2. PRELUDE
The “Tagla Minor Road Works & Beautification project “ is an identified four (4) Kilometer
ward based cleaning ,rehabilitation and beautification program under the auspices of the
Provincial works coordination office channeled through the Local Level Governments where
the Ward Development Committees headed by the ward councilors are tasked the
responsibilities to identify and provide specific scope of work required to engage community
participations from youth, women and the community at large to be mobilized to take
ownership of the infrastructure development program.
Appropriate minimum labor rates are provided with anticipated project costs and budgets
deemed appropriate to deploy necessary funds to achieve its intended goals.
The ward based works is a great undertaking promoting short term youth employability
where youths from all the clans within the Ward are engaged to provide labor as well as
engagement of skilled and semi- skilled Adults within the ward involved in ward
development.
The Provincial Works Coordination Office, the Gumine Local Level Government, the
participating ward and the Communities are stakeholders to this program.
Technical Evaluations Presentations and scoping are not as comprehensively presented
hence an anticipated project budget is projected prior to expediting actual budget
implementations upon final evaluations and justifications provided.
The Chairman of WDC Ward1 Tagla, John Dominic is the legitimate authority and that every
particular in this submission is sighted, approved and recommended to the Gumine Local
Level Government Administration to facilitate implementation through appropriate channels.
The Tagla Development Link Inc.(TDL) is the community based development partner to the
ward 1 WDC where the nine (9) clans participate.to carry out community mobilization,
labour engagement Coordinating of work programs and activities in relation to WDC
orientated service delivery to the ward.

3. Executive Summary
Prelude highlights and provides overview into the “Tagla Minor Road Works & Beautification
Project ‘for the 4km road from Kopi Paia Section to Yukobla Nule of Tagla within the
Gumine LLG of Gumine District.
The presentation is based on mobilizing Day Labor for 10 days into organized selective
work program targeting Roadside Drainage, Cleaning and Calvert Clearances, Vegetation
Control and Grass Cutting, Pothole Patching and Beautification.
The Submission is organized into Four (4) Sections.
Section1: The Scope & Identification of Work Program and Schedules
Section 2: Anticipated Cost Budget – Projections
Section 3: Photo Graphs
Section 4: proforma Invoice – Payment Options
This Submission is a Community Driven Development initiative basing on Mobilization and
Organizing the nine clans of the Mian Onoma people where the Ward Development
Committees of Tagla Ward1 identified needed jobs within the 4km vicinity Where a
K80,000 Funding is needed as indicated in Section C of this Submission.
All costs are based on 14 days labour engagement covering six (6) specific tasks deemed
appropriate to be carried out y both men and women.
The Male dominates five (5) activities; Road Side Drainage and Cleaning, Culvert Cleaning,
Vegetation control, Grass Cutting and Patching Of Pot Holes while the women folks are
tasked for beautification work where ten (10) Adults are also assigned for this activity.
Total Deployment of Labour to be sourced and deployed entails 60 Men and 40 women all
to be utilized within a period of 14 days at a basic labour rate of K3 per Hour to be multiplied
by eight (8) hours multiplied by 14 days computed on an average of K366 per person
engaged.
A Final Recalculated cost assumption is presented in section 4 with proformer invoice under
Tagla Development Link Inc accompanied with three(3) Payment Options for prudent
financial management with public monies.

Justifications:
1. Roadside Drainage Cleaning – is 4 km long and requires intensive deployment of labor
sectioned into ten locations sharing 40 meters each.
2. Culvert Clearances – 20 Culverts are identified as small requiring four youth
engagements each where a 2 day clearance is expected per culvert. Therefore, a 14
days engagement would require total of 40 youths assigned to clear 24 culverts.
3. Vegetation Control – ten (10) Labour will be assigned for vegetation control along the
4 km Road
4. Grass Cutting – All sections require grass cutting where 20 labours are assigned per
kilometer for 2 weeks
5. Patching Of Potholes – patching of potholes are assigned to sealed roads -3 km
6. Beautification - 40 women and Girls and 10 adults are assigned along the 4km road.

Chairman: Introduced to the members of WDC that a foundation; Tagla
Development Link Inc will be established for ward 1 under the guidance of CEO –
EBF gopngprograms where it can be a service delivery focused entity to facilitate
development needs for ward1.
John Karl: Supported the Idea and ask for WCD Deliberations and support
George Gore: Asked the Chairman if TDL can be a change agent used by WDC
Chairman: Yes, and TDL is in the incorporation stage so am notifying the WDC.

2. Minor Road Works & Beautification –Proposal
Chairman: Notified the WDC that a PID will be presented to LLG Manager on the
4km distance minor road works & Cleaning. CEO TDL to formulate a submission.

Camp, Talakul, Waisime, Talabane, Mirgumanule, Bagane and Koblebaunule to
be captured.

Chairman: All cost projections are provided under TDL for WDC and a total of
six (6) activities covering the 4km distance and would require community Labour
Tom Nul: Questioned where the elderly and women folks fit in.
Chairman: Responded as activity 6 Beautification and Activity 2 Vegetation
Control stipulated under the Minor Road Works & Beautification Program.

3. Community Mobilization
Chairman: Presented the Community Mobilization plan to the WDC where
activities would be coordinated with Team leaders placed in each activities.
Poi Kaupa: questioned the chairman on the payments for engagements to avoid
misunderstanding and unnecessary pressures which would arise.
Chairman: At this stage, the documentation costing K80,000 is to be presented
to the LLG Manager. Ward1 is a 4km long unlike other wards with a lesser
distance. Labour Need for Ward1 section is huge and this submission is on hand
for presentation requiring your endorsement.
Committees: All Committee members unanimously agreed to endorse and the
Chairman to Present to the LLG.

15. Concluding Remarks
I, John Dominic On Behalf Of the Nine (9) Ward Development Committee
representatives of Tagla , Ward 1 within Zone 1 of the Gumine Local Level
Government , wish to make the following remarks in relation to the Minor
Road Works & Beautification program of which the Ward Develoment
Committees have deliberated in its meeting #2 of 2023 to and shall testify
to the LLG Manager as follows;
i ) That WDC of Tagla will coordinated all activities identified and
documented in his submission where team leaders will report to the
WDC on every progress of work done
Ii ) That WDC input in this documentation is an input from our community
based foundation (Unincorporated) understood by the WDC as our
change agent providing technical Advice to the WDC Program such as
the minor works & beautification program.
Iii ) That WDC Network within the community of Tagla shall capture
community mobilization participating in the 4km long distance work
parade where both male and female participates.
iv ) That Once the Funding is available we shall appropriate to expedite
activities as scheduled as stipulated in the Minor Road Works and
Beautification program.
v ) That the WDC shall ensure that this program shall be delivered within
14 days with a total employability of communities of ward1
