Personal Profile
Mike is a commercially astute Programme Executive who has been working in the transport sector for over 12 years. Initially
as a bid manager on CTRL1, he moved into operations as Head of Projects for London Lines delivering their capital
investment programme including station refurbishment, driver only operation and the introduction of Cl357 rolling stock. The
earlier part of this decade saw Mike assist Arriva UK deliver its rail acquisition strategy, procuring bid team resources, budget
accountability, project office administration systems and coordinating the team’s operational, quality and financial delivery
plans. Initially joining CDL UK, a transport management and engineering consultancy, Mike has now moved overseas and
joined CDL Australia, assisting it develop business whilst undertaking client commissions. Mike has considerable experience
in organisational change, supply chain management, business, process engineering and business improvement, both in the
UK and internationally, including PFI/PPP projects. An electrical engineer by profession, Mike is PRINCE 2 accredited and an
EFQM European Excellence Assessor. Mike is also a member of the Engineering Council.

Local leadership - of advisory services project including data collection requirements in Queensland, engagement with
Stakeholders including: TransLink Leadership Team, delivery partners e.g. Queensland Rail, TransDev the ferry operator,
Brisbane City Council (BCC) and other such bus operators, also the Dept. of Transport and its Passenger Transport Division.
Program Management – of the revenue protection portfolio, which in addition to the strategies below, also includes advising
on the ticketing gate infrastructure project, ticketing fares equipment, field operations equipment technology development,
intelligent lead deployment of field staff with other stakeholders and other candidate projects. This role requires meeting the

Revenue and Marketing Business Plan - rollout of the Myki integrated smartcard ticketing system, Revenue Protection
strategy, gateline and validation plans, back-office e-CRM and data-warehousing facilities, marketing, PR and media

Mobilisation Programme Director, CrossCountry Trains August 2007 to August 2008
Coordinating and resourcing the successful bid workstreams for the new rail franchise, awarded in July ’07, Mike managed a
team of internal and external specialist technical advisers undertaking three-way ‘re-mapping’ exercise. As a member of a
Project Management Group chaired by the DfT, Mike and other members of the outgoing franchisee, brokered information
flow, business separation strategies, defining quality management and compliance systems. With assistance from lawyers,
demonstrated all Condition Precedents (CP) ensuring a Certificate of Commencement’ was achieved and that branded trains
were delivered safely.
Programme Manager, Arriva Trains Ltd February 2005 – July 2007
Mike delivered Arriva’s UK rail acquisition strategy, procuring bid team resources, budget accountability, project office
administration systems and coordinating the team’s operational, quality and financial delivery plans. He liaised with
government on matters concerning the ITT, coordinated data room mining, managed the clarification process and
mobilisation delivery plan. Bids worked on included East Midlands, InterCity East Coast and New Cross Country. Working
closely with the Bid Director, Mike structured a bid project plan for each of the ‘operational criteria and quality delivery plans’,
presenting plans in a way that matched the requirements of the European Foundation of Quality Management (EFQM)
RADAR (results, approach, deployment, assessment and review) assessment criteria. Mike managed a team of technical
editors, graphic designers and production/print services to deliver a professional bid submission, on time.
During 2006 Mike was seconded to Arriva Trains Wales and assisted in developing an EFQM and business excellence
strategy, including process mapping, lean engineering skills, indentifying appropriate KPI’s, defining strategy development
and deployment techniques to assist ATW develop its business and quality processes, in order to achieve Investors in
Excellence accreditation.

Acting as a lead negotiator for the Strategic Rail Authority, Mike assisted with developing and implementing rail franchises,
attaining commercially affordable, value for money objectives and associated contract negotiations. Franchises worked on
were: Great Northern; Thameslink (including the St.Pancras Blockade) and Silverlink which had significant interface issues
with West Coast Route Modernisation project team..
Head of Projects, London Lines April 2000 – December 2002
Reporting to the Operations Director, Mike managed the commercial and technical activities of the rail asset base, including
programme management of station capital/retail investment projects and managed regulatory relationships with various rail
stakeholders such as Railtrack; ORR, SRA and Railway Safety. As Contract Service’s Manager, Mike was responsible for
procurement, supply chain and contract management for a London termini commuter train operating company, including
managing the procurement and contract services teams responsible for delivering goods, services, and major contracts. As a
subsidiary of National Express, Mike contributed to the Group’s supply chain strategies seeking to build long term supplier
relationships and improved levels of service.
Bid Manager, Balfour Beatty Limited 1999 - 2000
Mike led a multi-discipline rail proposal team of 20, developing a bid for the supply and construction of track and M&E
services for the Channel Tunnel Rail Link, negotiating and agreeing commercial terms with Joint Venture partners, major
suppliers, third party consultants and sub-contractors and liaising with Stakeholders.

Bid Manager, International Water 1997 - 1999
Successfully developing two PFI projects in water/wastewater international markets on behalf of the Catchment Consortium,
Mike led the Programme Management of Engineering, Procurement and Construction Contractor, operator, lenders/financial
and legal advisers. Whilst oversees, Mike led a team of technical experts undertaking a feasibility study on location in
Indonesia analysing supply/demand capacities, infrastructure requirements, organisational design and development,
procedures and systems requirements.
General Manger, United Utilities PLC 1990 - 1997
Responsible for planning, repair and renewal of above and below ground infrastructure assets within agreed Levels of
Service. Mike managed directly the provision of engineering and maintenance services, with a M.E. & I. workforce of more
than 350, introduced a Computer Aided Maintenance Management system and developed Asset Management programmes
to develop ‘best value’ Life Cycle Costs. Asset renewals and new capital projects were implemented by-way-of framework
agreement the supply, Mike being the appointed Client’s representative and Contracts Manager.
