NATIONAL TECHNICAL REGULATION FOR
POWDERED MILK PRODUCTS
I. GENERAL RULES
1. Scope
This regulation regulates food safety criteria and management requirements for powdered
milk products, including powdered milk, cream powder, whey powder and skimmed milk
powder with added vegetable fat.
This regulation does not apply to formula milk products for children up to 36 months of
age, formula milk with special medical purposes for babies and functional foods.
2. Subject of application
This regulation applies to:
a) Organizations and individuals that import, manufacture and trade powdered milk
products in Vietnam;
b) Relevant organizations and individuals.
3. Interpretation of terms
In this Regulation, the terms below are construed as follows:
3.1. Milk powder
Dairy products are made by removing water from the milk or adding or removing some
components of the milk but retain the ingredients and properties of the product and do not
change the ratio between whey protein and casein of whole milk. original material.
Powdered milk includes whole milk, partially skimmed milk and skimmed milk.
3.2. Cream powder
Product obtained after removing water from cream material.
Cream material is a fat-rich product, in the form of an emulsion obtained by physical
separation from milk.
3.3. Skimmed milk with added plant fat
Products are processed by removing water from skim milk, with added vegetable fat, can
add food additives.

The product is processed by removing water from acid whey or whey.
II. TECHNICAL REGULATIONS
1. Food safety criteria for powdered milk products
1.1. Physical and chemical criteria are specified in Appendix I of this Regulation.
1.2. Maximum limits of pollutants are specified in Appendix II of this Regulation.
1.3. Microbiological criteria are specified in Appendix III of this Regulation.
1.4. The list of food additives allowed to be used complies with current regulations.
1.5. Test methods with an accuracy equivalent to the methods specified in the Appendix I,
Appendix II and Appendix III of this Regulation may be used.
1.6. The serial number and full name of the sampling method and testing methods are
specified in Annex IV of this Regulation.
1.7. In cases where it is necessary to check criteria which have not yet specified the testing
methods in this Regulation, the Ministry of Health shall decide on the basis of the current
domestic and foreign methods which have been validated.
2. Labeling
The labeling of powdered milk products must comply with the Government's Decree No.
89/2006 / ND-CP of August 30, 2006, on goods labels and guiding documents.

III. REGULATIONS ON MANAGEMENT
1. Conformity announcement
1.1. Powdered milk products that are imported, manufactured or domestically traded must
be declared conformable with the provisions of this Regulation.
1.2. Methods, order and procedures for announcing the technical-regulation conformity
comply with the Regulation on standard conformity certification, standard conformity
certification and standard-conformity announcement and promulgation together with
Decision No. 24/2007 / QD-BKHCN September 28, 2007 of Minister of Science and
Technology and regulations of law.
2. Check for powdered milk products
Quality control, hygiene and safety of powdered milk products must comply with the
provisions of law.
IV. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
1. Organizations and individuals importing and manufacturing powdered milk products
must declare the conformity in accordance with the technical regulations in this Regulation,
register the regulation conformity announcement at competent state management agencies
as decentralized by the Ministry of Health and ensure quality, safety and hygiene according
to the announced contents.
2. Organizations and individuals are only allowed to import, manufacture and trade
powdered milk products after completing the registration of regulation conformity
announcement and ensure quality, safety, hygiene and labeling in accordance with the
regulations. law.
V. ORGANIZATION OF IMPLEMENTATION
1. The Department of Food Safety and Hygiene was assigned to assume the prime
responsibility and coordinate with the relevant functional agencies in guiding the
implementation and organization of the implementation of this Regulation.
2. Based on management requirements, the Department of Food Safety and Hygiene shall
propose the Ministry of Health to amend and supplement this Regulation.
3. In the event that the standards and legal provisions cited in this Regulation are changed,
supplemented or replaced, the new text shall apply
