JOB OPPORTUNITY
BACKGROUND: Baylor College of Medicine Children’s Foundation – Uganda (Baylor -Uganda) headquartered
at Mulago hospital, is a private not for profit NGO that provides: HIV/AIDS care, treatment and prevention
services; Maternal child health services; Health professional training; and Clinical research. Baylor-Uganda has
entered into a 3-year partnership with Pepal, funded by Comic Relief, to improve health outcomes for the most
vulnerable by improving access to quality health services in Uganda. This will be achieved through interventions
to address gaps in health worker motivation, engagement and leadership skills which are vital components of
quality care. Baylor-Uganda and Pepal will work with the MoH and District leadership in the supported regions to
strengthen health systems for improved delivery of HIV/AIDS services. We are looking for experienced,
committed and hard working individuals for the role positions below.
Project Manager (Monitoring, Evaluation and Learning)
Reports to: Director Strategic Development and M&E
Role definition: Develop and monitor the implementation of M&E management systems and guidelines for
measuring and tracking project performance and impact, and promote the utilization of data for evidence-based
programming and intervention at organisational, district and health facility levels in alignment with the project
goals, objectives and M&E departmental mission.
Job specifications
The job holder should have:(1) A Masters in demography or social science or its equivalent with proven training
in Monitoring and Evaluation preferably at post graduate diploma level. (2) at least 3 years of experience in Log
Frame Approach and other strategic planning approaches in planning, monitoring and evaluation; application of
participatory, qualitative and quantitative M&E methods, with a reputable international NGO, and direct
experience with local government and donor representatives(3)have key personal competencies in team work and
communication skills, networking and partnership skills. Must be dynamic, persuasive and convincing, self-
motivated and able to demonstrate high initiative.
