Minas Gerais, Brazil has ideal conditions for biodiesel production, including vast arable land suitable for oilseed crops but not food. The state government supports biodiesel to generate jobs, income, and regional development while reducing foreign fuel dependence. Minas Gerais aims to become a global benchmark in renewable fuels like ethanol, and its experience and infrastructure make it well-positioned for biodiesel scale-up through programs targeting small farmers and incentives for private investment.
EPC Corporate Propositions for Public Policies for a Low-Carbon Economy in Br...FGV Brazil
EPC'S first study looks into the challenges and possibilities for transition to low-carbon economy in the sectors of energy, transport, and agriculture.
In order to facilitate the participation of Brazilian companies in the construction and implementation of public policies towards a low-carbon economy in our country, EPC initiated in 2010 a series of studies on the challenges and possibilities of important sectors of the national economy in this transition. In this first study, the focus was on the sectors of energy, transport and agriculture.

-------------- Context ----------------
Vietnam’s development over the past 30 years has been remarkable. Economic and political reforms under Đổi Mới, launched in 1986, have spurred rapid economic growth, transforming what was then one of the world’s poorest nations into a lower middle-income country. Between 2002 and 2018, more than 45 million people were lifted out of poverty. Poverty rates declined sharply from over 70% to below 6% (US$3.2/day PPP), and GDP per capita increased by 2.5 times, standing over US$2,500 in 2018.
In the medium-term, Vietnam’s economic outlook is positive, despite signs of cyclical moderation in growth. After peaking at 7.1% in 2018, real GDP growth in 2019 is projected to slightly decelerate in 2019, led by weaker external demand and continued tightening of credit and fiscal policies. Real GDP growth is projected to remain robust at around 6.5% in 2020 and 2021. Annual headline inflation has been stable for the seven consecutive years – at single digits, trending towards 4% and below in recent years. The external balance remains under control and should continue to be financed by strong FDI inflows which reached almost US$18 billion in 2018 – accounting for almost 24% of total investment in the economy.
Vietnam is experiencing rapid demographic and social change. Its population reached 97 million in 2018 (up from about 60 million in 1986) and is expected to expand to 120 million before moderating around 2050. Today, 70% of the population is under 35 years of age, with a life expectancy of 76 years, the highest among countries in the region at similar income levels. But the population is rapidly aging. And an emerging middle class, currently accounting for 13% of the population, is expected to reach 26% by 2026.
Vietnam ranks 48 out of 157 countries on the human capital index (HCI), second in ASEAN behind Singapore. A Vietnamese child born today will be 67% as productive when she grows up as she could be if she enjoyed complete education and full health. Vietnam’s HCI is highest among middle-income countries, but there are some disparities within the country, especially for ethnic minorities. There would also be a need to upgrade the skill of the workforce to create productive jobs at a large scale in the future.
Over the last thirty years, the provision of basic services has significantly improved. Access of households to modern infrastructure services has increased dramatically. As of 2016, 99% of the population used electricity as their main source of lighting, up from 14 % in 1993. Access to clean water in rural areas has also improved, up from 17% in 1993 to 70% in 2016, while that figure for urban areas is above 95%.
Vietnam performs well on general education. Coverage and learning outcomes are high and equitably achieved in primary schools — evidenced by remarkably high scores in the Program for International Student Assessment (PISA) in 2012 and 2015, ...

February 2021 Revised Draft of the Local Content Policy for the Development o...Steven Jasmin
February 2021 Draft of the Guyana Local Content Policy by His Excellency, Dr. Mohammed Ifraan Ali, President of Co-operative Republic of Guyana.
From the document:
"The purpose of developing this national local content policy for the petroleum sector is to increase the value generated by the exploitation of a resource that remains in the domestic economy; and to develop linkages between the oil sector and the rest of the economy. What matters is not only what happens in the sector but what happens beyond. As such, local content can encompass forward, lateral, and backward linkages. Backward linkages are those created by the commercial relations between oil operators and their supply chains, which include the transfer of technology and know-how, employment of nationals, and sourcing local goods and services. Lateral linkages utilise the demand of the sector to develop skills, services and infrastructure that can positively impact on other sectors of the economy while allowing locals to participate in the petroleum supply chain. Forward linkages involve the construction of facilities that process and export these resources, such as refineries and petrochemical facilities. Therefore, our local content benefits are set in a good practice that is based on the idea of creating ‘shared value’. In this policy document, shared value is the foundation for a business strategy designed to achieve both project competitiveness, and stability and economic development in the local community and the entire country.
Guyana’s LCP will ensure that business projects can create shared value by generating and growing economic opportunities related to their workforce, local supply chain and surrounding communities, in ways that also support their bottom line. Therefore, as we are an emerging petroleum producing and exporting nation, it is my government’s guiding principles that this LCP focus on being:
1. A guide towards a national strategy for economic development
2. A mechanism to create value beyond the sector
3. Grounded in the objectives of a realistic assessment of our resources and capabilities
4. Adaptive to our energy mix and transition objective toward a low carbon economy
5. Integrated to the procurement strategy of the national economy" page 4.

Elevating Tactical DDD Patterns Through Object CalisthenicsDorra BARTAGUIZ
After immersing yourself in the blue book and its red counterpart, attending DDD-focused conferences, and applying tactical patterns, you're left with a crucial question: How do I ensure my design is effective? Tactical patterns within Domain-Driven Design (DDD) serve as guiding principles for creating clear and manageable domain models. However, achieving success with these patterns requires additional guidance. Interestingly, we've observed that a set of constraints initially designed for training purposes remarkably aligns with effective pattern implementation, offering a more ‘mechanical’ approach. Let's explore together how Object Calisthenics can elevate the design of your tactical DDD patterns, offering concrete help for those venturing into DDD for the first time!

Observability Concepts EVERY Developer Should Know -- DeveloperWeek Europe.pdfPaige Cruz
Monitoring and observability aren’t traditionally found in software curriculums and many of us cobble this knowledge together from whatever vendor or ecosystem we were first introduced to and whatever is a part of your current company’s observability stack.
While the dev and ops silo continues to crumble….many organizations still relegate monitoring & observability as the purview of ops, infra and SRE teams. This is a mistake - achieving a highly observable system requires collaboration up and down the stack.
I, a former op, would like to extend an invitation to all application developers to join the observability party will share these foundational concepts to build on:
Epistemic Interaction - tuning interfaces to provide information for AI supportAlan Dix
Paper presented at SYNERGY workshop at AVI 2024, Genoa, Italy. 3rd June 2024
https://alandix.com/academic/papers/synergy2024-epistemic/
As machine learning integrates deeper into human-computer interactions, the concept of epistemic interaction emerges, aiming to refine these interactions to enhance system adaptability. This approach encourages minor, intentional adjustments in user behaviour to enrich the data available for system learning. This paper introduces epistemic interaction within the context of human-system communication, illustrating how deliberate interaction design can improve system understanding and adaptation. Through concrete examples, we demonstrate the potential of epistemic interaction to significantly advance human-computer interaction by leveraging intuitive human communication strategies to inform system design and functionality, offering a novel pathway for enriching user-system engagements.

4. When the National Program of Biodiesel Production and Use (PNPB) was started, on
December 2004, the Brazilian Government relied on the growing demand for fuels
from renewable sources and on the Brazilian potential to meet a substantial part of
these needs, thus generating jobs and income in rural areas, reducing regional
inequalities and contributing to foreign-exchange savings and to the improvement of
environmental conditions.
There is widespread consensus among energy specialists as to the fact that the
Twenty-first Century will be the age of agroenergy.
Energy security must be achieved through the increasing production of fuels from
renewable sources and this achievement requires compliance with the requirements
of sustainability in the broad sense : environmental, economic, social and
technological sustainability.
Brazil has very favorable land and climate conditions and has a great potential for the
production of biomass. The addition of value to agricultural activities represents a
major comparative advantage to Brazil. Biodiesel is one of these possibilities,
perhaps the most promising one, as the demand for energy will increase as the world
economy keeps growing.
In this context, the Government has foreseen the possibility – which is actually taking
place – of engaging small farmers and producers of the Brazilian poorest regions in
the biodiesel value chain. This is being achieved by means of tax incentives granted
to firms that purchase oil-producing crops grown by small farmers. With the purpose
of creating market for biodiesel, a law that requires the addition of biodiesel into
diesel (2% in 2008, and 5% in 2013) was sanctioned.
the rationale
5. Brazil has ideal conditions for becoming a major world producer of
biodiesel. It has a vast amount of arable land, part of which is not
suitable for food crops but has the right soil and climate for
growing a range of oilseeds.
Biodiesel will make Brazil a global benchmark in the use of
renewable fuels. It first won this position in the 1970s with the
introduction of ethanol made from sugarcane to power automotive
vehicles.
The National Alcohol Program, Proálcool, was the largest fossil
fuel substitution program in the world automotive market. It is
still considered a global example of excellence, and Brazil remains
the largest producer and consumer of fuel alcohol in the world.
The experience Brazil has accumulated through the Proálcool
serves as a strong foundation for implementing the biodiesel
program and maximizing the nation’s competitiveness in a
relatively short period.

10. The State governments is enacting consistent, long-range, and coordinated policies that
are informed by broad stakeholder participation. Policy priorities in Minas Gerais State
include:
Strengthen the Market: creating an enabling environment based on sound fiscal policy
and support for private investment, infrastructure development and the building of
transportation fleets that are able to use the new fuels.
Speed the Transition to Next-Generation Technologies: expediting the transition to
the next generation of feedstock and technologies that will enable increased
production at lower cost, while reducing negative environmental impacts.
Protect the Resource Base. Maintaining soil productivity, water quality, and other
ecosystem services . National and international environmental sustainability principles
and certification systems are important for protecting resources .
Encourage Broad Rural Economic Benefits. Fiscal and land use policies to determine
how broadly the economic revenues from biofuels are spread and how they will shape
rural economies.
Facilitate Sustainable International Biofuel Trade. Continued rapid growth of biofuels
will require the development of a true international market in these fuels
Efficiency and Improved Public Transport. BThe State biodiesel program is being be
developed within the context of a broad transformation of the transport sector aimed
at improving transport efficiency.
11. The State efforts
To achieve the efficacy, the State Government has undertaken a
profound revision of its structure, including the empowerment of the
development apparatus with a greater flexibility in order to meet the
new demands of society .
The objective of Minas Gerais development is now to increase the
competitiveness of its economic base, targeting the state’s supply
chains, transforming comparative advantages into real and enduring
competitive advantages.
The new model gives primacy to the private initiative in determining
the economy’s dynamic as well as an elevated degree of openness to the
international economy.
Bio-fuels production has driven special attention from the State
Government and counts with its full support and incentives.
12. The State program for bio-fuels
The program, set forth in Law no. 15.976/2006 has the following goals:
