collective communication outlets or tools that are used to store and deliver
information or data to a large number of people. It is either associated with
communication media or the specialised mass media. India is a nation of
villages; approximate 60 percent population resides in villages which show
rural India. In the same manner Jaipur a district of Rajasthan state also
comprises urban as well as rural area. The department of rural
development has implemented many programs for the alleviation of
poverty, employment, education and other issues. Media is primary means
of communication used to reach the vast majority of general public.
General public typically relies on the mass media to provide information
regarding political issues, social issues, entertainment and news in pop
culture. The way of presentation the information by media affects the
thought of people and influence socio-economic condition of that

ABSTRACT: The study investigated the community radio as a tool that promotes community participation in
local governance. Multi-stage random sampling method and purposive method was adopted. Data collection
was undertaken using questionnaire and interviews. The datawascollected in three Sectors (Muzo, Kivuruga and
Gakenke) of Gakenke District in Northern Province of Rwanda. Overall research results indicated that 93% of
respondents (citizens, local authorities, and journalists) agreed that PAXPRESScommunity radio debates
enhance the knowledge and awareness of the citizens. For the role played by PAXPRESS community radio in
promoting dialogue on community issues and needs, the overall research results indicated that 20% of
respondents strongly agreed and 74% of respondents agree that PAXPRESS community radio promotes
dialogue on community issues and needs as well as educating on household decisions making. On the
contribution of PAXPRESS community radio in improving the relationship between citizens and authorities, in
general, 70% of respondents believe that the relationship has improvedand 18% believe that it has changed a
little while 10% believe that maybe it exists while 2% do not agree. The good practices and lessons learned for
the promotion of community participation in local governance through PAXPRESS community radio include (i)
Paxpress debates engage community and authorities in these debates; (ii) Paxpress debates provide dialogue for
the community with disabilities; (iii) Paxpress debates allow rural community to interact with authorities and
journalists; and (iv) Paxpress debates enhance the knowledge of the citizens on their rights, household decision
making and government policies. Challenges outlined by the research include: difficult to convince citizen to
talk through radio; difficulty to convince local authorities who seem not informed about the laws of access to
information and freedom of expression; Misinterpretation of some authorities face the media's role or mission;
(v) Financial limitations. The research recommends: (i) to make a follow up after debate; (ii) allocating enough
time to the debates; (iii)managing citizens‟ emotions; (iv)toinform people on the topic to be discussed before,
and give enough time to authorities to explain their concerns instead of challenging them only; (v) emphasize on
the debates that strengthen the relationship between the community and authorities. If well done, this would be
an utmost achievement for the government.

Loksabha Election 2019: 90 Plus Voting CampaignBanda is a district of 1.8 million people in the north Indian state of Uttar Pradesh. Unfortunately, in recent years, Banda has become known for water scarcity, unemployment, farmer distress, underdeveloped agriculture, and corruption. These issues have spurred significant political rivalry; as a result, the Election Commission has identified 195 of the 1,454 polling booths in the Baberu, Banda, Naraini, and Tindwari constituencies as “critical”.
Motivated by these challenges, I set out to increase voter turnout and improve the sense of civic engagement in Banda, and involved the whole district administration towards this goal. In the 2014 Lok Sabha elections, 53 percent of registered electors in Banda voted. For the 2019 elections, I set an ambitious target of 90 percent turnout. To achieve this, I led my team to devise the “90 Plus” strategy, which leveraged a plethora of initiatives and communication channels from the Systematic Voters’ Education and Electoral Participation (SVEEP) programme. A total of 825,907 people voted in Banda District in the 2019 Lok Sabha election, out of 1,314,368 registered electors (62.8%). In 2014, the average total turnout was 53.38%. The 10-percentage point increase is remarkable given the ground-level challenges that confronted the ambitious project target. The significance of this scheme was acknowledged by the Honourable Prime Minister Shri Narendra Modi, in a rally that he addressed here in the district.

The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. About Naubat Baja
The government of Rajasthan is committed to promoting schemes and programs that are
specially designed for adolescents- both in and out of school and especially for girls and young
women who are married and unmarried. These interventions aim to increase awareness of, and
access to, sexual and reproductive health information and services; family planning methods;
healthy practices, life skills, livelihood, and employment. The state government believes that is
equally important to educate adolescent boys and young men about sexual and reproductive
health and rights, and the consequences of violence, and engage them in thinking critically about
gender norms.
However, lack of awareness and appreciation of these schemes, a maze of social barriers, deep-
rooted gender inequalities, and the challenges of growing up, greatly limit the uptake of
government schemes and programs. This lead to the weakening of the very foundation of the
development of the individual, as well as the community at large.
In order to leverage the penetration of mobile telephony in media especially in the dark and far-

Objective for organizing webinar:
Media plays an important role in shaping public perceptions and opinions about significant social
issues. Media acts as a change-maker and as well as backbone of society. It is widely accepted
that what we know about, think and believe about what happens in the world, outside of personal
first-hand experience, is shaped, and some would say orchestrated, by how these things impacted
the lives of people through the medium of radio and television.
The objective for organizing Media and Communication webinars for youth journalist at the
National level is to promote and strengthen to promote and strengthen the penetration of mobile
telephony in media especially in the dark and far-flung areas to maximize awareness and uptake
of government programs meant for young and adolescents, under a unique project of
“Naubat Baja Project”.
The webinar aims to sensitize youth journalist on social evils from rural, youth, and adolescent
perspectives.
Focus area: The webinar will be organized via Zoom video conference. Media along with
resource persons will have an open discussion through an interactive dialogue. This will help
youth journalist to engage with one another and exchange idea on diverse topics of social issues,
like child marriage, gender-based violence, education, and many more, and to share multiple
perspectives. The focus area in the webinar will be on social issues, and also making journalist
4. aware of the concept of Naubat Baja, and an appeal to popularize this so that every individual
can take the benefits of this unique concept.

Mr. Kalyan Singh Kothari welcomed
the guests and introduced the renowned
panelists. He discussed about Naubat
Baja- missed call wala Radio campaign by
Jeevan Ashram Sansthan. He explained in
detail that under this radio service, callers
need to call at number 7733959595 and
then they will receive a call from a different number where they listen to infotaining content for
about 15-20 minutes. The detaining content consists of songs, skits, stories, awareness on social
issues such as gender discrimination, child marriage, cleanliness and also career advices.
After that, Prof Sanjeev Bhanawat added
his remarks showing concern that big social
norms are generally avoided by people on a
large scale. He mentioned that youth and
students should be aware about
surroundings and issues such as sexual and
reproductive health, family welfare methods, life skills and employment. He then praised the
work of Jeevan Ashram Sansthan towards these issues through infotainment concept.
6. The event commenced then with the words of
Radhika Sharma, Director, Jeevan Ashram
Sansthan, Jaipur. She started by saying that
Naubat Baja campaign started on March 8,
2019 with the support of Ministry of Women
and Child Development, UNFPA and REC.
She detailed that Naubat Baja aims for
strengthening youth and make their views and
approached come forward. Explaining the work of Naubat Baja she told that it is accessible in
any mobile phone irrespective of online or offline approach. People can also WhatsApp their
questions and problems. It is a total free informing entertainment service.
She added that Naubat Baja has career corner to inform about vacancies, jobs and all kinds of
career options. It also gives opportunities to artists to share it with huge audience. It also offers
people to make career as Radio Jockey on Naubat Baja Radio. People can share their stories of
struggle to motivate others and help them in gaining the perspective towards life. People can also
give feedback and ideas to improve the campaign. She told that it is reachable in urban, rural and
every big-small region of the country. Till now, the reach of the campaign is 3,00,000 with
2,00,000 listeners. It also hosts competitions on social media to boosts the confidence in kids and
students.
To discuss about challenges against young
journalists and students, Dr Ajay Kumar
Singh, Director, Academic Campus, Haridev
Joshi University of Journalism and Mass
Communication, Jaipur took forward the
webinar. He mentioned that the compulsory
Aanandam course introduced in the he
curriculum of schools can be highly helpful for students but there is no way for it to reach people
in small town and village areas. He then suggested that in order to train young journalists and
help people, they can volunteer in villages to teach kids and aware them about respective social
7. norms. He proudly acknowledged introduction of a new course MA in Development
Communication in Haridev Joshi University of Journalism and Mass Communication.
Adding to it, he concerned for the issues such as women empowerment, girl education, nature
conservation, traffic rules and education in both rural and urban areas. He told that media is
responsible for awareness in people especially for those in rural areas who do not have much
knowledge about the health and physical education. He also encouraged youth to use social
media for spreading news and awareness to people through articles, blogs, stories and posts. He
suggested that journalism interns should be sent for reporting in villages to address people’s
issue on a broader scale where they can help common people in knowing about the programs and
schemes run by the government and how they can use them to help their livelihoods.
Commencing webinar further, Trisha Pareek,

views on gender discrimination and discussed
it with the audiences through live activities.
She addressed that society imposes rules on
life of a girl and a boy from the point when
they are born which is violating the human rights of that individual. An individual should be
allowed to support any livelihood or way of living irrespective of their gender. The gender norms
and roles associated with an individual stops them to protest against in any way. It is considered
to be wrong according to conservative society. She tells that mostly, in Indian society, education
of a boy is given importance over a girl’s education. She emphasized on the need for stoppage on
reinforcements of gender stereotypes on any person and media should come forward to change
people’s perspective towards this societal problem. Also, she praised the efforts of UNFPA and
Jeevan Ashram Sansthan in order to help people with their human rights.

discussed about the opportunities for new
8. journalists in media channels. He mentioned that storytelling skills of a journalist define their
work and is most important. He praised that still in this time media is doing its work in exposing
frauds through investigative journalism and spreading awareness among people. He addressed
that media nowadays gives importance to TRP charts, activism, advertisements, circulation and
sensitising news but still in terms of social issues it is doing extraordinary and satisfactory
resulting work.
He suggested new journalists to work on their writing skills. They should be able to research for
their projects in detail not only by google searches but also by working on field. Explaining
about the importance of ground reporting which is getting limited in media, he told that it always
extracts better results with authenticity. Also, it exposes the journalists to the society and
different problems that people are facing in different parts of the world. Journalists also need to
keep a check on work of NGOs and government for people to bring it to the light. They need to
keep positive perspective and stop being pessimistic towards things. They need to keep in mind
the objectives of their respective projects and how it can benefit people on wider approach. He
repeated an old saying that media’s role is to shape and to mould public opinion for betterment
of society.

Tikoo, Director, OneWorld Foundation
India, Jaipur shared his experiences in
mainstream media and encouraged youth
towards the future opportunities. He
mentioned that apart from Radio, TV,
Newspapers and digital media, there are many more mediums through which a journalist can
help the society for better. With community Radio, a concept as Interactive Voice Response
System used by some NGOs to help in spreading information and awareness by connection of
humans to computers through mobile phones. It is easily accessible and highly reachable. Its
biggest impact is seen in social sectors to trace BPL households, low literacy regions and non-
internet localities. These IVR systems help in pictorial knowledge for illiterate people. It also
allows people to collect information about many aspects such as breastfeeding, divorce cases,
human rights and many more. These voice responses can then be recorded and used for changing
different policies according to people
9. Mr. Mukesh Meena, President, Pink City Press
Club, Jaipur then encouraged new journalists for
their future approaches. He addressed about the
opportunities given to journalists by media
channels and challenges against them while
reporting critical issues. He emphasized on the
importance of grassroots reporting and going on field for collecting facts rather than completely
relying on digital information from Google searches. He showed his concern for threats a
journalist has to face in a critical reporting situation and it needs to be taken care of by providing
safety laws.
On ending remarks, Prof Sanjeev Bhanawat said that new generation is highly inspired and there
is emerging need for opportunities to be provided to them.

Graduate in Mass Communications, Mr. Suresh successfully completed a Public Health

Nepal, Sri Lanka, Indonesia, South Korea, Japan, United Kingdom, Switzerland, Austria,
Hungary, Qatar, Mauritius, South Africa among others.
