This document provides a proposal for an MSc project that will analyze the impact of government expenditure on human capital development and economic growth in Nigeria. Specifically, it will: 1. Estimate the extent to which government expenditure on health and education has impacted economic growth in Nigeria. 2. Determine the causal link between government expenditure on education and health and human capital development outcomes. 3. Compare the impact of such spending on growth between military and democratic regimes. The study will use data from 1970-2011 to analyze the relationship between GDP, physical capital, education/health spending, and human capital proxies. It seeks to provide insight on optimal levels of human capital investment.
