Managing Emergency Evacuations of the Elderly, Impoverished, and Disabled Com...Dr. Terrance Jackson
This dissertation is a study on the management of emergency evacuations as it pertains tothe elderly, impoverished, and disabled communities. Each of the special needs communities, which are the focus of this study are often an afterthought in both the planning and execution phases of emergency evacuations. It is important that the emergency management community improves its management of emergency evacuation and interactions with the local populaces to prevent travesties
similar to those that occurred prior to, during, and following hurricanes Katrina and Rita.
Following the 2005 hurricane season, the federal government has provided ample funding to states and local governments for emergency planning. While the funding is tracked to the point they are dispensed, there is no accountability as to fulfilling the requirements defined in the National Response Framework or the Pandemic and All-Hazards Preparedness Act.
The article summarizes the return of nearly 100 Army Reservists from a year-long deployment in Afghanistan handling detainee operations. The unit commander reported that the soldiers upheld their professionalism while managing thousands of high-risk detainees at the detention facility in Parwan. The article describes an emotional welcome home ceremony where friends and family cheered for the returning soldiers. One soldier said the deployment was mentally challenging but a good learning experience, while another said it feels amazing to be home again with loved ones after being away for so long.

Though, there are many programs that serve our Veterans it has come to our attention that there are not many programs that help our children who have been abused. The Veterans will help these children who have lost all faith in adults and learn to trust them once again. This is where it helps our Veterans as well. Many Veterans come back from serving our country only to find out that what they once knew is no longer there. They lose their sense of self and many times their families. This is an unfortunate truth for our Veterans. The Veterans will 'adopt' these children as if they were their own. This is the benefit of our program. All who are involved gain something in the end. We have always been passionate about children and our military forces who have served our country. We feel it is now our time to give back to our community and hopefully help the ones who feel lost and alone. This all can be done with your contributions. 14. To the family and friends of Mark: My sincere and deepest regret over the loss of such a
special man. To say I personally am devastated over his passing is an understatement.
I hired Mark at Safeco Title. Mark needed not answer any BS questions about his background
as he owned me from the get-go with his smile.
He became a valued and integral part of my team which to this day some 40 years later, I still
marvel over the connection these young people formed with each other. Mark was the
special glue that kept everyone together.
I had followed Mark’s health progress and was totally humbled by his courage and optimism
throughout his ordeal. Brave does not even come close to describing his resoluteness to
overcome his disease. We talked almost bi-weekly and the last conversation just a week prior
to his passing. I can still hear his laughter in my mind.
I loved the boy in him. I loved the genuine persona he always displayed. As I told another of
his co-workers though he was only 2 years younger than I, I feel like I had lost one of my
“kids” as I thought of this group of people we had assembled together.
His impact upon me is indelible. I am a better man for having the privilege of knowing him.
To his family, to his friends, and all within his amazing life’s orbit I too share the grief of his
loss. Rest In Peace, my dear dear friend. I miss you.

60. In about 1981 at the height of a major recession, Mark and I were
moved inside to replace people who had been laid off in the Safeco
Policy Information Dept, so that we could go back to sales when
the economy and market improved. We had a blast. Got to bond
and become friends. I will always remember his special laugh as
we chatted while we printed out all the docs the examiners needed
to do the title reports. We made the best of a bad recession and
knew we’d be better salesmen knowing more about the title
process.
Mark would give his right arm for someone hurting. That was who
he was. And was the one who always organized our team lunches
over the years, keeping us all in touch and close, as the tight group
we were in sales that Greg, our Sales manager, built through his
incredible leadership. Mark, you will always be in our hearts
forever!

63. So many memories of my friend Mark: Someone I counted
on, ready to help however he could, always cheerful. From
being my first title rep in 1992 to years of spur of the
moments lunch or coffee, to being the consummate party
guest, to his support when my husband died, to his delight in
making a custom chair during a pandemic, his smiling face
was always there.
In his deep, abiding love and pride for his girls, his family and
his loving, far reaching, quirky circle of friends, one could tell
his was a life well lived. He was a dear, dear friend who I'll
miss every day.

65. I was fortunate to have worked with Mark for many years.
He was always a team player, injecting his positive message.
There are so many great memories as we all participated in
planning: presentations, open houses, company promotions,
golf events, group gatherings and even marching in the
Seafair parade. We had a lot of fun.
Our friendships spawned from the title insurance business
have continued for decades. Opportunity would lead these
friends in different directions, but Mark took on the role and
responsibility to ensure those friendship would endure by
organizing a communication network and advocating for get
togethers and reunions. We have been so appreciative of
those efforts and hope someone will step into Mark’s shoes.

77. I always appreciated Mark for his quiet support during
our soccer years. I will always remember showing up
to practice one chilly, rainy evening. Mark came over to
me and said “ Hey Bob, your truck is leaking
something.” We took a look and discovered it was
leaking antifreeze. I said crap (or something like that)
and Mark said, “don’t worry about it. Go coach the
kids and I’ll take care of it.” While we were
practicing, Mark went to the store, got some antifreeze
and filled the radiator back up for me.

shelter. We knew he was a cat guy right
away because he let us use furniture as a
