Jouw Corona Footprint;
de Brandwerende Deken,
Voldoen aan de regels ? Of uitgaan van het doel ?!
Ik ben weer naar de supermarkt ge-
weest. Het was buiten al vrij druk, en
het meisje dat de karretjes schoon-
maakte gaf mij een juist gebruikt karre-
tje waar ze even overheen had geveegd
met steeds hetzelfde lapje.
Er is routine gekomen in de Corona re-
gels. In de winkel waren diverse groep-
jes pubers met elkaar bezig, met elk een
eigen karretje, dat wel.
Er waren echtparen, en moeders met
kinderen. Iemand pakte achter mij langs
snel een pak yoghurt en liep weer terug
naar haar karretje.
Toen ik bij de receptie vroeg waarom de
klanten niet bij de ingang werden aange-
sproken, was het antwoord dat de su-
permarkt op eigen verantwoordelijkheid
van de klant vertrouwde, en dat het er
bovendien te druk voor was ...

2. Brandwerende deken
We zien steeds meer organisaties de Corona-
regels vertalen in praktische interpretaties om toch
maar weer aan de slag te kunnen. We zien ook be-
zorgdheid over de uitwerking, ik kan zelf uit het
raam zien dat er steeds meer mensen op weg zijn.
Mijn moeder is negentig, hoe moet dat verder?
Nadat we door Corona ineens tot stilstand zijn
gekomen, beginnen we in Nederland te onderhandelen
over de voorwaarden om weer op te starten. Een rand-
voorwaarde, die wat moeilijker te begrijpen valt, is het
reproductiegetal R0 dat onder de 1 moet blijven.
Ik vertaal het begrip naar het beeld van een
brandwerende deken, het totale netwerk van onze soci-
ale interactie moet juist nog dempend werken. Een eer-
ste vonk of smeulend vuurtje moet zich niet kunnen uit-
breiden. Ook al zijn er nauwelijks infecties in de buurt.
De knopen in het weefsel staan symbool voor
de huishoudens, waarbinnen we ons onmogelijk aan de
sociale isolatie kunnen houden. Dus wanneer één lid
van een huishouden ziek is, zullen waarschijnlijk ook de
anderen besmet worden. Dat levert een flinke bijdrage
aan de R0 natuurlijk, maar het gaat helemaal snel wan-
neer twee huishoudens samen optrekken. We zien bij-
voorbeeld vaak twee politieagenten samen in een auto;
daarmee worden weer twee huishoudens gekoppeld,
en zullen beide gezinnen ziek worden. De eisen aan het
tussenliggende weefsel moeten dan nog strenger wor-
den om nog de R0 onder de één te kunnen houden. On-
ze zuiderburen zijn hier duidelijk over, buiten de
“sociale bubbel” van het huishouden mogen we met
maximaal vier anderen regelmatig contact hebben (op
anderhalve meter!).
De draden van in het weefsel staan symbool
voor alle noodzakelijke interacties; winkels, openbaar
vervoer, scholen enzovoorts. Wanneer bijvoorbeeld alle
huishoudelijke hulpen van ouderen weer aan de slag
gaan, zal het weefsel van de brandwerende deken
slechter gaan werken omdat één huishoudelijke hulp bij
meerdere adressen werkt. Iedere vrijheid voor één
groep zorgt voor brandbare vezels in de brandwerende
deken. Één brandende vezel besmet alle huishoudens
op de knopen. En op een gegeven moment leidt een
enkele besmetting weer tot een groeiende brand in de
deken. Dan is R0 toch weer boven de 1 gekomen.
Regels versus bedoeling
Regels zijn een hulpmiddel de doelen te halen.
Maar bij het creatief voldoen aan de regels wordt mis-
schien de bedoeling uit het oog verloren. Mijn broer
heeft een Fitnesscentrum. Hij heeft de afgelopen weken
van alles verbouwd en aangepast om besmettingen te
voorkomen, niet alleen fysieke aanpassingen, maar ook
spelregels als reserveren en éénrichtingsverkeer bin-
nen het gebouw. Toch mag deze branche voorlopig niet
de deuren openen. Het komt vreemd over, dat het wel
is toegestaan om buiten met groepen tot 30 te sporten;
op anderhalve meter afstand. Maar hijgen en zweten …
en wind die de lucht verplaatst? Misschien toch geen
goed idee? Restaurants blijven gesloten terwijl vrien-
dengroepen gaan barbecueën? Ouders helpen hun kin-
deren met verhuizen en opknappen, en de kleinkin-
deren begrijpen die anderhalve meter niet . Zo wordt
de ruimte tussen de regels steeds groter gemaakt,
“het mag toch?”… maar het is niet de bedoeling.
Daarmee raken we een dilemma van alle organi-
saties. Wanneer we strenger zijn dan de rest hebben
we economische nadelen. Maar iedereen begrijpt dat
daarmee de R0 steeds weer een beetje hoger wordt.
Wie is verantwoordelijk voor het hele weefsel van de
brandwerende deken? Werknemers worden zachtjes
onder druk gezet door de werkgever om de grenzen op
te zoeken. Wat doet een onderwijzer die ook mantelzor-
ger voor een bejaarde is? Er ontstaat een conflict tus-
sen de bedoeling en de regels.
Jouw Brandwerende Footprint
Hoe moet dat verder? Iedereen bedenkt zijn ei-
gen interpretatie en compromis om dagelijks door het
mijnenveld te wandelen. Ik heb zelf een kleine verga-
derruimte waar ik de deurklinken kan vervangen, en
overal 2 meter ruimte kan voorzien. Maar het gedrag
van de bezoekers voorafgaand aan de geplande bijeen-
komst is bepalend voor de veiligheid van de groep.
Daarom heb ik een eenvoudige meting ontwik-
keld, die per persoon de bijdrage aan R0 kan schatten
(Corona Footprint). Dat kan heel confronterend zijn
wanneer iemand zijn best doet maar toch een kwetsba-
re vezel vormt. In mijn eigen omgeving zie ik vooral dat
het knooppunt, de sociale bubbel te groot wordt ge-
maakt. Dan wordt het bijna onmogelijk om de vezels
nog voldoende te isoleren en dan zullen de anderhalve
meter-regels niet voldoende zijn.
Voor het houden aan de bedoeling (lage kans op
infecties) moeten de regels worden vertaald in een
werkbare flow, zodat op een natuurlijke manier het doel
wordt bereikt. Anders zou iedereen voortdurend ge-
spannen zijn, zoals wij ons in de supermarkt voelen. De
footprint hoeft niet nul te zijn, maar zeker kleiner dan in
de supermarkt of in de trein.

Your Corona Footprint;
The Fire-Resistant Blanket,
Comply with the rules? Or start from the target?
I went to the supermarket again. It was
quite busy outside, and the girl who
cleaned the carts gave me a just re-
turned cart that she had swept over
with the same cloth as she swept other
carts with.
We develop routine behavior in the Co-
rona rules. In the shop, several groups
of youngsters were having fun with
each other, each with their own cart of
course. I also saw couples, and mothers
with children. Someone grabbed a pack
of yogurt behind me and walked back to
her cart.
When I asked at the service desk why
the customers were not addressed at
the entrance, the answer was that the
supermarket relied upon peoples own
responsibility, and that it was too busy
anyway...

4. Fire-resistant blanket
We see more and more organizations translat-
ing the Corona rules into practical interpretations to
get back to working conditions. We also see con-
cerns about the impact, I can see from the window
that more and more people are moving. My mother
is ninety years old, how would this develop?
After we suddenly came to a standstill by Corona,
we start negotiating in the Netherlands about the condi-
tions to restart. A precondition, which is more difficult to
understand, is the reproduction number R0, which must
remain below 1.
I translate the concept into the image of a fire-
resistant blanket, the total network of our social interac-
tion still has to have a damping effect. An initial spark or
smoldering fire should not be able to spread.
The nodes in the fabric symbolize the house-
holds within which it is impossible to comply with social
isolation. So when one member of a household is sick,
the others are likely to become infected as well. That
makes a significant contribution to the R0, of course, but
it increases quickly when two households join together.
For example, we often see two police officers together
in a car; this will link two households again, and both
families will become ill. The requirements on the inter-
mediate tissue must then be even stricter in order to
keep R0 below one. Our southern neighbor Belgium is
clear about this, outside the “social bubble” of the
household, we are allowed to have regular contact with
up to four others (at one and a half meters!).
The threads in the fabric symbolize all neces-
sary interactions; supermarket, public transport, schools
and so on. For instance, when all cleaners of the elderly
return to work, the fabric of the fire-resistant blanket will
start to deteriorate because each domestic worker
works at multiple addresses. Any sagging for one group
ensures flammable fibers in the fire-resistant blanket. A
burning fiber infects all households on the knots. And at
some point, a single contamination again leads to a
growing fire in the blanket. Then R0 has risen above 1
again.
Rules against Goals
Rules are an aid to achieving the goals. Howev-
er, in creative adherence to the rules, the goals may be
lost sight of. My brother has a Fitness Center. In recent
weeks he has rebuilt and adapted everything to prevent
contamination, not only physical adjustments, but also
rules such as reservations and one-way traffic within
the building. However, his branch may not welcome its
customers for the time being. It seems strange that it is
allowed to exercise outside with groups up to 30; a me-
ter and a half away from each other. But panting and
sweating ... and wind moving the air? Maybe not a good
idea? Restaurants remain closed while groups of
friends barbecue together? Parents help their children
move and renovate, and the grandchildren don't under-
stand that meter and a half. This way the space be-
tween the lines is being increased, "is it allowed?" ... but
it is not the intention of the rules.
We hit a dilemma for all organizations. If we are stricter
than the rest, we have economic disadvantages. But
everyone understands that the R0 keeps climbing a little
higher. Who is responsible for the entire tissue of the
Fire-resistant blanket? Employees are gently pushed by
their employer to stretch the boundaries. What can a
teacher do who is also a caregiver for an elderly per-
son? A conflict arises between the intention and the
rules.
Calculate Your Fire-resistant Footprint
How should we proceed? Everyone comes up
with his own interpretation and compromise for walking
through the minefield every day. I am offering a small
meeting room in which I can replace the door handles
and provide 2 meters of space everywhere and comply
with the other rules. However, the behavior of the visi-
tors prior to the planned meeting determines the safety
of the group!
That is why I developed a simple measurement
that can estimate the contribution to R0 per person
(Your Corona Footprint). This can be very confronta-
tional when someone makes a well meant effort, but still
represents a fragile fiber for the group. In my own envi-
ronment I mainly see that the node, the social bubble is
being extended. Then it becomes almost impossible to
insulate the fibers sufficiently, and even more, the one
and a half meter rules will not be sufficient.
Focusing on the intention (minimal risk of infec-
tions), the rules must be translated into a workable flow,
such that the goal is achieved in a natural way. Other-
wise everyone would be constantly tense, like we feel in
the supermarket. The footprint does not have to be ze-
ro, but certainly smaller than in the supermarket or on
the train.
