INTRODUCTION
 Child Protection is about protecting children from or against any
perceived or real danger or risk to their life, their personhood
and childhood.
 Child Protection Committee (CPC) is the most responsible
stakeholder for preventing any kind of harm to children.
 Child Protection Committee (CPC) is a community-based child
protection mechanism in the community to safeguard the rights
of children.
 In 2015 the guidelines for the formation and strengthening of
Child Protection Committees in West Bengal at the village and
Block/Ward level was published by the Department of women &
Child Development and Social welfare, Government of West
Bengal.
Objective of Child Protection Committee (CPC)
 CPC is a community-based group including duty-bearers, who are
primarily responsible for creating and promoting a child friendly and
safe community environment wherein children’s wellbeing, safety and
rights are ensured and protected.
 CPC will be responsible for monitoring, reporting and responding to
the issues of child protection in the community.
 The CPCs will also plan and take up innovative activities to raise
awareness in the community about the local child protection concerns.
 The CPCs will work in close coordination with the District Child
Protection Unit (DCPU) and other agencies for activities in the
community on child protection issues.
 CPCs will refer and report cases to higher level of Protection
committees and District Child Protection Unit.

Protection Committees
(VLCPC):
The Village Level Child Protection
Committees will be established in each
village of state for prevention, reporting,
monitoring, protection and responding on
the issues of child rights and protection.
The VLCPC will be a community-based
organization and act as the first responder
in any situation of child vulnerability. To
build close coordination with gram sadasya
of the village.
Ward Level Child Protection
Committees in Urban Area
(WLCPC):
The WLCPCs will be formed in each ward of the
municipalities/municipal corporations and will
report to DCPU. The purpose of the WLCPC will
be to monitor, report, respond, refer and raise
awareness among the community for protection of
children under the guidance of DCPU. It will work
with urban local bodies for preparing a child
friendly plan and also for its implementation.

 Gram Panchayat Level Child Protection Committee (GPLCPC):
The Gram Panchayat Level Child Protection Committees will be
established in each Gram Panchayat of the state to collect the
information from the VLCPC, analyze the same, identify the
actionable points and ensure upward transmission of the
information to the BLCPC for required intervention.
 Borough Level CPC:
Borough Level CPC will be established in each Borough of Municipal
Corporation of the state to collect the information from the ward
level CPCs, analyze the same, identify the actionable points and
ensure upward transmission of the information collect to the
Municipal Corporation Level CPCs for required.

 Block Level Child Protection Committees (BLCPC):
The BLCPC will support GPLCPC/VLCPCs in planning, budgeting,
implementing activities, capacity building as per the ICPS guidelines in
coordination with DCPU. The BLCPC will also take periodic report from
GPLCPCs, review performance, finalize action taken reports for submission to
DCPU. The BLCPC will also work as a referral point for GPLCPCs to support
them in addressing cases of child protection and child rights violation. BLCPC
will also coordinate with all stakeholders at Block Level for immediate and long
term strategy.
 Urban Local Body Level CPC (ULBCPC):
The ULBCPC will support ward level CPC in planning, budgeting &
implementing activities, capacity building. The ULBCPC will also take periodic
report from WLCPC, review performance, finalize action taken report for
submission to DCPU. The ULBCPC will also work as referral point for WLCPCs
to support them in addressing cases of child protection and child rights
violation.

Monitoring & Reporting Mechanism
Periodic Meeting:
 Monthly meeting of VLCPC shall be organized in the
village, the venue shall be decided by the Member
Secretary. The venue should be a common place. The
common place may be school, Anganwadi Centre and place
inside the village.
 Quarterly meeting of BLCPC shall be organized at
venue to be decided by the Member Secretary.
Village Level Child Protection Committee (VLCPC)
1. The meeting of the VLCPC shall be held every month and
reporting template shall be filled up in every meeting.
2. The reporting template of the VLCPC shall be signed by
the Anganwadi Supervisor/ Anganwadi Worker and shall
be submitted at the block level.
3. The Data Entry Operator at the block office shall be
responsible for collation of the data of all Samsads. The
collated data shall be signed by the BDO and CDPO and
shall be submitted to the DCPU.
4. DCPU shall be responsible for collation of Samsad Level
data from the Block Officers and share the consolidated
data to the State.
Block Level Child Protection Committee/ Ward Level
Child Protection Committee
1. The meeting of the BLCPC shall be held in every quarter and
shall be reported in the prescribed reporting template.
2. The reporting template of BLCPCs shall be signed and
countersigned by CDPO and BDO respectively. In case of
WLCPCs the reporting template shall be signed and
countersigned by CDPO and Anganwadi Supervisor
respectively.
3. DCPO shall be responsible for collecting and collating the
reporting templates of the BLCPC meetings from all the
Block Offices in the district and shall share a consolidated
report with the State on a quarterly basis.
4. DCPO shall be responsible for collecting and collating of
WLCPC meetings from the Ward/Borough offices and shall
share a consolidate report with the State on a quarterly
basis.

HOW TO END CHILD MARRIAGE?
 Introducing sex education which must include creating
awareness on causes and harmful impact.
 Create awareness to empower our youth, both boys
and girls, to speak out for their rights.
 Change public perception, to garner family and
community support and achieve sensitization in the
long-term.
 Enact legal reform to prevent approval of child
marriage application where there are allegations of
child rape.
A Six point plan to protect our Children
1. Ensure all children learn, including by closing the digital divide
2. Guarantee access to health and nutrition services and make
vaccines affordable and available to every child
3. Support and protect the mental health of children and young
people and bring an end to abuse, gender-based violence, and neglect
in childhood
4. Increase access to clean water, sanitation and hygiene and
address environmental degradation and climate change
5. Reverse the rise in child poverty and ensure an inclusive
recovery for all
6. Redouble efforts to protect and support children and their
families living through conflict, disaster and displacement

INTRODUCTION  Child Protection is about protecting children from or against any perceived or real danger or risk to their life, their personhood and childhood.  Child Protection Committee (CPC) is the most responsible stakeholder for preventing any kind of harm to children.  Child Protection Committee (CPC) is a community-based child protection mechanism in the community to safeguard the rights of children.  In 2015 the guidelines for the formation and strengthening of Child Protection Committees in West Bengal at the village and Block/Ward level was published by the Department of women & Child Development and Social welfare, Government of West Bengal.

Objective of Child Protection Committee (CPC)  CPC is a community-based group including duty-bearers, who are primarily responsible for creating and promoting a child friendly and safe community environment wherein children’s wellbeing, safety and rights are ensured and protected.  CPC will be responsible for monitoring, reporting and responding to the issues of child protection in the community.  The CPCs will also plan and take up innovative activities to raise awareness in the community about the local child protection concerns.  The CPCs will work in close coordination with the District Child Protection Unit (DCPU) and other agencies for activities in the community on child protection issues.  CPCs will refer and report cases to higher level of Protection committees and District Child Protection Unit.

Village Level and Ward Level Village Level Child Protection Committees (VLCPC): The Village Level Child Protection Committees will be established in each village of state for prevention, reporting, monitoring, protection and responding on the issues of child rights and protection. The VLCPC will be a community-based organization and act as the first responder in any situation of child vulnerability. To build close coordination with gram sadasya of the village. Ward Level Child Protection Committees in Urban Area (WLCPC): The WLCPCs will be formed in each ward of the municipalities/municipal corporations and will report to DCPU. The purpose of the WLCPC will be to monitor, report, respond, refer and raise awareness among the community for protection of children under the guidance of DCPU. It will work with urban local bodies for preparing a child friendly plan and also for its implementation.

Gram Panchayat Level/Borough Level (For Municipal Corporations)  Gram Panchayat Level Child Protection Committee (GPLCPC): The Gram Panchayat Level Child Protection Committees will be established in each Gram Panchayat of the state to collect the information from the VLCPC, analyze the same, identify the actionable points and ensure upward transmission of the information to the BLCPC for required intervention.  Borough Level CPC: Borough Level CPC will be established in each Borough of Municipal Corporation of the state to collect the information from the ward level CPCs, analyze the same, identify the actionable points and ensure upward transmission of the information collect to the Municipal Corporation Level CPCs for required.

Block/Urban Local Bodies (Municipality, Notified area) level  Block Level Child Protection Committees (BLCPC): The BLCPC will support GPLCPC/VLCPCs in planning, budgeting, implementing activities, capacity building as per the ICPS guidelines in coordination with DCPU. The BLCPC will also take periodic report from GPLCPCs, review performance, finalize action taken reports for submission to DCPU. The BLCPC will also work as a referral point for GPLCPCs to support them in addressing cases of child protection and child rights violation. BLCPC will also coordinate with all stakeholders at Block Level for immediate and long term strategy.  Urban Local Body Level CPC (ULBCPC): The ULBCPC will support ward level CPC in planning, budgeting & implementing activities, capacity building. The ULBCPC will also take periodic report from WLCPC, review performance, finalize action taken report for submission to DCPU. The ULBCPC will also work as referral point for WLCPCs to support them in addressing cases of child protection and child rights violation.

  • 14. Monitoring & Reporting Mechanism Periodic Meeting:  Monthly meeting of VLCPC shall be organized in the village, the venue shall be decided by the Member Secretary. The venue should be a common place. The common place may be school, Anganwadi Centre and place inside the village.  Quarterly meeting of BLCPC shall be organized at venue to be decided by the Member Secretary.
  • 15. Village Level Child Protection Committee (VLCPC) 1. The meeting of the VLCPC shall be held every month and reporting template shall be filled up in every meeting. 2. The reporting template of the VLCPC shall be signed by the Anganwadi Supervisor/ Anganwadi Worker and shall be submitted at the block level. 3. The Data Entry Operator at the block office shall be responsible for collation of the data of all Samsads. The collated data shall be signed by the BDO and CDPO and shall be submitted to the DCPU. 4. DCPU shall be responsible for collation of Samsad Level data from the Block Officers and share the consolidated data to the State.
  • 16. Block Level Child Protection Committee/ Ward Level Child Protection Committee 1. The meeting of the BLCPC shall be held in every quarter and shall be reported in the prescribed reporting template. 2. The reporting template of BLCPCs shall be signed and countersigned by CDPO and BDO respectively. In case of WLCPCs the reporting template shall be signed and countersigned by CDPO and Anganwadi Supervisor respectively. 3. DCPO shall be responsible for collecting and collating the reporting templates of the BLCPC meetings from all the Block Offices in the district and shall share a consolidated report with the State on a quarterly basis. 4. DCPO shall be responsible for collecting and collating of WLCPC meetings from the Ward/Borough offices and shall share a consolidate report with the State on a quarterly basis.
  • 17. Formation of Child Protection Committees After the BLCPC is formed the GPLCPC and VLCPC formation process will be initiated. The process will include formation of BLCPC and in urban area the ULB level CCPC. The process of CPCs formation will be initiated by District Child Protection Unit (DCPU).
  • 18. Roles and Responsibilities of Child Protection Committees Conduct need assessment in prescribed format for planning. Prepare annual plan and allocate budget as a part of Panchayat/UL B planning. Identify vulnerable pockets, maintain data of children and adolescents missing due to work, marriage, migration, school dropouts or by any other reason. Support referral linkages with social protection & services, support persons, conduct enquiries and submit reports on complaints received, action taken and preventive activities planned. Organize capacity building and orientation on child protection issues in collaboration with district/block/Panchay at administration along with CBOs, NGOs, adolescent groups and other stakeholders. Awareness building initiatives among CPC members, adolescent groups, parents, community members, frontline workers and SHG members and others. Promote children’s participation in CPC meetings, trainings and awareness generation activities. Review and support implementation of planned activities within timeline at various levels. Report and document good practices for sharing with Panchayat/block CPCs and DCPU

Notification of Child Protection Committees Efforts should be made to display the list of VLCPC/WLCPC member with contact number in prominent places in the locality, so that children and parents can access the members of the committee for reporting. The BLCPC information should be made at a public place in Block office with contact numbers to register complaints regarding child protection issues. Names of the members appointed to this child protection committee should be made public by the competent authority.

Child Protection Code of Conduct and Accountability Mechanism ALWAYS NEVER •Listen and respect children. •Encourage them to raise any concern. •Discuss with them about their rights, duties and evolving challenges. •Be aware of situations that may present risks for children and be prepared to respond to such situations. •Ensure that a sense of accountability exists between members. •Act appropriately and effectively in cooperating any subsequent process of investigation. •Work in partnership with parents/care givers or other professionals to ensure quality protection services for children. •Ensure that a culture of openness exist any issues or concerns to be raised or discussed and addressed. •Hit or otherwise physically assault or physically abuse children. •Develop physical/sexual relationships with children. •Develop relationship with children that could in any way be deemed exploitative or abusive. •Act in way that may be abusive or may place a child at risk of abuse. •Use language, make suggestions or offer advice which is inappropriate, offensive or abusive. •Behave physically in a manner which is inappropriate or sexually provocative. •Sleep in the same room or bed as a child with whom they are working. •Ask children to do things that they can do themselves. •Participate in any action which is illegal, unsafe or abusive to children. •Act in ways intended to shame, humiliate, belittle or degrade children or otherwise perpetrate any form of emotional abuse. •Discriminate against ,show differential treatment or favour children to the exclusion of others. •Take part or promotes facilitate sex selective abortion, child marriages, corporal punishment, child labour etc.

ROLE OF STAKEHOLDERS UNDER THIS MECHANISM District Magistrate The District Magistrate will lead the overall planning, implementation and monitoring of the plan in consultation with the line departments. SE| H&FW| WCD&SW| P& RD| TET&SD| MAME| BCW| I&CA| YS&S| Police These are the main departments at district level which directly and indirectly implement and support in prevention of child marriage. These departments are responsible for working in convergence to end child marriage. Departments at Block & SD Levels Departments at this level will implement, follow and monitor the guidelines and orders of the above mentioned stakeholders regarding the prevention of child marriage. They will work on activities in an intensive and sufficient manner with the public or Community Based Organizations (CBO) such as clubs, SHGs etc.

HOW TO END CHILD MARRIAGE?  Introducing sex education which must include creating awareness on causes and harmful impact.  Create awareness to empower our youth, both boys and girls, to speak out for their rights.  Change public perception, to garner family and community support and achieve sensitization in the long-term.  Enact legal reform to prevent approval of child marriage application where there are allegations of child rape.
