Scope of the 1st ETSI NG eCall Plugtests(TM)
1. Motivation:
Validating the consistency/clarity/unambiguity of current NG eCall technical standards, as well as the
readiness/complience and interoperability of early implementations of key building blocks of the NG
eCall service infrastructure, namely NG eCall IVS devices, 3G/4G mobile and IMS Telecom Cores and
NG PSAPs, that are required to deliver the NG eCall service end-to-end.
2. Scope:
End-to-end Interoperability testing based on Interoperability test specification ETSI TS 103 683 which
covers base NG eCall specifications from CEN, ETSI and IETF: CEN TS 17184:2018, ETSI TS 123 167,
ETSI TS 124 229, IETF RFC 8147, ...
3. Limitations:
Due to COVID-19 epidemic lock down and travel restrictions, the 1st NG eCall Plugtests was organized
in Q4/2020 completely in a digital format: both, IVS devices and PSAP sites were connected remotely
via IP network to IMS Core with NG eCall/emergency services support.

Consequences of the limitations of the 1st NG eCall
1. Simplyfied test network configuration: test network without 2G/3G/4G
mobile radio access networks and mobile (MSC and EPC) Cores:
2. Narrowing the test execution scope of the ETSI TS 103 683
No executions of test scenarios that check procedures of IVS
attachment/registration to 3G/4G mobile RAN;
No executions of test scenarions with CSFB (CS fall back) functionality;

Setup of the 1st ETSI NG eCall Plugtests(TM)
1 x Virtual IMS Core with full support for NG eCall/emergency services
2 x NG IVS devices connected remotely via direct IP address;
4 x NG PSAPs connected via VPN to IMS Core.
1. Setup and pre-testing period:
• Extended from 2 to 3 weeks period;
• Connecting IVSs via direct public IP
and PSAPs via VPNs to vIMS Core;
• Necessary adaptations in
configurations needed for successfull
IVS registration to vIMS;
2. Plugtests 1:1 test sessions:
• 1 week period;
• Total of 8 test sessions;
3. For 2 weeks (after the Plugtests), the
testing infrastructure was offered to sAFE
project partners for additional testing in
accordance to sAFE validation scope.

Results of the 1st ETSI NG eCall Plugtests(TM)- issues found
Some issues that were solved during the event:
✓ Wrong connection to public IP address or URN was reported
✓ Wrong SIP header values were reported to participants
✓ Wrong SDP values were reported to participants
✓ Adapting vIMS setup to individual requirements
✓ Wrong Message Body (MSD+SDP) calculation was noticed and reported to participant
✓ Initial message INVITE was not recognized or correctly received at PSAP side
✓ ACK was not forwarded to PSAP (ACK ReqLine shall be the same as in INVITE)

Lessons learned from the 1st Plugtests event
✓ It took some efforts to remotely setup/configure (pre-testing setup period of 2-3
weeks) the test infrastructure:
▪ Remotely connecting PSAPs to vIMS core via VPN connections - several iterations required;
▪ Remotely connecting IVS to vIMS via direct IP access – tried several configurations with
private/public IP addresses;
▪ Several iterations in adaptations in configurations to successfully register IVS devices to vIMS Core;
Collaboration between IVS, IMS and PSAPs and Testing/Networking experts is a key
for a successfull event;
✓ Once, the 1st basic eCall was successfully established between IVS, vIMS and
PSAPs, relatively high rate (76%) of successfull test executions for the 1st Plugtests
was achieved  do 1st end-to-end successfull basic eCall test scenario in
setup/pre-test period.
✓ Results and issues analyses were feed into the updates of the CEN base and ETSI
Interoperability tests standards.

The next step: Questionnaire about SCOPE and TIMING
Questionnaire about SCOPE and TIMING will be sent
out by ETSI to potential participants to collect
willingness of vendors to participate/readyness of the
NG IVS devices and NG PSAPs implementations that are
inline with the proposed Test Scope.

  • 4. © ETSI 4 Scope of the 1st ETSI NG eCall Plugtests(TM) 1. Motivation: Validating the consistency/clarity/unambiguity of current NG eCall technical standards, as well as the readiness/complience and interoperability of early implementations of key building blocks of the NG eCall service infrastructure, namely NG eCall IVS devices, 3G/4G mobile and IMS Telecom Cores and NG PSAPs, that are required to deliver the NG eCall service end-to-end. 2. Scope: End-to-end Interoperability testing based on Interoperability test specification ETSI TS 103 683 which covers base NG eCall specifications from CEN, ETSI and IETF: CEN TS 17184:2018, ETSI TS 123 167, ETSI TS 124 229, IETF RFC 8147, ... 3. Limitations: Due to COVID-19 epidemic lock down and travel restrictions, the 1st NG eCall Plugtests was organized in Q4/2020 completely in a digital format: both, IVS devices and PSAP sites were connected remotely via IP network to IMS Core with NG eCall/emergency services support.

Infrastructure provided by and Setup of the 1st ETSI NG eCall Plugtests(TM) 1 x Virtual IMS Core with full support for NG eCall/emergency services 2 x NG IVS devices connected remotely via direct IP address; 4 x NG PSAPs connected via VPN to IMS Core. 1. Setup and pre-testing period: • Extended from 2 to 3 weeks period; • Connecting IVSs via direct public IP and PSAPs via VPNs to vIMS Core; • Necessary adaptations in configurations needed for successfull IVS registration to vIMS; 2. Plugtests 1:1 test sessions: • 1 week period; • Total of 8 test sessions; 3. For 2 weeks (after the Plugtests), the testing infrastructure was offered to sAFE project partners for additional testing in accordance to sAFE validation scope.

  • 10. © ETSI 10 Lessons learned from the 1st Plugtests event ✓ It took some efforts to remotely setup/configure (pre-testing setup period of 2-3 weeks) the test infrastructure: ▪ Remotely connecting PSAPs to vIMS core via VPN connections - several iterations required; ▪ Remotely connecting IVS to vIMS via direct IP access – tried several configurations with private/public IP addresses; ▪ Several iterations in adaptations in configurations to successfully register IVS devices to vIMS Core; Collaboration between IVS, IMS and PSAPs and Testing/Networking experts is a key for a successfull event; ✓ Once, the 1st basic eCall was successfully established between IVS, vIMS and PSAPs, relatively high rate (76%) of successfull test executions for the 1st Plugtests was achieved  do 1st end-to-end successfull basic eCall test scenario in setup/pre-test period. ✓ Results and issues analyses were feed into the updates of the CEN base and ETSI Interoperability tests standards.
