Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Zowel bij de overheid als semi-publieke instanties en commerciële bedrijven is er een bak aan data over je bekend. Hoe mooi is het als je de baas kan zijn over alle data die er over jou beschikbaar is? Dat je je leven kan organiseren op basis van je persoonlijke data, terwijl veiligheid en privacy daarbij geborgd zijn.
Onze rechtsstaat borgt de veiligheid van de burger, ook tegen de macht van de overheid zelf. De overheid staat dus in dienst van de burger. Maar hoe zit het met onze online veiligheid? Op het moment, niet zo goed. Om het nieuwe goud, data, bij de burger te houden, dient de overheid hier stappen in te zetten.
Het probleem is dus: we zijn de regie over onze data kwijt. Bijvoorbeeld door cookies, maar ook omdat we geen zicht hebben op wat welke instantie of bedrijf over ons weet. In een digitaliserende samenleving is van belang dat een effectieve overheid dat haar inwoners hier grip op kunnen terugpakken. Als we stil blijven staan, zullen we meer grip verliezen.
Want wat de gemiddelde burger nog niet ziet, is dat data het nieuwe goud is. Grote techbedrijven leiden de goldrush van het analyseren en opslaan van persoonlijke data, om hier vervolgens effectiever mee te adverteren. Zo verdienen deze bedrijven bakken met geld, terwijl de burger steeds meer zeggenschap verliest.
De overheid moet wat ons betreft een rol spelen in het oplossen van dit probleem. Waarom is de overheid hier de uitgewezen partij voor? Omdat de overheid zowel op nationaal als Europees niveau in de positie staat om wet- en regelgeving hierover te maken. Dit met het publieke belang als uitgangspunt om te sturen op dataveiligheid.
Doet de EU daar wat aan dan?
Zeker. De EU is meer wetten aan het ontwikkelen waarmee Nederland beter op de geschetste situatie kan inspelen. Denk aan de eIDA, Data Governance Act en de Digital Services Act. Door deze wetten effectief te implementeren, kan Nederland meer grip krijgen op persoonlijke datagovernance.
Oké, dit proces van wet- en regelgeving is dus al gaande. Wat moet de overheid nou praktisch doen om effectief op te treden? Ofwel: hoe moet de overheid veranderen? Wat ons betreft transformeert de visie van de overheid. Zij moet van een op digitaliseringsvlak achterlopende organisatie naar een koploper op het gebied van datagovernance transformeren.
Oké, dit proces van wet- en regelgeving is dus al gaande. Wat moet de overheid nou praktisch doen om dit ook echt te kunnen? Ofwel: hoe moet de overheid veranderen? Wat ons betreft transformeert de visie van de overheid. Zij moet van een op digitaliseringsvlak achterlopende organisatie naar een koploper op het gebied van datagovernance transformeren.
De focus wordt verlegd naar het aantrekken van ICT personeel. Niet als ondersteunend personeel met gelimiteerd salaris en doorgroeimogelijkheden, maar naar kernpersoneel dat evenveel kan groeien als bv. managers nu kunnen. Dit is dus een mindset-verandering en een investeringsverandering. Een overgang naar een nieuwe cultuur.
Nu je deze digitale kracht hebt, kan de overheid zich omvormen tot een online databankplatform. Hierop kunnen inwoners over hun eigen data regeren en autonome beslissingen maken over wat zij wel en niet willen delen met overheidsinstanties, maar ook bedrijven die uit zijn op hun data. Serieuze, persoonlijke data governance dus. Dat ziet er schematisch ongeveer zo uit.
Uitleg schema
Wij introduceren CentrID: een digitaal identiteitsplatform waarin alle data van een burger samenkomt op een virtueel platform. Hier heeft de burger autonomie over welke data gedeeld wordt met wie, en hoeveel van hun data wordt verzameld door bedrijven. Door een begrijpelijke interface, een AI-gedreven zoekfunctie en een goeie klantenservice, is het platform ook voor minder digitaalvaardige burgers toegankelijk.
Op het moment is het vertrouwen in de overheid bij sommige bevolkingsgroepen laag. Hoe creëer je vertrouwen in de overheid en dus vertrouwen in een overheid die als dataplatform moet gaan opereren waar jouw eigen data op staat? Hierbij is het van belang om samen het platform vorm te geven in een proces van co-creatie en met open source zoals bij de creatie van de CoronaMelder app.
Hierbij werk je ook met korte feedback loops en praktijkproeven met demo’s getest door burgers, om vervolgens weer nieuwe slagen te kunnen maken. Het idee is dat als je het platform samen met de gebruiker maakt, dat de gebruiker het eindproduct ook meer vertrouwt. Het is belangrijk om te realiseren dat dit een tijds- en kostenintensief proces is.
Het platform zorgt voor een DataDouble dat onze data tot een virtuele avatar vormt. De avatar geeft ons online en gegevensgebonden leven weer in een virtueel profiel. Het profiel wordt beschermd door de overheid en heeft rechten en plichten, zoals in onze fysieke samenleving. Denk hierbij aan bescherming, maar ook eerlijke en volledige informatievoorziening.
Even een voorbeeld uit de zorgsector. De burger geeft aan hoeveel informatie van hun DataDouble kan worden gedeeld met de verschillende zorginstanties. Heb je een ingreep bij een oogspecialist? Dan kan je kiezen of deze specialist een gedeelte of al je medische geschiedenis kan zien, of hier nadrukkelijk naar moet vragen.
Op het platform is aan te geven wat voor cookie-instellingen je voor websites je wilt instellen. Zo kun je aangeven dat je nooit cookies wilt accepteren, maar je kan ook aangeven dat je de optie wilt om er per site over na te denken, of de cookies altijd wilt accepteren. Door een slimme plug-in van de overheid, die wettelijk in een browser zit, worden cookie-activiteiten op sites gereguleerd.
De overheid waarborgt de veiligheid van de data. Door cutting-edge informatiebeveiligingsmaatregelen toe te passen, en een beveiligd datacentrum te onderhouden is de kans op een databeveiligingsincident minimaal. We verwachten dat blockchaintechnologie hier de beste oplossing voor is, door de individuele encryptie per digitale identiteit.
Dit is een groot en ambitieus idee, waar logischerwijs allemaal ethische en normatieve vragen bij komen kijken. Hier dienen nog antwoorden op geformuleerd te worden. Zo zit je natuurlijk met toegankelijkheid, maar ook met de grote taak de overheid in staat te stellen dit uit te kunnen voeren. Hierbij moet geborgd worden dat een onvoorzien anders regime niet de kans krijgt alle macht over data naar zich toe te trekken. Iedereen is uitgenodigd hierover mee te denken.
We realiseren ons dat dit idee momenteel op Europees en nationaal niveau speelt. Deze presentatie hebben we hierop voortgebouwd, en geprobeerd bij te dragen aan de uitwerking van een realistisch, maar ambitieus toekomstscenario.
