles,
mostly in small scale sector.
• Though India is the second largest textile economy after China, its
contribution in the global technical textile industry is only 9%

• Based on the past trend of growth and estimated end user
segment growth, the sub-group on technical textiles for 12th five
year plan has projected the market size from Rs. 75,925 crore for
the year 2012-13 to Rs. 1,58,540 crore for the year 2016-17
with a growth rate of 20% year on year basis.
Nonwovens in India
 The domestic consumption of non-woven in India was estimated at around 1 lakh MT
in 2007-08. The market for non-woven technical textiles has increased to over 1.5
lakh MT in 2012-13. The market for non-woven is dominated by the segments like
Mobiltech, Medtech and Geotech. The domestic market for non-woven is dominated
by automobile interior carpets & NVH products, surgical dressings, non-woven
interlinings, tea-bags fabric and the absorbent fabrics - diapers & sanitary napkins.
In addition, non-woven is also used in several other products like cigarette filters,
headliners, airlines disposables, surgical disposables, non-woven wipes, non-woven
abrasives, sports footwear components (linings), mulch-mats, crop covers, etc.

Scheme for Growth and Development of Technical Textiles (SGDTT)
Background: A Scheme for Growth and Development of Technical Textiles (SGDTT) was launched
during 2007-08 with an allocation of INR 48 crores during the 11th Five Year Plan. The scheme
has completed its tenure in 2010-11.

1. Business start-up assistance
Overview
 Handholding support to new entrepreneurs through empanelled consultants.
 Empanelled consultant will help MSME in product selection, market selection, technology selection & sourcing and
preparation of project report
 Financial assistance available in the consulting fee charged by the empanelled consultant for project reports
Eligible service fee
 2% of the project cost for domestic projects and 3% of the project cost for FDI projects.
 Upper ceiling is recommended at Rs. 5.00 lakhs for domestic projects and Rs. 6.00 lakhs for FDI projects.
Eligibility
 Benefit of the scheme available only to MSME (MSME is defined as units with investment not more than Rs 10 crore in plant
and machinery)
 Assistance available only if services of empanelled consultants are utilized
Steps to avail benefit
 Step 1: Approach empanelled consultant for preparation of project report
 Step 2: Submit project report to lending agency that will decide eligibility of the project
 Step 3: Submit application to Office of Textile commissioner
 Application should contain consultant details, project proposal, approval of lending agency and related necessary
documents
 Step 4: Technical Committee will examine/evaluate and approve the proposal.
 Step 5: The unit will have to submit the progress report periodically.
Current Status of the scheme
 15 units registered under Business Start-up support component. 4 units have completed their projects and funds have been
approved and disbursed for Business startup support under TMTT.

2. Contract research assistance
Background
 Technical Textiles is a high technology area where most of the high end products are imported, there is a strong need for
indigenous development of products for which R&D is of prime importance
 Development of product, process and technology in technical textiles.
 The maximum limit for project duration would be 2 years
Operational Modalities
 An industry member has to submit a proposal to office of textile commissioner in stipulated format (Annexure 8), jointly
with a government approved research institute / engineering college
Eligible Grant
 The grant under the scheme will be upto 60 percent excluding cost of land and building subject to ceiling recommended as
Rs. 20.00 lakhs per project. It is a initial ceiling and is relaxable by the empowered committee on merit.
Intellectual Property Rights
 If the project is taken jointly by Research institution and industry and industry has contributed atleast 1/3rd of the project
cost, it shall have the first right to commercialize the innovation without paying any royalty. This right will however remain
with the industry only for 2 years from the completion of the project.
Steps to avail benefit
 Step 1: Identify the partner research institute
 Step 2: Register with OTxC (documents for registration-Registration form, proposal (with financials) and covering letter
 Step 3: Submit progress report from time to time
 Step 4: Submit project closure report
Current Status of the scheme
 13 contract research proposals have been registered with OTxC, Out of these 5 proposals have been approved for Contract
Research support under TMTT. Out of which funds have been disbursed for 4 research projects.
3. Market development assistance for export sales
Background
 There are many reputed technical textile fairs organized abroad like TECHTEXTIL and Industrial Fabrics Exhibition, Index
etc., the participation in which will improve the export potential of the indigenous manufacturers.
Eligible Units
 The units have to get registered with Office of the Textile Commissioner for availing assistance (Format for applying for
registration with O/o TXC is at Annex-I). Office of the Textile Commissioner will register the eligible units.
 One unit is eligible to apply for MDA support 2 times in a year
Eligible Grant
 Assistance would be permissible on travel expenses by air, in economy excursion class fair and charges of the built up
furnished stall. This would, however, be to the extent of 50% with a financial cap recommended at Rs. 5.00 lakhs per
visit
Important Timelines With Respect To Application and Reimbursement Claim
 Registered manufacturing units/exporters shall submit the intimation application for participating in the international trade
fair in the prescribed format (Annex-IV) with a minimum of 14 days clear advance notice
 Claim containing requisite documents shall be submitted by the manufacturer/exporter to the Office of the Textile
Commissioner in the prescribed format (Annex –VI) along with other mentioned papers immediately on return to India but
positively within 90 days of their return to India
Current Status of the scheme
 So far 37 units have been registered under the Market Development Support for Export Sales intervention of TMTT.
Documents to be Submitted Post Visit to Claim
Funds Under Market Development Support
 Self attested copies of main pages of passport/visa of the participant(s) which should also
contain the immigration seal for the date of Departure & date of Arrival.
 Self attested copy of air ticket clearly indicating the flight no. date of journey, air fare etc. &
also class of travel (should be in the Economy class). The Air travel shall normally be through
direct flights only. In case there are no direct flights then round trip is allowed and during round
trip the unit should not stay more time than the next connecting flights departure time or 24 hours,
in the intermediate stop
 Self attested copies of all the invoices / bills and proof of payment made thereof like bank
swift message report/bank statement clearly indicating beneficiary name, for all the
expenditures to be incurred with aforesaid fair.
 Self attested no-relation certificate indicating that the beneficiary is not related to any of the
officers who are working/had worked in Office of the Textile Commissioner, Ministry of Textiles.
 Brief report of your activity / participation in the aforesaid fair along with few photographs.
 The claim (Annex-VI form of TMTT along with Annex-VII) and all relevant supporting documents
should be clearly signed / attested by the authorized signatory of your unit with name /
designation / date & your company’s seal.

4. Market development Support for marketing
to bulk and institutional buyers
Technical textiles are prominently consumed by the institutional
consumers like defence, hospitals, railways, NHAI etc. Under the
Scheme buyers-sellers meet will be organized across the country
wherein the indigenous manufacturers can showcase their products
and institutional buyers will be invited for enhancing their
marketing competitiveness.
 Under this scheme, eligible technical textiles manufacturing units are provided
space to set up stalls in buyer seller meets at 50% of the cost for setting up the
stalls
5. Social compliance through standardization,
regulatory measures
Some of the technical textile products require
mandatory prescriptions for their use. Consultants will
be engaged to identify the needed regulatory changes
required along with international best practices and
also the strategy to facilitate such changes in the rules
and regulations. Such studies shall be conducted for all
segments of technical textiles.
6. Providing fund support for organizing
Workshops/Seminars/Conferences
National and International Conferences, Seminars,
Workshops and short term training programmes will
be organised across the country to dissipate the
knowledge and create awareness amongst stake
holders of technical textiles.
Period :- 01/04/2013 to 31/03/2017
Technical Textiles (including non-wovens) -
5% IR and 10% capital subsidy for specified
machinery required for manufacturing of
Technical Textiles or option to avail 15 %
capital subsidy in lieu of 5% IR + 10% CS for
the units having investment in plant and
machinery upto 500 lacs.

 9 accreditations/collaborations have been made with foreign organizations.

Progress on HSN codes
► Ministry of Textiles has constituted HSN code
sub-committee. The role of the Committee is to
identify specific areas in Technical Textiles
where it would be useful to create separate HS
codes
► Sub-Committee had recognized and compiled
a list of 245 technical textiles items for which
the HS codes existed under various chapters
from 1 to 99.
► Compendium on HSN codes for technical
textiles has already been prepared
Held at Mumbai from 25th - 27th
August, 2011. The first edition of this
series attracted over 5000
manufacturers and 300 delegates
from countries like Italy, China,
Switzerland, and USA. Additionally,
133 delegates from Gujarat,
Maharashtra, and Karnataka also
attended the event, which also hosted
8 B2G meetings with several
esteemed institutional buyers.
Aim: With an objective of highlighting the opportunities for linkages between the domestic and global technical textiles
industries, Technotex 2014 was the third international conference-cum-exhibition jointly organized by FICCI and Ministry
of Textiles to promote the Indian technical textiles sector

Technotex 2014 was held at Mumbai from
20th to 22nd March 2014. The event was
inaugurated by Secretary Textiles. Over 135
Exhibitors participated at the event. There
was a country Pavilion of China and Taiwan.
The host state was Maharashtra. Gujarat and
Karnataka were the partner states. More than
5800 Business visitors from various countries
visited the exhibition. There was international
participation from UK, Austria, Germay, USA,
Belgium, Switzerland, Italy and Japan.

Scheme for Promoting Usage of Agrotextiles in
NER
Scheme for Promoting Usage of Agrotextiles in NER was launched by the
Ministry of Textiles in June, 2013. Following are the details of the scheme:
• Duration of the Scheme – 12th Five Year Plan period
• Total Fund Outlay – INR 55 crores
• Objective – To promote and increase the usage of Agrotextiles, in agriculture,
horticulture/ floriculture, sericulture and allied activities in NER
• Scheme Components – Two scheme components
 Creating awareness, setting–up of Demonstration Centers and developing
capacities
 Provide/disburse agrotextile kits in the NER states
• Current Status of the Scheme
 4 demonstration centres have been approved for two states i.e. Manipur
and Mizoram, who had proposed for setting demonstration centres.
 Proposals for 3 Demonstration Centres for Arunachal Pradesh are also
under consideration.

    Ministry of Textilesinitiatives to promote the sector Scheme for Growth and Development of Technical Textiles (SGDTT) Background: A Scheme for Growth and Development of Technical Textiles (SGDTT) was launched during 2007-08 with an allocation of INR 48 crores during the 11th Five Year Plan. The scheme has completed its tenure in 2010-11. The total fund expenditure was INR 46.60 crore Baseline Survey of Technical Textile Industry in India (Fund utilised- INR 54.49 lakhs) The baseline survey of technical textile industry was carried out. The report contains details on raw material, technology, machinery etc. it has been placed in the website www.technotex.gov.in Creation of Awareness (Fund utilised- INR 2.75 crore) More than 60 no. of Seminars/ workshops /Training programmes were organized by Office of the Textile Commissioner across the country during the course of scheme. Setting up of four Centres of Excellence (Fund utilised- INR 43.31 crore) • Four Centres of Excellence (COEs) were set up, i.e., BTRA for COE Geotech, SASMIRA for COE Agrotech, NITRA for COE Protech and SITRA for COE Meditech. • The COEs are working like one stop shop to provide testing support, Facilities for training, prototype development etc.

Business start-upassistance Overview  Handholding support to new entrepreneurs through empanelled consultants.  Empanelled consultant will help MSME in product selection, market selection, technology selection & sourcing and preparation of project report  Financial assistance available in the consulting fee charged by the empanelled consultant for project reports Eligible service fee  2% of the project cost for domestic projects and 3% of the project cost for FDI projects.  Upper ceiling is recommended at Rs. 5.00 lakhs for domestic projects and Rs. 6.00 lakhs for FDI projects. Eligibility  Benefit of the scheme available only to MSME (MSME is defined as units with investment not more than Rs 10 crore in plant and machinery)  Assistance available only if services of empanelled consultants are utilized Steps to avail benefit  Step 1: Approach empanelled consultant for preparation of project report  Step 2: Submit project report to lending agency that will decide eligibility of the project  Step 3: Submit application to Office of Textile commissioner  Application should contain consultant details, project proposal, approval of lending agency and related necessary documents  Step 4: Technical Committee will examine/evaluate and approve the proposal.  Step 5: The unit will have to submit the progress report periodically. Current Status of the scheme  15 units registered under Business Start-up support component. 4 units have completed their projects and funds have been approved and disbursed for Business startup support under TMTT.

Contract researchassistance Background  Technical Textiles is a high technology area where most of the high end products are imported, there is a strong need for indigenous development of products for which R&D is of prime importance  Development of product, process and technology in technical textiles.  The maximum limit for project duration would be 2 years Operational Modalities  An industry member has to submit a proposal to office of textile commissioner in stipulated format (Annexure 8), jointly with a government approved research institute / engineering college Eligible Grant  The grant under the scheme will be upto 60 percent excluding cost of land and building subject to ceiling recommended as Rs. 20.00 lakhs per project. It is a initial ceiling and is relaxable by the empowered committee on merit. Intellectual Property Rights  If the project is taken jointly by Research institution and industry and industry has contributed atleast 1/3rd of the project cost, it shall have the first right to commercialize the innovation without paying any royalty. This right will however remain with the industry only for 2 years from the completion of the project. Steps to avail benefit  Step 1: Identify the partner research institute  Step 2: Register with OTxC (documents for registration-Registration form, proposal (with financials) and covering letter  Step 3: Submit progress report from time to time  Step 4: Submit project closure report Current Status of the scheme  13 contract research proposals have been registered with OTxC, Out of these 5 proposals have been approved for Contract Research support under TMTT. Out of which funds have been disbursed for 4 research projects.

    3. Market developmentassistance for export sales Background  There are many reputed technical textile fairs organized abroad like TECHTEXTIL and Industrial Fabrics Exhibition, Index etc., the participation in which will improve the export potential of the indigenous manufacturers. Eligible Units  The units have to get registered with Office of the Textile Commissioner for availing assistance (Format for applying for registration with O/o TXC is at Annex-I). Office of the Textile Commissioner will register the eligible units.  One unit is eligible to apply for MDA support 2 times in a year Eligible Grant  Assistance would be permissible on travel expenses by air, in economy excursion class fair and charges of the built up furnished stall. This would, however, be to the extent of 50% with a financial cap recommended at Rs. 5.00 lakhs per visit Important Timelines With Respect To Application and Reimbursement Claim  Registered manufacturing units/exporters shall submit the intimation application for participating in the international trade fair in the prescribed format (Annex-IV) with a minimum of 14 days clear advance notice  Claim containing requisite documents shall be submitted by the manufacturer/exporter to the Office of the Textile Commissioner in the prescribed format (Annex –VI) along with other mentioned papers immediately on return to India but positively within 90 days of their return to India Current Status of the scheme  So far 37 units have been registered under the Market Development Support for Export Sales intervention of TMTT.

    Documents to beSubmitted Post Visit to Claim Funds Under Market Development Support  Self attested copies of main pages of passport/visa of the participant(s) which should also contain the immigration seal for the date of Departure & date of Arrival.  Self attested copy of air ticket clearly indicating the flight no. date of journey, air fare etc. & also class of travel (should be in the Economy class). The Air travel shall normally be through direct flights only. In case there are no direct flights then round trip is allowed and during round trip the unit should not stay more time than the next connecting flights departure time or 24 hours, in the intermediate stop  Self attested copies of all the invoices / bills and proof of payment made thereof like bank swift message report/bank statement clearly indicating beneficiary name, for all the expenditures to be incurred with aforesaid fair.  Self attested no-relation certificate indicating that the beneficiary is not related to any of the officers who are working/had worked in Office of the Textile Commissioner, Ministry of Textiles.  Brief report of your activity / participation in the aforesaid fair along with few photographs.  The claim (Annex-VI form of TMTT along with Annex-VII) and all relevant supporting documents should be clearly signed / attested by the authorized signatory of your unit with name / designation / date & your company’s seal.

Market developmentSupport for marketing to bulk and institutional buyers Technical textiles are prominently consumed by the institutional consumers like defence, hospitals, railways, NHAI etc. Under the Scheme buyers-sellers meet will be organized across the country wherein the indigenous manufacturers can showcase their products and institutional buyers will be invited for enhancing their marketing competitiveness.  Under this scheme, eligible technical textiles manufacturing units are provided space to set up stalls in buyer seller meets at 50% of the cost for setting up the stalls

    5. Social compliancethrough standardization, regulatory measures Some of the technical textile products require mandatory prescriptions for their use. Consultants will be engaged to identify the needed regulatory changes required along with international best practices and also the strategy to facilitate such changes in the rules and regulations. Such studies shall be conducted for all segments of technical textiles.

    Held at Mumbaifrom 25th - 27th August, 2011. The first edition of this series attracted over 5000 manufacturers and 300 delegates from countries like Italy, China, Switzerland, and USA. Additionally, 133 delegates from Gujarat, Maharashtra, and Karnataka also attended the event, which also hosted 8 B2G meetings with several esteemed institutional buyers. Aim: With an objective of highlighting the opportunities for linkages between the domestic and global technical textiles industries, Technotex 2014 was the third international conference-cum-exhibition jointly organized by FICCI and Ministry of Textiles to promote the Indian technical textiles sector Held at New Delhi from 17th - 19th January, 2013. TECHNOTEX 2013 attracted international delegations from USA, EU, China etc. Governments of Gujarat and Karnataka participated as partner states, 120 stalls by COEs and international industries. 40 focused buyer-seller meetings with Indian Army, Indian Air Force, and representatives from NER. 41 speakers at the event’s conferences and seminars. TECHNOTEX 2013TECHNOTEX 2011 Technotex 2014 was held at Mumbai from 20th to 22nd March 2014. The event was inaugurated by Secretary Textiles. Over 135 Exhibitors participated at the event. There was a country Pavilion of China and Taiwan. The host state was Maharashtra. Gujarat and Karnataka were the partner states.     Scheme for PromotingUsage of Agrotextiles in NER Scheme for Promoting Usage of Agrotextiles in NER was launched by the Ministry of Textiles in June, 2013. Following are the details of the scheme: • Duration of the Scheme – 12th Five Year Plan period • Total Fund Outlay – INR 55 crores • Objective – To promote and increase the usage of Agrotextiles, in agriculture, horticulture/ floriculture, sericulture and allied activities in NER • Scheme Components – Two scheme components  Creating awareness, setting–up of Demonstration Centers and developing capacities  Provide/disburse agrotextile kits in the NER states • Current Status of the Scheme  4 demonstration centres have been approved for two states i.e. Manipur and Mizoram, who had proposed for setting demonstration centres.  Proposals for 3 Demonstration Centres for Arunachal Pradesh are also under consideration.
