The local city council (City of Yarra) has asked your design team to submit a proposal to the City Planning and Zoning
Committee for a new city park that is cost effective yet meets the following criteria.

2. It must serve people of all ages and cultures
3. It must be usable in all seasons and day and night (think about security and lighting and sun shades)
