5. INTRODUCTION
Child Protection is about protecting children from or against any
perceived or real danger or risk to their life, their personhood
and childhood.
Child Protection Committee (CPC) is the most responsible
stakeholder for preventing any kind of harm to children.
Child Protection Committee (CPC) is a community-based child
protection mechanism in the community to safeguard the rights
of children.
In 2015 the guidelines for the formation and strengthening of
Child Protection Committees in West Bengal at the village and
Block/Ward level was published by the Department of women &
Child Development and Social welfare, Government of West
Bengal.
6. Objective of Child Protection Committee (CPC)
CPC is a community-based group including duty-bearers, who are
primarily responsible for creating and promoting a child friendly and
safe community environment wherein children’s wellbeing, safety and
rights are ensured and protected.
CPC will be responsible for monitoring, reporting and responding to
the issues of child protection in the community.
The CPCs will also plan and take up innovative activities to raise
awareness in the community about the local child protection concerns.
The CPCs will work in close coordination with the District Child
Protection Unit (DCPU) and other agencies for activities in the
community on child protection issues.
CPCs will refer and report cases to higher level of Protection
committees and District Child Protection Unit.

Village Level Child
Protection Committees
(VLCPC):
The Village Level Child Protection
Committees will be established in each
village of state for prevention, reporting,
monitoring, protection and responding on
the issues of child rights and protection.
The VLCPC will be a community-based
organization and act as the first responder
in any situation of child vulnerability. To
build close coordination with gram sadasya
of the village.
Ward Level Child Protection
Committees in Urban Area
(WLCPC):
The WLCPCs will be formed in each ward of the
municipalities/municipal corporations and will
report to DCPU. The purpose of the WLCPC will
be to monitor, report, respond, refer and raise
awareness among the community for protection of
children under the guidance of DCPU. It will work
with urban local bodies for preparing a child
friendly plan and also for its implementation.

Gram Panchayat Level Child Protection Committee (GPLCPC):
The Gram Panchayat Level Child Protection Committees will be
established in each Gram Panchayat of the state to collect the
information from the VLCPC, analyze the same, identify the
actionable points and ensure upward transmission of the
information to the BLCPC for required intervention.
Borough Level CPC:
Borough Level CPC will be established in each Borough of Municipal
Corporation of the state to collect the information from the ward
level CPCs, analyze the same, identify the actionable points and
ensure upward transmission of the information collect to the
Municipal Corporation Level CPCs for required.

Block Level Child Protection Committees (BLCPC):
The BLCPC will support GPLCPC/VLCPCs in planning, budgeting,
implementing activities, capacity building as per the ICPS guidelines in
coordination with DCPU. The BLCPC will also take periodic report from
GPLCPCs, review performance, finalize action taken reports for submission to
DCPU. The BLCPC will also work as a referral point for GPLCPCs to support
them in addressing cases of child protection and child rights violation. BLCPC
will also coordinate with all stakeholders at Block Level for immediate and long
term strategy.
Urban Local Body Level CPC (ULBCPC):
The ULBCPC will support ward level CPC in planning, budgeting &
implementing activities, capacity building. The ULBCPC will also take periodic
report from WLCPC, review performance, finalize action taken report for
submission to DCPU. The ULBCPC will also work as referral point for WLCPCs
to support them in addressing cases of child protection and child rights
violation.

14. Monitoring & Reporting Mechanism
Periodic Meeting:
Monthly meeting of VLCPC shall be organized in the
village, the venue shall be decided by the Member
Secretary. The venue should be a common place. The
common place may be school, Anganwadi Centre and place
inside the village.
Quarterly meeting of BLCPC shall be organized at
venue to be decided by the Member Secretary.
15. Village Level Child Protection Committee (VLCPC)
1. The meeting of the VLCPC shall be held every month and
reporting template shall be filled up in every meeting.
2. The reporting template of the VLCPC shall be signed by
the Anganwadi Supervisor/ Anganwadi Worker and shall
be submitted at the block level.
3. The Data Entry Operator at the block office shall be
responsible for collation of the data of all Samsads. The
collated data shall be signed by the BDO and CDPO and
shall be submitted to the DCPU.
4. DCPU shall be responsible for collation of Samsad Level
data from the Block Officers and share the consolidated
data to the State.
16. Block Level Child Protection Committee/ Ward Level
Child Protection Committee
1. The meeting of the BLCPC shall be held in every quarter and
shall be reported in the prescribed reporting template.
2. The reporting template of BLCPCs shall be signed and
countersigned by CDPO and BDO respectively. In case of
WLCPCs the reporting template shall be signed and
countersigned by CDPO and Anganwadi Supervisor
respectively.
3. DCPO shall be responsible for collecting and collating the
reporting templates of the BLCPC meetings from all the
Block Offices in the district and shall share a consolidated
report with the State on a quarterly basis.
4. DCPO shall be responsible for collecting and collating of
WLCPC meetings from the Ward/Borough offices and shall
share a consolidate report with the State on a quarterly
basis.

31. HOW TO END CHILD MARRIAGE?
Introducing sex education which must include creating
awareness on causes and harmful impact.

long-term.
Enact legal reform to prevent approval of child
marriage application where there are allegations of
child rape.

vaccines affordable and available to every child
3. Support and protect the mental health of children and young
people and bring an end to abuse, gender-based violence, and neglect

5. Reverse the rise in child poverty and ensure an inclusive
recovery for all
