II.Project Initiative Background and Rationale
School Shared Vision:
One of the most significant educational outcomes
of primary education is the ability to read. Children's
learning, including the development of greater literacy
abilities, and their future successful involvement in society,
including the workforce, depend heavily on their ability to
read.
In Sangay Elementary School of Living Tradition,
San Miguel I, the literacy post-assessment result for SY
2023-24 revealed that at the key stage I level 73.34% of the

School Shared Vision:
The SPIRET Program is created with this in mind. SPIRET stands
for STRENGTHEN PROFICIENT INSTRUCTION FOR READING
EFFICACY TOWARDS IP LEARNERS its focus on building up better
instructions upon the integration of intervention for the
development of reading abilities of the learners. It emboldens
the proficiency of the implementers cascading efficacy for the
greater result as to the percentage of proficient readers for the
next quarters of this school year. It cultivates teamwork and
collaboration with the teaching personnel and stakeholders all
for the reason of improving the reading proficiency of learners

SMART Goal:
By the end of the first quarter in the
school year 2024-2025, the progression of all
22 (73.34%) Grade 1 learners, all 6 (20%)
Grade 2 learners and all 2 (7%) Grade 3
learners out 30 Emerging Reader for key
stage I identified in the CRLA Post test results
last May 2024, towards becoming 100%

SMART Goal:
Through the implementation of the effective
Marungo approach, 4M’s, and Language
Experiential Approach to literacy instruction,
these learners will transition from Developing
level to At Grade level ready, with
assessments serving as evidence of their
reading growth and development.

Project Initiative Description:
The SPIRET reading program seeks to develop
the reading proficiency of learners by improving the
pedagogical knowledge, abilities, and attitudes of
teachers and instructional leaders, creating
supplemental reading materials, enlisting the
support and cooperation of stakeholders, and
holding reading camps and festivals to address the
current context and demands of improving the word

and evaluation mechanisms,
tools, strategies, and
techniques that guide schools
to take informed decisions and

Some of the activities related to it is the FWAW (Five words
a Week) where learners define the unfamiliar words and
use it in the sentence. Literature-Based Approach in
content areas.
RECREATORY READING PROGRAM- is also known as free
voluntary reading, and pleasure reading, leisure reading
is simply self-selected and independent reading of
materials for personal and social purposes. Establishing

DEAR (Drop Everything and Read) where learners
read books daily for 10 minutes before the class
starts. The 4 Bs (Bawat Bata Bumabasa ng Bibliya)
Program encourages all learners to enliven DepEd’s
Core Values through reading of bible stories and
verses.

Project Initiative Description:
U R MINE is an online reading and book giving activity, an
avenue to advocate the love for reading and writing
among learners, teachers, and school community. This is
a month-long activity where the Curriculum
Implementation Division will be posting a video
presentation in the DepEd Tayo-Surigao del Sur Division
Facebook Page every Monday starting the month of
November. The advocacy focuses on introducing books in

All districts and schools are enjoined to participate by
sharing the video in any online platform and write
comments relative to the books presented in the video or
thoughts about the importance of reading. Since, the
school is situated at far flung area; we are advice only to
download the said video records to cascade to the
learner belong to marginalized area. Its compliance for
the activities raised in Project NUTURE for the

Sing-Along is the use of multi-media facility in the
classroom wherein during lunch time, the teachers
will play songs for learners to sing along.

Project Initiative Description:
By implementing the Marungko approach with a
focus on building phonemic awareness, strong
foundations in the mother tongue, and a gradual
transition to Filipino and English, students can
develop effective reading skills that will serve as a
solid basis for their future academic success.

III.Target Stakeholders’ Description
The target beneficiaries for the program were
chosen based on the results of the Comprehensive
Rapid Literacy Assessment (CRLA) post-test, with 30 out
of 101 participants, accounting for 29.71%, exhibiting
characteristics of being Emerging Reader of learners.
Among these learners, 22 were in grade 1, 6 in grade
2, and 2 in grade 3.

III.Target Stakeholders’ Description
The primary reason identified for their challenges in
reading proficiency was the lack of parental
involvement due to work commitments, compounded
by their belonging to marginalized communities with
limited access to good and nutritious food. These
factors collectively contribute to the lower reading
levels and comprehension observed among the
learners.
