It allows key performance indicators to be audited in a flexible way and provides feedback to help farmers improve. If indicators such as pesticide use, emissions and animal welfare are included in certification schemes, it can incentivize innovation. National governments could define minimum standards for indicators in eco-schemes, with certification methodology extended to all farms above a certain size. This would help harmonize public and private audits into a single annual process, while still allowing for local flexibility. Certification provides a way to reward farmers for the cost of more sustainable practices through frameworks requiring food industry to purchase from high scoring farms.

Food chain approach with emphasis on farming and consumers (labelling etc).
Would targetting food chain companies (with their contracts and sustainability
schemes) help?
Environmental legislation at farm level leads to lower margins, a disappearing
middle, and not an improved business model / income capacity for farmers. Where
environmental problems arise from intensification due to small farms and high land
prices, the root problem is not addressed? The CAP is in practice also a social
policy.
At the consumer side soft instruments are preferred over stronger ones like prices.
Competences of EU and member states (or even regions) in issues as health, VAT,
zoning restrictions, education (school lunches etc), social policy etc. influence
policies

11. uit: TK Fiche inzake Boer tot Bord
Het kabinet steunt de brede en ambitieuze aanpak van de Green Deal, en de BtB-
strategie als onderdeel hiervan. Het kabinet acht het wel belangrijk dat het in
proportionele, uitvoerbare en kosteneffectieve wetgeving en beleidsmaatregelen
wordt omgezet, aangezien het impact op het beleid van alle overheidsniveaus zal
hebben. Het kabinet ziet de omschakeling naar een duurzame groei van de
economie om het concurrentievermogen van de EU te versterken als kans.
Daarnaast moet bij de uitwerking zorgvuldig gekeken worden naar de brede
maatschappelijke gevolgen.
De samenhang in presentatie en inhoud van de Europese Biodiversiteitsstrategie en
de BtB-strategie onderschrijft het belang van een verbonden landbouw en natuur.
Binnen het Europees Parlement is de BtB-strategie ook verwelkomd, maar ook hier

13. Hoofdlijn Rli advies over GLB
1. Besteed een groeiend deel van het budget onder de eerste pijler aan
ecoregelingen. Pas de eisen aan de ecoregelingen periodiek aan,
gebruikmakend van praktijkervaring en voortschrijdend inzicht. Gebruik
het GLB-budget in pijler 2 mede voor initiatieven die kunnen dienen als
‘kraamkamer’ voor ecoregelingen in pijler 1.
2. Sluit de ecoregelingen aan op private duurzaamheidschema’s. Leg de
toetsing hiervan bij een onafhankelijke instelling.
3. Maak bij de uitvoering van de ecoregelingen gebruik van een integraal
puntensysteem, dat aan de hand van overzichtelijke prestatie-
indicatoren aangeeft hoe ver een bedrijf gevorderd is in de
omschakeling naar kringlooplandbouw.

14. Hoofdlijn Rli advies over GLB
4. Zorg voor de beschikbaarheid van landbouwkennis die de
beweging naar kringlooplandbouw op alle vlakken ondersteunt: het
uitvoeren van experimenten, het uitwisselen van daaruit geleerde
lessen, het ontwikkelen van kennis over landbouwpraktijken en het
vertalen van deze kennis in onafhankelijke adviezen aan boeren.
5. Hevel een substantieel bedrag uit pijler 1 over naar pijler 2. Zorg
dat dit bedrag tenminste de omvang heeft van de korting op het
budget van pijler 2 die door de Europese Commissie is voorgesteld
en bovendien voldoende is om de benodigde innovaties op het
gebied van klimaat en het sluiten van kringlopen in de landbouw te
ondersteunen.
