Project Business Case
Project Overview
The Kono Language and Culture Project; provides fortnightly 2 hour Saturday language,
culture and history classes for adults and children, run by volunteers, to teach the Kono
language, culture, traditions and history; develops Kono Language and culture teaching
materials including curricula design, lesson plans and handouts; will continue to document
and record the Kono language, culture and history (with particular emphasis on recording
elders’ oral histories and regional differences in dialect) and expand the Kono indigenous
ethnic group knowledge base, and; will promote the Kono language and culture, campaign
and lobby to the West African Education Council and Ministry of Education for its recognition
and inclusion in the Sierra Leonean national curriculum.
Business Issue/Opportunity
The Kono indigenous ethnic group of Sierra Leone have a rich language, cultural heritage,
history and traditions. The home of the Kono tribe is the once fertile Kono District in the
Eastern Province of Sierra Leone, West Africa.
This one-time agricultural breadbasket has for decades been mined as the source of most of
Sierra Leone’s diamonds. Prior to 1990, Kono’s environment, farming sector, food security,
employment, social and family structures had been decimated for decades by diamond
mining, and the infrastructure completely decayed by neglect. This highly multicultural region
was amongst the poorest and most underdeveloped regions in Sierra Leone. During the 90’s
atrocities in the mad scramble by combatants for the district’s diamonds, Kono was almost
completely demolished and evacuated, with up to 90% of Kono’s becoming internally
displaced persons and refugees. Its diamonds became known internationally as ‘blood
diamonds’.

In the last few decades Kono language, cultural heritage, history and traditions have gradually
been lost as less and less is passed on to each new generation. The loss is faster away from
the Kono District, in Sierra Leone’s cities, and amongst the Kono Diaspora worldwide.
The Kono District Development Association UK has resolved to address this problem by
organising fortnightly Saturday language and cultural classes for adults and children, to
promote and teach the Kono language, culture, traditions and history. Its 10-week beginner’s
course run by volunteers, combined 1 hour of conversational Kono with 1 hour of Kono
culture and history lessons, commenced in April/May 2012 and ran continuously until
December 2013. The current course has been running intermittently since September 2014.
Needs include
Provision of academic accommodation for classes (library or school)
Further lesson plan development (beginners, intermediate, advanced, volunteer
recruitment incentives, staff, admin/ stationary/design/ printing expenses)
Expansion of and recording - language and culture knowledge base (audio and visual
portable recording equipment, graduate outreach workers to visit and record elders and
language academics, partnerships and knowledge sharing with existing/past language
projects), research, documentation, online archiving,
Development and expansion of volunteer base

At the Intermediate High level, you are able to function beyond your immediate survival needs. You can start and continue conversations with short utterances. You
can speak about most transactional needs and some social situations. You have difficulty using complex language, going into detail, speaking at length, and
expressing your needs. Your basic grammar is accurate but inconsistent. You will have difficulty finding the right words in all situations. Using repetition, you can be
understood by native Kono speakers who are used to speaking with non-native speakers. When listening, you may have some problems in understanding details,
complex language, and longer discourse. You may change the subject due to your inability to understand.

Project Interdependencies and Inputs
Inputs: For curriculum development; sharing of existing knowledge bases by academics
and previous Kono language projects preferable (though not completely dependent)
2
At the Advanced High level, most of the time you can effectively use complex language and communicative strategies on general
topics, and also on familiar, specific topics. You demonstrate a high level of fluency and precision in syntax or vocabulary. Errors are
only more evident when you are under pressure. There is an emerging ability for you to convey and understand subtle variations in
meaning. Native speakers can easily understand you. When listening, you understand normal, native speech. You understand most
complex language, especially on familiar topics. Your understanding may decrease when you are under pressure. Native Kono
speakers may need to adjust their speech in order for you to understand fully, as you may not grasp all details and regional or cultural
differences.
