Duties, Accomplishments and Related Skills:
Planner and Programs Subject Matter Expert responsible for execution of the
following duties: Naval Sea Systems Command Programs liaison; Combatant
Commander (PACOM) liaison; and Excess Defense Articles (EDA), Ship Transfer
Coordinator for Navy International Programs Office (NIPO) commanded by the
Deputy Assistant Secretary of the Navy for International Programs. Develops,
briefs and executes plans and strategies to align U.S. Navy Program Office
programs of record with U.S. Navy and Combatant Commander strategic and
operational priorities. Focuses on Foreign Military Sales (FMS) articles and
services as direct partner capacity building tools for current and future acquisition
strategies. Prepares program campaign plans with integrated process teams to
derive maximum benefit from international sales offerings for greatest return on
engagement and return on investment to meet capacity building requirements in
the maritime domain. Conducts frequent meetings with staffs of Commander, U.S.
Pacific Command; Commander, U.S. Pacific Fleet; and various Joint U.S. Military
Advisory Groups or Offices of Defense Cooperation to determine maritime capacity
gaps and identify and make available best equipment and systems in the USN and
Defense Industry inventory. Works closely with integrated IPO staff in Foreign
Military Sales (FMS) case development, Export Licensing, Technology Transfer
and Disclosure policy, and senior leadership to identify resource allocations and
barriers to FMS sales of Navy articles and services through the FMS, FMF and
NDAA 1206 process. Prepares briefings and packages for approval and signature
which provide recommended solutions to senior level decision makers. Manages
and facilitates command outreach activities to provide Flag Officer-level interaction
with foreign counterparts at Bi-Lateral meetings and at Air and Trade Shows in the
U.S. PACOM Area of Operations. Serves as focal point with Navy program offices
and industry to prepare briefings and read-ahead books for senior level meetings
and counterpart interaction. Meets frequently with U.S. Industry to discuss product
lines and identify those systems which have fostered international interest.
Provides briefings, white papers and presentations on those systems which have
both a High return on engagement for meeting strategic goals, and high return on
investment which support Navy program offices in various ways. Prioritizes specific
programs under a decision Point Review systems campaign to distribute funding to
exploit pre-Letter of Request (LOR) opportunities where Navy program offices can
influence acquisition strategies of foreign partners. Prioritizes available funding to
support those Navy Programs and Program Offices where there is maximum return
for the man-hours and FMS funding expended in order to provide key maritime
partners needed capability, while also providing a U.S. solution for interoperability
and long term support. Specializes in allocation of U.S. Navy Excess Defense
Articles, ships, for the U.S. Navy with additional support to U.S. Coast Guard EDA
Programs. Works closely with various levels of the Defense Department and
Department of State in the preparation of annual ship transfer packages to obtain
approval for Navy's ship transfer proposals and to develop legislative packages for
submission to Congress. Creates decision briefings and formal Congressional
Notifications required for EDA articles transfer to foreign partners for review by the
U.S. Congress, including notifications required by the Foreign Assistance Act and
Arms Export Control Act. Works closely with DoD entities to provide foreign naval
representatives access to view Excess Defense Articles in order to assist their
governments with decision making related to acquisition and future capability
required. Serves as one of two command experts in the Navy EDA ship process for
briefings and allocation decision meetings. Supervise government civilians and
support contractors in daily activities, including creation and delivery of senior
leader briefings. Lead monthly meetings and briefs executives on action plans for
the execution of business development efforts for U.S. Navy programs of record.
Facilitate directorate outreach efforts with industry partners seeking to increase
foreign military sales market share. Determine means of allowing rotational
assignments at no cost to command and with minimal operations impact. Conduct
employee surveys to create innovative programs for military and civilian staff and
utilize feedback for process improvements. Manage the US Navy’s excess defense
articles capital ship transfer process to international maritime partners. Plan and
execute inspections of proposed vessels at inactive ship facilities. Serve as
command liaison with the U.S. Coast Guard for USCG vessel transfers. Serve as
Integrated Process Team Leader for Capabilities Development teams designed to
support programs providing high return on investment benefits.

Provides contract support for the Strategic Planning Directorate of Navy
International Programs Office (IPO), the Navy's Foreign Military Sales (FMS)

equipment removals for transfers to foreign nations. Works with Naval Components
and Combatant Command representatives to evaluate future interoperability
requirements for ships designated for transfer and advocates for retention of
releasable systems which might normally be removed for needs of navy stock or
inventory managers. Drafts proposed Congressional legislation for ship transfers
including Excess Defense Articles notifications required under the Foreign
Assistance Act and Armed Forces Export Control Act. Monitors ship transfer
process in execution and supports and attends international partner joint visit
inspections of proposed ships and crafts briefings and other materials to ensure
processes are understood. Drafts talking points and information papers for senior
leaders requesting status of transfers or in preparation for senior leader attended
international naval symposiums and bilateral engagements. Maintains historical
files and databases which support information papers and requests for background
related to partner nation historical transfers. Facilitates weekly ship transfer
teleconferences with navy stakeholders and bi weekly teleconferences related to
specific ship transfers approved by Congress and signed into public law via Naval

Terror. Designed and conducted hiring actions for three GS- 12 program analysts
to support the Operations Division. Actions ensured sustained program continuity
upon commencement of longer range demilitarization program efforts at former
storage facilities. Worked closely with Office of the Secretary of Defense, U.S.
Army and Treaty Managers at Department of State to ensure upgrades to escort
and treaty compliance policies and ensure the elimination of complacency as
inspection life cycles moved toward more routine demilitarization activities.

Aircraft Maintenance Officer and Detachment Officer in Charge
Duties, Accomplishments and Related Skills:
Maintenance Officer and Officer-in-Charge of two distinct helicopter detachments
responsible for helicopter replenishment of ships at sea; amphibious Search and
Rescue operations; and utility services in support of naval operations across the
Asia Pacific and Middle East region maritime domains. As senior officer for two
helicopter detachments he identified, trained and deployed with two teams of up to
30 highly skilled pilots, aircrew and aviation systems specialists for extended at-sea
deployments in support of naval operations and national security contingencies.
Forged unit cohesiveness between his crews and the host naval vessels from
which they operated. Worked closely with ships' Captains to ensure that
detachment policies, plans and operations synchronized with ship's operations to
reduce ship's additional man hours, costs and mitigate safety risks normally
associated with shipboard helicopter operations. Drafted standard operating
procedures to ensure that aircrew training requirements and helicopter
maintenance were accomplished to meet fleet objectives. Supervised eight mid-
grade officers and 20 junior enlisted servicemen and women during two arduous
deployments to the Arabian Gulf area. Senior embarked helicopter pilot with
aircrew and training standardization instruction, post maintenance check flight,
instrument check flight and specialized system qualifications for deployed aircraft
and aircrews.
As Chief Maintenance Officer supervised the efforts of over 370 personnel in the
performance of scheduled and unscheduled maintenance and material condition of
14 helicopters designed to conduct sustained at sea deployments. Monitored,
scheduled, planned and supervised the planned maintenance life cycle inspections
and corresponding supply and inventory controls in order to ensure that squadron
aircraft were ready to deploy on short notice. As the senior pilot and officer
authorized to sign aircraft "Safe for Flight," participated in the conduct of post
maintenance check flights for aircraft systems requiring advanced technical
support. Worked closely with senior engineering teams to institutionalize a genesis
vibration analysis program to significantly increase the service life of helicopter
rotor systems - ultimately resulting in extension in flight hours for critical shortage
rotor head components. Optimized mid level manager work schedules and
provided flex time to provide talent and expertise to aircrews during periods of
heavy pre deployment qualification training ramp up. Developed manpower
strategies to retain experienced personnel during a period of partial squadron
transition to a new airframe, resulting in 100% deployment requirements meeting
schedule. Coordinated with senior facilities teams to upgrade hangar facility and
provide oil and corrosives resistant coatings for substantial life extension of flooring
and workspaces.

Works closely with integrated IPO staff in Foreign Military Sales (FMS) case development, Export Licensing, Technology Transfer and Disclosure policy, and senior leadership to identify resource allocations and barriers to FMS sales of Navy articles and services through the FMS, FMF and NDAA 1206 process. Prepares briefings and packages for approval and signature which provide recommended solutions to senior level decision makers. Manages and facilitates command outreach activities to provide Flag Officer-level interaction with foreign counterparts at Bi-Lateral meetings and at Air and Trade Shows in the U.S. PACOM Area of Operations. Serves as focal point with Navy program offices and industry to prepare briefings and read-ahead books for senior level meetings and counterpart interaction. Meets frequently with U.S. Industry to discuss product lines and identify those systems which have fostered international interest. Provides briefings, white papers and presentations on those systems which have both a High return on engagement for meeting strategic goals, and high return on investment which support Navy program offices in various ways. Prioritizes specific programs under a decision Point Review systems campaign to distribute funding to exploit pre-Letter of Request (LOR) opportunities where Navy program offices can influence acquisition strategies of foreign partners. Prioritizes available funding to support those Navy Programs and Program Offices where there is maximum return for the man-hours and FMS funding expended in order to provide key maritime partners needed capability, while also providing a U.S. solution for interoperability and long term support. Specializes in allocation of U.S. Navy Excess Defense Articles, ships, for the U.S. Navy with additional support to U.S. Coast Guard EDA Programs. Works closely with various levels of the Defense Department and Department of State in the preparation of annual ship transfer packages to obtain approval for Navy's ship transfer proposals and to develop legislative packages for submission to Congress. Creates decision briefings and formal Congressional Notifications required for EDA articles transfer to foreign partners for review by the U.S. Congress, including notifications required by the Foreign Assistance Act and Arms Export Control Act. Works closely with DoD entities to provide foreign naval representatives access to view Excess Defense Articles in order to assist their governments with decision making related to acquisition and future capability required.
