Pengorganisasian ICT untuk mencipatkan ICT yang optimal dalam mendukung kegiatan sektor lain khususnya untuk menciptakan broadband economy dilakukan dengan melibatkan industri dan sumber daya manusia yang kompeten. Pengorganisasian dilakukan dengan fokus kepada tiga elemen ICT yang dibentuk dari sumber daya dan standard yang ada yaitu ifrastruktur, layanan dan konten. Infrastruktur akan menciptakan jaringan untuk kolaborasi untuk menghasilkan sinergi, layanan akan mereduksi waktu dan transaksi serta biaya produksi untuk menghasilkan produktifitas, konten akan mengumpulkan, mengorganisasi dan mendistribusikan informasi untuk menghasilkan inovasi. Ketiga bagian ICT tersebut dengan sifat yang sudah bersinergi, meningkatkan prodaktifitas dan inovasi akan membangun koneksi, transaksi, kolaborasi dan transformasi yang digunakan dalam berbagai kegiatan sektoral khususnya ekonomi.
