What is the CS-IFM ?
Systemic approach of independent Monitoring carried out by CSO and communities to identify and
denounce the presumption of illegal logging in forest sector and to inform the competent
authorities.
CS-IFM if freely executed by a diversity of actors engaged in the forest monitoring, since 2010
Context and definition of CS-IFM
Context
VPA-FLEGT between Cameroon and EU signed in October 2010
and came into force in December 2011
The Cameroon VPA FLEGT foresees the settelement of a TLAS and
Timber By-product
Independent forest monitoring (IFM) is a key element of the TLAS
IFM is made of 2 types : Mandated IFM and non Mandated IFM.
No mandated IFM in Cameroon since 2013
IMS development and implementation process

The cumulating of responsibilities by a single

What’s the IMS about ?
The Standardized External Independent Monitoring
System (IMS/SNOIE), is a set of monitoring methods for
the exploitation of natural resources based on the
international ISO standard 9001 version 2008, including
observation, verification, communication and lobbying.
It serves to better document and denounce the illegal
logging for the exploitation of natural resources, follow up
and diffuse the competent authorities’s decisions

Sanction to fraudulent operators
denunced : seized wood and auction,
fine to paid etc
The licence/permit of some Forest
companies suspended this year due to
IMS
Contributing at the decision
n°0081/MINFOF of 21 March 2017,
that has induced the suspension of 9
officials from MINFOF in the IMS
intervention areas
Decreasing illegal forest logging in the
current areas of the IMS regarding the
results of the baseline studies

The Standardized External Independent Monitoring System (IMS/SNOIE), is a set of monitoring methods for the exploitation of natural resources based on the international ISO standard 9001 version 2008, including observation, verification, communication and lobbying. It serves to better document and denounce the illegal logging for the exploitation of natural resources, follow up and diffuse the competent authorities’s decisions

Lessons learnt from IMS/SNOIE Operationnal tools and standardised procedures used within the framework of IMS help to ensure the quality of EIFM report and the credibility of denunciation Listening mechanism within the framework of IMS (through formal and informal meeting with the stakehoders) helps to take into account the needs and interest of various stakeholders and induce good relationship with them Good relationship between the competent authotities and the CSO for the effectiveness of forest control due to the reliability of CS-IFM report and credibility of denunciation. Prospects Expand the IMS in other areas with a hight potential of illegal logging Capacity building of news CSO, Communities leaders and observers in IMS procedure, in forest regulation and to use the IMS tools Founding joint mission with MINFOF Motivation and protection local observers Further Reinforce the effectiveness of IMS in the five forest Region
