H uman trafficking, also known as trafficking in persons or modern-day slavery, is a crime that involves the exploitation of a person for the purpose of compelled labor or a commercial sex act. While the U.S.
Department of Justice (DOJ) has long enforced criminal laws against involun-
tary servitude and slavery, the enactment of the Trafficking Victims Protection
Act (TVPA) of 2000 brought new benefits, services, and criminal penalties to
address human trafficking in a more comprehensive and effective way.
What Is Human

The TVPA defines a “severe form of trafficking
in persons” as—
• Sex trafficking (the recruitment,
harboring, transportation, provision,
obtaining, patronizing, or soliciting of a
person for the purpose of a commercial
sex act) in which a commercial sex act is
induced by force, fraud, or coercion, or in
which the person induced to perform such
act has not attained 18 years of age; or
• The recruitment, harboring, transportation,
provision, or obtaining of a person for labor
or services, through the use of force, fraud,
or coercion for the purpose of subjection
to involuntary servitude, peonage, debt
bondage, or slavery.
Who Are the
Victims of Human
Trafficking?
Anyone who is compelled (through force, fraud,
or coercion) to perform any kind of work or
commercial sex act by another person, and
any minor engaged in a commercial sex act, is
a human trafficking victim. Victims of human
trafficking come from all walks of life and are
entrapped in many different settings. Anyone
can be a victim, regardless of their race, color,
national origin, disability, religion, age, gender,
sexual orientation, gender identity, socioeco-
nomic status, or citizenship status. While there
is no defining characteristic that all victims
share, traffickers frequently prey on individuals
who are poor, vulnerable, living in an unsafe
situation, or are in search of a better life. These
victims are deceived by false promises of love,
a good job, or a stable life and are lured into
situations where they are forced to work under
deplorable conditions with little to no pay.
Whether made to work in agriculture, a factory,
or a strip club, forced into commercial sex,
or abused in a home as a domestic servant,
federal law recognizes these individuals as
victims of human trafficking.

Racial Profiling
Introduction: Racial profiling reflects bias actions reinforced by law enforcement based on race, religion, and nationality/ethnicity which has led to violence and unjust accusations amongst minority groups. This has become a controversial issue in our nation, as stated in an article published by The Huffington Post website, in 2011, which displays a chart showing that the NYPD uses force against Blacks and Latinos 6.7% more than whites. It is evident that the police work force exemplifies inefficiency through racial profiling which calls for change and improvement in the training process. By thoroughly conducting proper training for law enforcement, with an emphasis on racial profiling, police officers and authority will reform effectively.
Inherency: The inherency is attitudinal and structural. In order to supply change there must be awareness to promote the issue and new laws to improve the justice system. As reported by the Tolerance website accessed on March 26, 2015, “Community members must be empowered with awareness and steps they can take to address profiling or other abuses of police authority when they occur” which emphasizes that citizens should grasp knowledge of racial profiling in order to prevent being targeted. According to an article published by the We Are One America website accessed on March 26, 2015, “Congress should introduce and pass the "End Racial Profiling Act" which would ban racial profiling at the federal, state and local level” this explains that minority groups will continue to be abused without change of policy.

Whatever else we have learned from the recent tragedies of police violence, it is clear that we need comprehensive federal, state and local policies that outlaw racial profiling and rein in police excessive force.”
Ground 1B: The Huffington Post website, on December 9, 2014, stated “If we have learned anything from the recent tragic deaths of Garner and Brown, as well as the experiences of numerous other African American victims of police violence going back decades -- from Rodney King to Abner Louima to Amadou Diallo and Tamir Rice -- it is that excessive force and racial profiling are two destructive modes of police misconduct that require concerted, vigilant action to reduce and eliminate.”

13. In North Carolina (NC), legislative attention has also turned to sex trafficking over the last few years. Two trafficking laws have been passed by the NC General Assembly. Session Law 2006-247, amending the previous sex offender law, was passed in August, 2006 and became effective on December 1 of the same year, making human trafficking a class F felony and the trafficking of a minor a Class C felony.

15. Session Law 2007-547 was signed into law and became effective on August 31, 2007. The law allows victims of trafficking legal access to services and protects them from being treated as criminals, regardless of their legal status.
16. It also calls for the NC Justice Academy to establish an appropriate protocol for training law enforcement officers. Additionally, Basic Law Enforcement Training will address human trafficking, focusing specifically on ensuring that victims of human trafficking are treated as victims and provided appropriate services, regardless of their legal status.
17. The NC Governors Crime Commission concedes that there are no good statistics available in NC, adding that accurate statistics are difficult to find anywhere.
