• Spatial – it is concerned with the location of

• Strategic – it offers a broad, long-term,
comprehensive twenty-year view for
achieving more balanced patterns of
development

degree of certainty within which individual
development decisions can be made over the life
of the plan.

Key Phases
1. Non-statutory, background data gathering process (pre-draft)
• No statutory timeframe
• Generally allow 1 year from proposed display of draft plan
• Initial consultation with stakeholders, public, statutory bodies
2. Statutory process
• Minimum of 18 weeks from draft plan display
• Can be up to 35 weeks with amendments
• Decision to make, amend or revoke the plan made by
Councillors

sustainable design, accessible good quality public transport, green
spaces and corridors and strong inclusive communities.
High Quality Places for All - the development of interesting, exciting
