MODULE 10
LIVINGSTONE NGANGA
MODULE OBJECTIVES
By the end of this module, you will be able to demonstrate familiarization with
management terms and management requirements in aviation based on
KCARs.
AVIATION MANAGEMENT TERMS
Authority
The delegated power or right to:
• Command or direct;
• Make specific decisions;
• Grant permission and/or provide approval;
• Control or modify a process.
AVIATION MANAGEMENT TERMS
Responsibility
• A duty or obligation to execute or perform an assigned function, duty, task
or action;
• typically includes delegation of an appropriate level of authority; implies
holding a specific office, title, or position of trust.
AVIATION MANAGEMENT TERMS
Accountability
The obligation or willingness to accept responsibility for the execution or
performance of an assigned function, duty, task or action; implies being
answerable (i.e., accountable) to a higher authority for ensuring such
responsibility is executed or performed.
AVIATION MANAGEMENT TERMS
Accountable Manager (AMO)
‘Accountable Manager’ means the manager who has corporate authority for
ensuring that all maintenance activities required by the owner or operator of
an aircraft are financed and carried out to the standard required by the
Authority;
Accountable Manager (AOC)
Accountable Manager’ means the the manager who has corporate authority for
ensuring that all operations and maintenance activities required by the Air
Operator Certificate (AOC)holder can be financed and carried out to the
highest degree of safety standards required by the Authority;
AMO MANAGEMENT POSITIONS
The AMO shall have qualified Personnel with proven competence in Civil
aviation available and serving in the following positions or their equivalent-
a) Head of Base Maintenance;
b) Head of Line Maintenance;
c) Head of Workshop; and
d) Head of Quality
AMO PERSONNEL AND TRAINING REQUIREMENTS
1) An AMO shall appoint a management person or group of persons
acceptable to the Authority, whose responsibilities include ensuring
that the AMO is in compliance with these Regulations.
2) A person appointed as manager shall represent the maintenance
management structure of the AMO and shall be responsible for all
functions specified in these Regulations.
3) A manager shall be directly responsible to an Accountable Manager
who shall be acceptable to the Authority.
AMO PERSONNEL AND TRAINING REQUIREMENTS
4) The maintenance organization shall employ the necessary personnel to
plan, perform, supervise, inspect and release the work to be
performed.
5) The AMO shall make temporally arrangements to ensure continuity of
supervision of its functions if maintenance is conducted in the absence
of any required management Personnel.
QUALIFICATIONS
Head of Base maintenance
• A licensed maintenance engineer with appropriate ratings in airframe and
engines or avionics;
• At least five years experience in maintaining the same category of aircraft
including one year in the capacity of returning aircraft to service;
• Have received type training on every aircraft maintained within the
approved scope of the AMO; and
• Have attended a management or supervisory course.
QUALIFICATIONS
Accountable Manager (AOC)
An AOC holder shall have an Accountable Manager, acceptable to the
Authority, with authority to ensure that all operations and maintenance
activities are financed and carried out to the highest safety standards required
by the Authority.
AOC REGULATIONS
The AOC holder shall have qualified personnel, with proven competency in
civil aviation, available and serving in the following positions or their
equivalent—
1. Head of Operations;
2. Chief Pilot;
3. Head of Maintenance;
4. Head of Quality; and
5. Head of Safety.
COMPETENCE
“competency in civil aviation” means that an individual shall have a technical
qualification and management experience acceptable to the Authority for the
position served.

Maintenance Control
Reg 62: MCM to contain details of the organization’s
structure including—
• the accountable manager and Director of
Maintenance responsible for the maintenance
system as required by AOC regulation 13;
• the names and duties of the person or persons
required to ensure that all maintenance is carried
out in accordance with the MCM;

Operations Specifications
OPSPECS Item 17
Insert the name of the person/organization
responsible for ensuring that the continuing
airworthiness of the aircraft is maintained and
the regulation that requires the work, i.e. within
the AOC regulation or a specific approval (e.g.
EC2042/2003, Part M, Subpart G).
Quality Management
AOC Reg 16.
• An AOC holder shall establish a quality system and
designate a quality manager to monitor
compliance with, and adequacy of, procedures
required to ensure safe operational practices and
airworthy aircraft.
• Compliance monitoring in accordance with sub
regulation (1) shall include a feedback system to
the Accountable Manager to ensure corrective
action as necessary.
Safety Management
AOC Reg. 55
(2) An AOC holder operating a Kenyan registered
aircraft flying for the purpose of commercial air
transport shall establish and maintain a safety
management system accepted by the Authority.
Safety Accountability
A safety management system shall clearly define
lines of safety accountability throughout the
operator’s organization, including a direct
accountability for safety on the part of senior
management.
Safety Management In Maintenance
Safety Management System
A systematic approach to managing safety,
including the necessary organization structures,
accountabilities, policies and procedures;
• SMS is a requirement for Air Operators, Flying
ATOs and AMOs (amongst others)
• Safety Accountabilities
A safety management system shall clearly define
lines of safety accountability throughout the
operator’s organization, including a direct
accountability for safety on the part of senior
management.
Safety Action Group (SAG)
• A high-level committee within an SMS that
comprises designated line managers and
representatives of front-line personnel;
• Takes strategic direction from the Safety
Review Board and addresses the
implementation and effectiveness of risk
control actions in operations.

• Know the strengths of your team members
• Personal issues
• Briefing technicians before task
• Support the workers e.g. better
tools/equipment
• Reduce distractions and pressure
• Achievable deadlines

• Shift Handover Procedures

• Delegation – authority and accountability?

  • 3. AVIATION MANAGEMENT TERMS Authority The delegated power or right to: • Command or direct; • Make specific decisions; • Grant permission and/or provide approval; • Control or modify a process.
  • 4. AVIATION MANAGEMENT TERMS Responsibility • A duty or obligation to execute or perform an assigned function, duty, task or action; • typically includes delegation of an appropriate level of authority; implies holding a specific office, title, or position of trust.
  • 5. AVIATION MANAGEMENT TERMS Accountability The obligation or willingness to accept responsibility for the execution or performance of an assigned function, duty, task or action; implies being answerable (i.e., accountable) to a higher authority for ensuring such responsibility is executed or performed.
  • 6. AVIATION MANAGEMENT TERMS Accountable Manager (AMO) ‘Accountable Manager’ means the manager who has corporate authority for ensuring that all maintenance activities required by the owner or operator of an aircraft are financed and carried out to the standard required by the Authority;
  • 7. Accountable Manager (AOC) Accountable Manager’ means the the manager who has corporate authority for ensuring that all operations and maintenance activities required by the Air Operator Certificate (AOC)holder can be financed and carried out to the highest degree of safety standards required by the Authority;
  • 8. AMO MANAGEMENT POSITIONS The AMO shall have qualified Personnel with proven competence in Civil aviation available and serving in the following positions or their equivalent- a) Head of Base Maintenance; b) Head of Line Maintenance; c) Head of Workshop; and d) Head of Quality
  • 9. AMO PERSONNEL AND TRAINING REQUIREMENTS 1) An AMO shall appoint a management person or group of persons acceptable to the Authority, whose responsibilities include ensuring that the AMO is in compliance with these Regulations. 2) A person appointed as manager shall represent the maintenance management structure of the AMO and shall be responsible for all functions specified in these Regulations. 3) A manager shall be directly responsible to an Accountable Manager who shall be acceptable to the Authority.
  • 10. AMO PERSONNEL AND TRAINING REQUIREMENTS 4) The maintenance organization shall employ the necessary personnel to plan, perform, supervise, inspect and release the work to be performed. 5) The AMO shall make temporally arrangements to ensure continuity of supervision of its functions if maintenance is conducted in the absence of any required management Personnel.
  • 11. QUALIFICATIONS Head of Base maintenance • A licensed maintenance engineer with appropriate ratings in airframe and engines or avionics; • At least five years experience in maintaining the same category of aircraft including one year in the capacity of returning aircraft to service; • Have received type training on every aircraft maintained within the approved scope of the AMO; and • Have attended a management or supervisory course.
  • 12. QUALIFICATIONS Accountable Manager (AOC) An AOC holder shall have an Accountable Manager, acceptable to the Authority, with authority to ensure that all operations and maintenance activities are financed and carried out to the highest safety standards required by the Authority.
  • 13. AOC REGULATIONS The AOC holder shall have qualified personnel, with proven competency in civil aviation, available and serving in the following positions or their equivalent— 1. Head of Operations; 2. Chief Pilot; 3. Head of Maintenance; 4. Head of Quality; and 5. Head of Safety.
  • 14. COMPETENCE “competency in civil aviation” means that an individual shall have a technical qualification and management experience acceptable to the Authority for the position served. See AOC Reg. 13 for further details
  • 15. Maintenance Control Reg 62: MCM to contain details of the organization’s structure including— • the accountable manager and Director of Maintenance responsible for the maintenance system as required by AOC regulation 13; • the names and duties of the person or persons required to ensure that all maintenance is carried out in accordance with the MCM; AOC Reg 7th Schedule 2.0 General Organization
  • 16. Operations Specifications OPSPECS Item 17 Insert the name of the person/organization responsible for ensuring that the continuing airworthiness of the aircraft is maintained and the regulation that requires the work, i.e. within the AOC regulation or a specific approval (e.g. EC2042/2003, Part M, Subpart G).
  • 17. Quality Management AOC Reg 16. • An AOC holder shall establish a quality system and designate a quality manager to monitor compliance with, and adequacy of, procedures required to ensure safe operational practices and airworthy aircraft. • Compliance monitoring in accordance with sub regulation (1) shall include a feedback system to the Accountable Manager to ensure corrective action as necessary.
  • 18. Safety Management AOC Reg. 55 (2) An AOC holder operating a Kenyan registered aircraft flying for the purpose of commercial air transport shall establish and maintain a safety management system accepted by the Authority.
  • 19. Safety Accountability A safety management system shall clearly define lines of safety accountability throughout the operator’s organization, including a direct accountability for safety on the part of senior management.
  • 20. Safety Management In Maintenance Safety Management System A systematic approach to managing safety, including the necessary organization structures, accountabilities, policies and procedures; • SMS is a requirement for Air Operators, Flying ATOs and AMOs (amongst others)
  • 21. • Safety Accountabilities A safety management system shall clearly define lines of safety accountability throughout the operator’s organization, including a direct accountability for safety on the part of senior management.
  • 22. Safety Action Group (SAG) • A high-level committee within an SMS that comprises designated line managers and representatives of front-line personnel; • Takes strategic direction from the Safety Review Board and addresses the implementation and effectiveness of risk control actions in operations.
