The 4th Industrial Revolution and the Direction of the World’s Science and Technology
The 4th Industrial Revolution has already begun. (Kluas Schuwab, 2016)
 The Fourth Industrial Revolution refers to the Digital Revolution with
progression into the era of technology convergence with
disappearing boundaries among the physical space, digital space
and biological space.
2016 Tangsel Global Innovation Forum copyright ⓒ 2016 by Prof. Deog-Seong, Oh
The innovation of science and technology will cause significant changes all over the world, and
this is an inevitable reality. A lot of fields, such as science and technology, industry, economy,
employment, society, government, will experience the changes.
The change of Industrial Ecosystem based on the new revolution of science and technology
 The commercialization of the Smart Factory
The “Rules of the Game” have changed. (Industry 4.0)
The Wave of the New Era, The Change of Rules of the Game
2016 Tangsel Global Innovation Forum copyright ⓒ 2016 by Prof. Deog-Seong, Oh
The convergence causes fundamental changes in the industry by creating new fields.
How can we prepare for the society of the Fourth Industrial Revolution?
 Enhancement of innovation basis and creation of continuous ‘Source of Innovation’ :
Education of Innovation Talent
 The Innovation Community through the innovation platform :
Academia-Industry Collaboration
 The Innovation Platform for development of future industries :
Settlement of Regional Innovation Platform, Development of Science Technology Park
 ‘A Seed of Innovation’ → Discovery of start-ups → Innovation Ecosystem
What are the important issues of the development of science and technology?

 Creation of the new knowledge
 The research capacity of universities should be strengthened to generate new knowledge
rather than just delivering knowledge.
 The transformation into the value creating university
 Entrepreneurial University : it should create new values (employment, entrepreneurship,
technology development and patents, etc.) by utilizing the outstanding human resources
trained through excellent education and the new knowledge discovered through research
development.
The Change of the Role of University

 Expansion of the Role of University
• The number of businesses created by MIT alumni is over 3 million (4.6 million employment). Total revenue of these
companies amounts to 1.9 trillion dollars.
• This is close to India’s annual GDP (1.9 trillion dollar in 2013), and near Russia’s GDP (2 trillion dollar in 2013).
• 15% of MIT graduates in 2014 were employed at start-ups.

“Universities are always a major magnet for talent – and the world’s most
dynamic companies always gravitate to places where they can find the
best and the brightest”
The Applied Science NYC(2013)
 about 280 faculty members and
2,500 students in master’s and
doctoral programs, two times of
total master and doctoral students
in New York City than now.
 about 60 thousand of venture
companies in new industries
formed based on R&D and
innovation activities of high-quality
humanware.
Differences in Regional Development due to the Innovation-based Existence
 The case proves that the innovation-based development policy can be a driving force of sustainable
development.

 The transition of old industrial structures, into modern industrial and business structures
 The gross national annual income linked to TPDO is € 900 Mio (About € 600 Mio inside the
region)
 About 16,000 jobs nation-wide are related to TPDO (11,500 regionally)
Chungnam Technopark, Korea Academia-Government Collaboration Model
 The association of 17 local universities and Chungnam Prefectural government led to
establish the technology park.
 Captivating hidden champions from BI (successful Star business)
 Establish regional innovation cluster through expanding local TP’s: CTP creates 3 more regional
technology parks to sustain and transfer the development effects of CTP on other local areas in
Chungnam province. Three local valleys become local unit of regional core of innovation in the
context of RIS.
