On 1st March 2021, CM Bhupesh baghel presented the budget for the state of Chhattisgarh. There are many schemes related to agriculture, education, health that lead Chhattisgarh to grow in the best possible way. For the first time, any state will present a separate budget for the child. The youth are having many expectations, that the CM will talk about the employment opportunity in the budget but again no such mention of employment. No provisions for tax.

(a) to (d): The Sub-Group of Chief Ministers on Swachh Bharat in its report has made the following
recommendations to impose cess to mobilise funds for Swachh Bharat Mission:
(i) Enabling provision to empower Central Government to impose Swachh Bharat Cess on all or certain
taxable services at the rate of 2% on the value of such taxable services, as announced in the Union budget
2015-16.
(ii) To generate additional resources for the programme the following cess may be levied:
a) Swachh Bharat Cess on petrol, diesel and telecom services may be levied by the Central Government.
b) Swachh Bharat cess on accumulated waste produced by mineral waste generation plants like coal,
aluminium, and iron ore may be levied by the Central Government.
The amount generated through cess will enable the Central Government to meet its share to the states.

activities under the Plans, if so, the details thereof along with funds allocated and released to NGOs

(a) Yes Madam; a “Research study on livelihood options, assets creation out of Special Component Plan
(SCP) & Tribal Sub Plan (TSP) schemes and its impact among SCs and STs in India” was conducted under
the aegis of the erstwhile Planning Commission, in 2007. The full report of the study, containing inter-alia

(b) Yes Madam; the respective Ministries / Departments of Government of India provide funds to Non-
Governmental Organizations (NGOs) for welfare activities. State-wise details of funds released to NGOs by
the Ministry of Social Justice and Empowerment and Ministry of Tribal Affairs, including to NGOs in
Rajasthan, during last three years and current year, for the welfare SCs and STs are given in the Statement at
Annexure-I and II respectively.
(c) The provision for Special Central Assistance to Scheduled Castes Sub-Plan (SCA to SCSP) and Special
Central Assistance (SCA) to Tribal Sub-Plan (SCA to TSP) made in the budget of Ministry of Social Justice
& Empowerment and Ministry of Tribal Affairs respectively. The Ministries release funds to States and the
States release the same to implementing agencies. There is no proposal at present to change the release
procedure.
(d) A compendium containing guidelines for implementation of SCSP & TSP was circulated to Central
Ministries / Departments and States / UTs by the erstwhile Planning Commission in the year 2006.
Subsequently, Task Force guidelines (2010) and additional guidelines (2014) were issued to Central Ministries
/ Departments and revised guidelines to States /UTs in (2014). These guidelines are also available in the web
link of erstwhile Planning Commission http://planningcommission.gov.in/sectors/guide.
(e) The strategies for development of SCs & STs have been spelt out in the Chapter 24 -‘Social Inclusion’ of
the 12th
Five Year Plan document, which are based, inter alia on the outcome of the 11th
Five Year Plan. At
present, there is no proposal before NITI Aayog to prepare a 10 years Vision Document for SCs and STs
separately.

(a) & (b) Yes Madam. The first meeting of Governing Council (GC) of NITI Aayog was held under the
chairmanship of the Prime Minister on 08th
February, 2015 in which issues concerning several sectors
including agriculture were discussed. The GC inter alia decided to constitute a Task Force on Agricultural
Development in NITI Aayog to suggest measures for rejuvenating agricultural development in the
country. Similar task forces were also constituted in the States. The NITI Aayog’s Task Force on
Agricultural Development was assigned the task of co-ordinating and developing synergy with the central
Ministries and State Governments’ Task Forces and recommend strategies for re-invigorating agriculture
in all its aspects.
(c) The Government has taken several initiatives for the development of agriculture and enhance
productivity and profitability. The Prime Minister Krishi Sinchai Yojana (PMKSY) has been launched
with an allocation of Rs. 5300 crore during 2015-16. The PMKSY envisages minimum assured irrigation
to all agricultural fields (HAR KHET KO PANI) and maximum output with every unit use of water (PER
DROP MORE CROP). To provide better opportunities to farmers for marketing of their produce and earn
more profit, the central sector Scheme on promotion of National Agricultural Market through Agri-Tech
Infrastructure Fund (ATIF) has been launched for transparent sale transactions and price discovery in
regulated markets and Kisan mandis, etc. The soil health card scheme is under operation to economise
the use of fertilizers and maintain soil fertility for higher crop productivity. To increase the profit and
productivity in livestock sub-sector, Rashtriya Gokul Mission has been launched for conservation of
indigenous cattle breeds and to sustain milk production.

(a) & (b) Government has received requests for according Special Category Status from Andhra Pradesh,
Bihar, Chhattisgarh, Odisha, Rajasthan, Telangana and Jharkhand.Special Category Status for plan
assistance has been granted in the past by the National Development Council (NDC) to some States that are
characterized by a number of features necessitating special consideration. These features include: (i) hilly
and difficult terrain (ii) low population density and / or sizeable share of tribal population (iii) strategic
location along borders with neighbouring countries (iv) economic and infrastructural backwardness and (v)
non-viable nature of state finances. At present there is no proposal to modify the criteria for grant of Special
Category Status to States.
(c) to (e) As part of the special package to Andhra Pradesh, an amount of Rs. 350 crore (at the rate of Rs.
50 crore per district) was released for development activities in seven backward districts of Andhra Pradesh
consisting of four districts of Rayalseema and three districts of North Coastal region of Andhra Pradesh
during 2014-15. During 2015-16 also special assistance of Rs. 350 crore (at the rate of Rs. 50 crore per
district) was released for the development of these districts.
Regarding the financial assistance to the new capital of Andhra Pradesh, the Ministry of Finance,
Government of India had released Rs. 500 crore to Andhra Pradesh for the construction of Raj Bhawan and
Assembly etc. during 2014-15. Besides this, an amount of Rs. 1000 crore had been released to Andhra
Pradesh during 2014-15 by Ministry of Urban Development for creation of essential urban infrastructure
for the new capital region of Andhra Pradesh under following two projects :-
(i) Storm water drainage scheme at Vijayawada city (Rs. 460 crore) and
(ii) Comprehensive underground sewerage scheme at Guntur city (Rs. 540 crore).
Besides this, the Ministry of Finance, Government of India has released an amount of Rs. 350 crore for
the new capital of the State during 2015-16.

(a)&(b) The Allocation of Business Rules for NITI Aayog inter-alia define its functions: (i) to evolve a
shared vision of national development priorities, sectors and strategies with the active involvement of
States in the light of national objectives and (ii) to design strategic and long term policy and programme
frameworks and initiatives and monitor their progress and their efficacy. These functions in a way
influence budget-making. Budget-making of Central Ministries / Departments and allocation of funds to
States per se is not a function of NITI Aayog.
(c)&(d) The NITI Aayog’s resolution envisages a full time organisational framework comprising of full-
time members with diverse subject expertise and part-time members maximum of two from leading
universities, research organisations and other relevant institution in an ex-officio capacity on a rotational
basis. There is also a provision for experts, specialists and practitioners with relevant domain knowledge
to be nominated as special invitees by the Prime Minister. NITI Aayog’s objective is to provide advice
and encourage partnerships between key stakeholders, national and international thinktanks, as well as
educational and policy research institutions.

(a) Yes, Sir.
(b) The objective for taking up evaluation of the projects funded by Multilateral Development Banks
(MDBs), as stated by the Ministry of Finance, is to undertake independent assessment of the
developmental outcomes and impact of these projects from the borrowers’ perspective.
(c) No time-frame has been set for the NITI Aayog for submission of the evaluation reports.
17. (d) NITI Aayog has been assigned the responsibility to monitor and evaluate the implementation of
programmes and initiatives as selected or identified from time to time through the ‘Development
Monitoring and Evaluation Office’, i.e. an attached office of NITI Aayog.
Since the MDBs also have an in-built mechanism of undertaking independent assessment of
the projects/programmes funded by them, the NITI Aayog has requested the Ministry of Finance
to suggest a few projects for independent evaluation as a test case.
(e) NITI Aayog has been established on 1st
January 2015 and assigned the responsibility to discharge
13 major functions as per the Allocation of Business Rules, including evolution of a shared vision
of national development priorities, foster cooperative federalism, design strategic and long term
policy and programme frameworks and initiatives, and to create a knowledge, innovation and
entrepreneurial support system through a collaborative community of national and international
experts, practitioners and other partners.

(a) & (b): No, Madam. The World Bank’s Policy Research Note titled “Ending Extreme Poverty and
Sharing Prosperity: Progress and Policies” released in October, 2015, states that for 2011-12, India’s
poverty rate using Uniform Reference Period (30-day recall for consumption of both food & non-food
items to measure expenditure) based consumption expenditure was 21.2 percent. It also mentions that
the poverty rate for India based on Modified Mixed Reference Period (MMRP) (it modifies the 30-day
recall to a 7-day recall for some food items and to a 1-year recall for low-frequency non-food
consumption items) consumption expenditure translates to 12.4 percent for 2011-12. The World Bank
has not released State-wise poverty estimates for urban and rural India separately.
(c): The World Bank estimates poverty in the member countries on the basis of the international poverty
line in order to monitor progress in reduction of poverty worldwide. The erstwhile Planning
19. Commission did not use the international poverty norms set by the World Bank to estimate number of
poor in the country primarily because international poverty line does not distinguish between rural and
urban areas or between different States of the country.
(d): The Government has initiated various measures to improve the quality of life of the people and to
reduce poverty in the country through direct intervention by implementing specific poverty reduction
and mitigation programmes. These include Prime Minister’s Jan-DhanYojana (PMJDY), Mahatma
Gandhi National Rural Employment Guarantee Scheme (MGNREGS), National Rural Livelihoods
Mission (NRLM), National Urban Livelihoods Mission (NULM), Atal Mission for Rejuvenation and
Urban Transformation Mission (AMRUT), Housing for All, National Health Mission (NHM), Sarva
Sikhsha Abhiyaan (SSA), Integrated Child Development Scheme (ICDS), Mid-Day Meal Scheme
(MDMS), Swachh Bharat Mission, National Social Assistance Programme (NSAP), Targeted Public
Distribution System (TPDS)/ National Food Security Act (NFSA), road connectivity through the
Pradhan Mantri Gram Sadak Yojana (PMGSY), Pradhan Mantri Jeevan Jyoti BimaYojana, the Pradhan
Mantri Suraksha Bima Yojana, Atal Pension Yojana, etc. There are many other initiatives which are
directly taken by the State Governments keeping in view the State and district-specific requirements.
The emphasis of the Government is on “Sabka Saath, SabkaVikas” which symbolizes inclusive
development.
