This document provides a summary of a study on voter fraud allegations and findings on voter roll security related to Election Day Registration (EDR) in six states. The summary identifies:
1) A review of nearly 4,000 news reports from 1999-2005 found 10 incidents of alleged voter fraud in EDR states, with only one case of voter impersonation.
2) A survey of county prosecutors in EDR states found that only two counties investigated voter fraud complaints in 2004-2005, resulting in no prosecutions.
3) The study found little evidence that EDR increased opportunities for voter fraud or compromised voter roll security. States with EDR require voters to substantiate their identity and residency at polling places
