II. Project Initiative Background and Rationale
School Shared Vision
Over the next five years (2025-2029), La Libertad National High School is committed to providing a values-
based education that aligns with the MATATAG curriculum, equipping learners with 21st century skills that prepare
them for job readiness both locally and globally. Our goal is to foster a professionally-driven organization with
compassion for our learners, investing in literacy training skills with technological advancements and ICT
knowledge for our teachers, while encouraging parental and stakeholder involvement. Together, we strive to create
a peaceful and inclusive environment that promotes literacy, responsiveness to community needs, gender
sensitivity, and cultural awareness, with a focus on sustainable development and growth."

SMART Goal
"By the end of the 2028-2029 school year, La Libertad National High School will increase the
percentage of independent readers among its students from 70% to 95%, and improve their
technological advancement in ICT skills from 40% to 90%. This will be achieved through high-quality
literacy instruction, research-based teaching methods, and professional development opportunities
for teachers. Additionally, the school will encourage parental involvement and collaborate with

various stakeholders to create a peaceful, literate, and inclusive environment that promotes gender
sensitivity, cultural awareness, and sustainable development."
III. Project Initiative Description
Target Stakeholders’ Description
School Reading Coordinator- Leads in the conduct of reading assessment and consolidate
the identified Frustration Level Learners. Submits report to the Principal
Language Teachers- conduct reading assessment in their respective grade level and

identify the learners who belong to frustration level; submit the result to the school reading
coordinator for consolidation.
School ICT Coordinator: conduct ICT training to teachers on how to integrate ICT on
reading program
Master Teachers-Provide mentoring and coaching to SRC, LT
assist SRC, LT on the conduct of Reading Program
School Principal- Provides technical assistance in planning, creating reading program.
EPS English/Filipino/PSDS- Provide technical assistance and monitor the Conduct of the
Reading Program
Parents – Provide support to their children; PTA Officials- Provide financial support

ļ‚· Conduct training sessions for stakeholders, including teachers, parents, and volunteers. The
training should cover effective strategies anchored on technology and interactive teaching
beginning reading activities in mother tongue.
ļ‚· Provide stakeholders with appropriate materials, such as age-appropriate books, flashcards,
and other teaching aids that can be used to support learning including gadgets for Radio-
Based Instruction.
ļ‚· Encourage collaboration between stakeholders, including parents, teachers, and community
members, to ensure that the children receive consistent and effective instruction in reading.
