Broadband tariffs in latin america: Benchmarking and analysis - Hernán Galper...
We analyze tariffs for fixed broadband services in Latin America and benchmark against tariffs in the OECD. We also
develop a new broadband development indicator (the Broadband Performance Index) that compares actual penetration rates
with those predicted by our regression model. The results shows that broadband services in Latin America are generally
expensive and of poor quality when benchmarked against OCED countries, and that Latin American countries are
underperforming in broadband development after wealth, education and demographics factors are accounted for. We also
provide price elasticity estimators for broadband demand in Latin America. The results reveal that an average price reduction
of 10% would result in an increase of almost 19% in the penetration rate, equivalent to 4.7 million additional broadband
connections. Finally we estimate the affordability of broadband services for households in a sample of countries in the region.
The results reveal that sharp price reductions would be needed to achieve household penetration rates comparable to the
OECD, and that public access initiatives will still be needed to provide services for the lowest-income households.

the digitalisation era by Katarzyna Chalubinska- Jentkiewicz. As the title suggests,
I expected it to be a monograph on new regulatory problems in the increasingly
digital audiovisual field. The sector itself is well known to cause competence conflicts
between the as many as three different regulatory bodies overseeing it in Poland: the
national telecoms regulator (the UKE President), the audiovisual media supervisory
body (the KRRiT) and the competition authority (the UOKiK President). The impact
of the European Commission can also not be overlooked. The book does indeed
deal in great detail with what is seen as the ‘regulatory conflict’ in the audiovisual
field but the approach applied therein is that of the theory of administration and
administrative/constitutional law rather than that of market regulation. As a result,
the analysis focuses primarily on the perceived ‘conflict’ between Poland’s interests
and regulatory competences and the impact exercised by the European Union as
a whole, rather than on any existing or potential internal conflicts. Key to the entire
analysis is the contraposition of the notion of ‘public interest of a nation’ (State) and
the ‘general interest of the EU’ whereby the special characteristics of ‘national’ public
interest are associated with the notion of ‘public morality’ and also, ‘public mission’.

While consumers are loyal to other brands, there is still a gap in how they perceive their communication service providers. The survey also revealed growth in emerging markets, where consumers are adopting mobile and internet technologies more quickly and have high confidence in future spending. The IBM Global Telecommunications Consumer Survey polled over 13,000 consumers in 24 countries. It found that consumers have high expectations and are less loyal as their options increase. Many consumers are budget-conscious and spend more time online and on social media to discuss services rather than contact providers directly. While consumers are loyal to other brands, there is still a gap in how they perceive their communication service providers. The survey also revealed growth in emerging markets, where consumers are adopting mobile and internet technologies more quickly and have high confidence in future spending. However, most unhappy consumers do not complain to their providers, instead telling friends and family about poor experiences.

This implies the need for governments to crowd source sentiment, empower citizen responders, and invest in social media capabilities to own the information agenda across new and traditional media platforms.
