Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Одлука о врсти, обиму и начину испоруке података и докумената који се
уступају без накнаде државним органима и организацијама, органима
аутономних покрајина и јединицама локалне самоуправе (2012);

могу се преузети обрасци, као и Упутство за бесплатну испоруку података
представницима локалне самоуправе.

Форма и обим расположивих података из регистара АПР
•
Подаци из регистара АПР расположиви локалним самоуправама
дефинисани су наведеном Одлуком и обрасцима за наручивање
•
Подаци су расположиви у форми стандардизованих извештаја
разврстаних по регистрима и евиденцијама Агенције
•
За сваки извештај потребно је поднети Захтев за испоруку података, и то
Општи део и Посебни део, који се односи на један од 18 типова образаца
•
Сваки од 18 типова образаца омогућава наручивање две врсте извештаја:
а) Извештај о збирним подацима, који се односи на укупан број или укупну
вредност посматране појаве (предузећа, предузетници, подаци из
финансијских извештаја,итд. за тражени територијални ниво), и
б) Извештај са изворним подацима, који се односи на листу свих субјеката са
појединачним подацима о њима.
•
Најбитнији подаци за локалне самоуправе садржани су у Регистру
привредних субјеката и Регистру финансијских извештаја и бонитета
13. Испорука података за локалне самоуправе:

Наручивање података – Општи захтев за испоруку података
•
Образац који је обавезан је за сваку испоруку података, који уз основне
податке о наручиоцу дефинише и листу посебних образаца који га прате
•
При његовом попуњавању посебно треба обратити пажњу на:
- Одговорно лице: Лице које има право потписа за орган који наручује (председник
општине, начелник општинксе управе)
- Листа стандардизованих извештаја – избор:
Означавају се сви извештаји, а треба само они који су стварно потребни;
За одређени тип извештаја, ако се наручују појединачни подаци (**.2), нема потребе
за наручивањем збирних (**.1)
- Финансијски подаци: Само извештаји типа 17.1,2,3 су за ЛС, док 16.1,2,3 нису
•
Уз то, често се не попуне обавезни подаци:
- Датум подношења захтева, потпис овлашћеног лица, печат
•
Посебну пажњу обратити на:
- Овлашћено лице корисника (!): Најчешћи проблем - Обавезно је подношење посебног
акта ЛС којим се даје овлашћење за особу која потписује захтев (пример акта следи)
15. Испорука података за локалне самоуправе:
Поступак испоруке података (1а)
Наручивање података – Посебни захтеви корисника од стране ЛС
•
Када су локалној самоуправи за вршење послова из њене надлежности
потребни подаци другачије структуре или већег обима од оних који су
обухваћени стандардним извештајима, подноси се специфичан захтев
•
У складу са Одлуком, члан 7, образложени “посебни захтев корисника”
одобрава директор АПР, у складу са расположивим ресурсима Агенције.
У оквиру тога, неки од реализованих захтева локалних самоуправа су:

Захтеви за проверу права на социјалну помоћ:
Провера статуса физичких лица у привредним субјектима
Потврде о правном следбеништву (за задруге и друге привредне субјекте)
Захтеви за копије решења и других докумената из архиве АПР, итд.
16. Испорука података за локалне самоуправе:
Поступак испоруке података (2)
Наручивање података – Статусни регистри (обрасци типа 1. – 12.)
•
Статусни регистри обухватају привредне субјекте (привредна друштва и
предузетнике), удружења, спортска удружења, задужбине и фондације,
туризам, медије и стечајне масе, и веома су динамични;
•
На основу ових података локалне самоуправе могу формирати сопствене
базе података и из њих ефикасно формирати своје извештаје, анализе,
планове, итд.
•
Посебно важни подаци налазе се у извештајима типа 1.2. (привредна
друштва) и 2.2. (предузетници), па ћемо њих посебно анализирати
- Важна напомена: Ако су за исте критеријуме потребни извештаји типа 1.1. и 1.2.
(збирни и појединачни), нема потребе правити 2 обрасца за наручивање, јер ће
подаци у извештају типа 1.2. обухватити и збирне податке из извештаја 1.1. !
•
Садржина података и поступак наручивања и коришћења извештаја из
осталих статусних регистара (удружења, спортска удружења, туристичке
агенције, итд) веома је сличан
17. Испорука података за локалне самоуправе:
Поступак испоруке података (2а)
Наручивање података – Статусни регистри, обрасци типа 1.1./1.2 . и 2.1./2.2.
•
Извештај 1.2 – Изворни подаци о привредним друштвима, дневно ажурни
(збирни подаци - списак и број предузећа на одабраној територији, и
појединачни подаци: матични број, пословно име, датум оснивања,
статус друштва, претежна делатност – шифра и опис, правна форма, итд);
- Извештај 1.1. садржи само збирне податке, и део је извештаја 1.2.
•
Извештај 2.2 – Збирни и изворни подаци о предузетницима (слично као 1.2.)
Код попуњавања ових образаца посебну пажњу треба обратити на:
Критеријуми избора:

Критеријум “Територијални ниво” (РС/Област/Општина) је обавезан;
-
Остали критеријуми (“Статус друштва”, “Правна форма”, “Делатност”) су опциониако се не унесу биће дата сва друштва за изабрану територију
19. Испорука података за локалне самоуправе:
Поступак испоруке података (3)
Наручивање података – Уговорни регистри (обрасци типа 13., 14., 15.)
•
Подаци из регистара залоге, финансијског лизинга и судских забрана су
слични по структури података и начину наручивања:
- код залога су битни подаци о залогодавцу, предмету и вредности залоге
- код уговора о финансијском лизингу битни су подаци о даваоцу, примаоцу
и предмету лизинга
- код судских забрана битни су подаци о извршном дужнику, броју и датуму судске
одлуке, као и предмету судске забране (привремене мере)
•
Кључни обрасци овде су 13.5. (лизинг), 14.4. (залоге), 15.5. (судске забране)
Код попуњавања ових образаца треба обратити пажњу на Критеријуме избора:

Критеријуми “Територијални ниво” (РС/Област/Општина) и “Временски период за
који се извешта тражи: Од/До” су обавезни
-
Остали критеријуми су опциони, ако се не унесу биће дати сви уговори
(Залоге - “Подаци о заложном повериоцу”, Подаци о залогодавцу”; Лизинг – “Подаци о даваоцу лизинга”,
“Подаци о примаоцу лизинга”; Судске забране - “Назив суда”, “Подаци о извршном дужнику”)
Напомена: Подразумева се да ће испоручени подаци обухватити само активне уговоре из ових
регистара, ако се желе и брисани, то треба посебно назначити у захтеву

Наручивање података – Финансијски подаци из Регистра ФИБ(обрасци типа 17. за ЛС)
•
Расположиви подаци у Регистру финансијских извештаја и података о бонитету за локалне
самоуправе налазе се само у извештајима типа 17., док су извештаји из образаца типа 16.
намењени државним органима
Извештаји типа 17 обухватају податке из регистрованих/објављених ФИ и садрже следеће податке:
- 17.1. даје број финансијских извештаја за привредна друштва и предузетнике на територији општине;
у складу са Законом о рачуноводству, сва привредна друштваи мањи број предузетника подносе ФИ
- 17.2. даје збирне податке из финансијских извештаја за одређену годину
- 17.3. даје основне изворне податке из финансијских извештаја у табелама:
I) Биланс стања, II) Биланс успеха и III) Статистички анекс (детаљи на следећим слајдовима)
- Овај основни сет података из финансијских извештаја (тзв. АОП-а) тако је одабран да садржи
све податке потребне за стандардне анализе и извештаје које врше локалне самоуправе; у
случају потребе обезбеђују се и други садржаји (нпр. “број запослених” + “пословни приход”)
При попуњавању овог обрасца треба обратити пажњу на следеће Критеријуме избора:
- Шифра делатности: Обавезно унети из “Уредбе о класификацији делатности” шифру
претежне делатности на најнижем нивоу, нпр. “10.52 – Производња сладоледа”
- Величина друштва и Шифра делатност су опциони подаци (ако их нема, дају се сви ФИ)
Добром организацијом посла треба обезбедити да се исти подаци не захтевају више пута:
- ово се односи пре свега на Период: Сваке године треба преузимати 1 годину уназад (последња 2012.)!

(обрасци типа 18.) : У посебној презентацији која следи

Напомене: - Критеријуми избора су исти за извештаје 17.1., 17.2. и 17.3.
- Извештаји обухватају и финансијске извештаје из 2012.г., ако се то посебно назначи
24. Испорука података за локалне самоуправе:

За пријем и обраду података из АПР задужена је овлашћена особа
локалне самоуправе (ЛС); Ова особа треба да познаје потребе ЛС за које
ће се подаци из АПР користити, и уз то да зна да ради у програму “Excel”
Права и дужности ове особе посебно се односе на обавезу наменског
коришћења и заштите података добијених из АПР
Важно је разрадити механизам централног пријема и почетне обраде
података из АПР и затим дистрибуције појединим органима у оквиру ЛС,
укључујући и локалну пореску управу
Препорука АПР је да се подаци преузимају 2 пута годишње, и складиште
електронски, што је довољна ажурност за стандардне потребе извештавања
За сва питања у вези наручивања података на располагању је
Одељење за испоруке података (ОИП АПР), које ће вас по потреби
упутити на одговарајући регистар АПР
Основни начин комуникације ЛС са ОИП АПР је електронска пошта, адреса:
apr-podaci@apr.gov.rs , а у случају потребе телефони (011)3331-402 и -442
25. Испорука података за локалне самоуправе:
Будући развој односа АПР и локалних самоуправа
а) Технолошка и организациона унапређења
•
Коришћење Интернет портала за услуге АПР:
Апликације - самоуслужни сервиси, који ће се непрекидно развијати
•
Коришћење веб сервиса АПР за дневно ажурирање података
- Основни циљ: Смањење потребе за “Посебним захтевима корисника” од стране
локалних самоуправа, и њихова лакша обрада
б) Склапање Споразума о испоруци података из АПР са локалном самоуправом
•
Практична примена препоруке АПР за локалне самоуправе да се односи
дугорочно уреде кроз потписивање одговарајућег акта
•
Типски споразум АПР – Локална самоуправа биће флексибилан, тако да ће
обухватити и садашње и будуће услуге АПР за локалне самоуправе
- Основни циљ: Упрошћавање процеса наручивања података од стране ЛС и
повећање ефикасности рада АПР кроз стандардизацију пословних процеса
в) Сарадња локалних самоуправа
- У циљу лакшег коришћења будућих услуга АПР, препорука је да се осмисле нови
начини сарадње локалних самоуправа, у циљу заједничког наступа према АПР
26. Закључак:

Важност именовања “правог” овлашћеног лица
•
Познавање садржаја података из АПР и поступка наручивања
•
Ефикасно и креативно коришћење преузетих података за потребе
локалне самоуправе (извештаји, анализе, планови, итд)
•
Средство за промоцију општине и привлачење инвеститора
(нпр. у оквиру програма НАЛЕД-а “Сертификат o повољном пословном окружењу”)
