Vacancies can be created just two ways:    A teacher retires or is laid off or leaves a needed teaching position for any other reason.    A school grows and has more kids and needs more teachers. There are four types of teachers who can fill vacancies:    Teachers who have another job in MPS, but who would rather have the vacant job. –  voluntary transfers    Teachers who have had their position eliminated, but who have not been laid off. -  excessed    Teachers who have been hired by the district, but who do not have an assigned position. -  unassigned    New hire teachers -  new The process for filling  vacant teaching positions A Guide to Teacher Placement Processes Defined in the  Minneapolis Federation of Teachers Contract Every year, this same process is used, regardless if teachers are being hired or fired by the district, because every year there are some vacancies in the 3000+ teaching positions in Minneapolis. ,[object Object],[object Object],[object Object],[object Object]
There are three steps in the process for filling vacancies: Posting  by the district, where vacancies are listed on the district website. The  Interview  process, which can be done by  voluntary transfers ,  excessed  and  unassigned  teachers.  Any of these teachers who want to fill a vacancy, and who hold the required teaching licenses for the job, must interview with a team from the school. All  voluntary transfers  who interview must get the principal’s approval to proceed on to the bidding step. If the principal does NOT approve a voluntary transfer, the principal must state “specific educational reasons” for disapproving the transfer. The teacher can appeal and have a denial overridden. Excessed  and  unassigned  do not need to get the principal’s approval to proceed to the bidding step. The  Bidding   process, where the   voluntary transfers ,  excessed  and  unassigned  teachers who have interviewed for a job, sign up for it.    And the winner is…   The teacher with the most SENIORITY who bids, gets the job. But WHO is making the decisions in this process? ,[object Object],[object Object],[object Object],[object Object]
This process of having the placement decision made by a seniority number is a unique creation of the Minneapolis teachers’ contract.  The St. Paul teachers’ contract, which operates under the EXACT same legal requirements as Minneapolis, fills teacher vacancies very differently. St. Paul starts the vacancy filling process by posting job openings just like we do in Minneapolis.  BUT, following the posting, they have a period where only  voluntary transfers  can interview with the site selection team.  If the team  interviews  a teacher they really like, they can  select  that teacher to work in that school, and the process is finished.  There are a few exceptions to the MFT vacancy-filling process: ,[object Object],[object Object],[object Object],Other contracts of Minnesota teacher unions, like Bloomington, define NO process about teacher placement in the contract language.
[object Object],[object Object],[object Object],[object Object],[object Object],The process for reducing teaching positions at a school Everybody prefers that changes in teaching positions occur over the summer, so the whole process is timed to allow that.  The process starts in March, goes through two cycles of  Posting ,  Interviews , and  Bidding , and is done by the end of June. Sometimes vacancies need to be filled after the post-interview-bid process is complete.  For placements that occur during the summer but after the process, the contract defines a committee of union and district representatives who jointly make these placements.  During the school year, vacancies are filled with laid-off teachers, or by a  new  teacher, if there are no teachers on layoff with the necessary licensure. Also…
