I learned about it on some civic portal - civicua.org or on gurt.org.ua, both of which I read through RSS.

I guess you could use crowdsourcing scheme. for instance:
1. keep an oline list of the important portals where you have posted your announcement;
2.1. each applying candidate, in order to increase his/her chances to be chosen, adds your announcement to some NGO/youth
portal which is still not in the list, and includes the new link both into his/her applichation and your online list;
2.2. each applying candidate posts links to your announcement in his/her social services, e.g. twitter, facebook, vkontakte etc. Sunday, Oct 3rd
and includes links into his/her application. 8:58AM

in such a way you could achieve 3 goals:
- more people read the announcement;
- you learn about new web-resources in the countries you work for (and there is a slight chance that some of those resources
turn out to be quite useful :)
