The document describes plans for creating lagoons along the Humber River in order to improve water quality and add recreational areas. Multiple lagoons would be constructed by depositing local fill over time. This would help protect the shoreline from erosion while also creating an economic opportunity. Fill would also be used to connect areas fragmented by highways, allowing travel between and along the roads. The project aims to integrate seamlessly with the existing ecology by establishing maintenance regimes to shape habitats ranging from prairies to oak forests.
