A WHO report found that 13.7% of Filipinos aged 13-15 use tobacco products, the 15th highest rate among 22 countries surveyed. Papua New Guinea had the highest youth tobacco use at 47.7%. Overall, the report estimated that 8.2% of youth in the Western Pacific region, or 5.3 million students, use tobacco. The WHO director called on countries to protect youth from tobacco to prevent them from starting early and continuing use into adulthood, given most smokers begin in their youth.
