This document discusses existing estimates of minimum water requirements for human health and development. Estimates range widely from 20 liters to over 4,000 liters per person per day. The document argues for a new conceptual framework that considers how societies adapt to water scarcity through trade, and focuses on water needs for domestic use and a non-agricultural economy rather than self-sufficiency. Based on this framework, the document estimates a minimum requirement of 135 liters per person per day to allow for social and economic development.
