Coordination…
  «Coordination" (from Latin) – harmonization - joint,
   streamline operations.

  Coordination of state bodies’ activity - is
   elaboration, joint discussion, and then
   implementation of common events within each
   body’s authority on the most urgent social
   problems.

  The purpose of coordination of state bodies’
   activity:
     improving the efficiency of government bodies of
      interagency issues.
Coordination tasks :

  conflict resolution: by engaging in collective
   decision-making process more parties with
   different interests and independent experts

  prevention of duplicate actions: through joint
   planning of activities

  increased influence: through using of
   authority, methods and tools which are
   common to all participants.
Principles of coordination :
  equality of all participants
   (coordinator access to authority
   changes the character of the
   relationship into completely different
   – subordinate ones)

  voluntary acceptance of adopted
   decisions’ obligatoriness
Principles of coordination :
  independence of every public
   authority in implementation of
   decisions, within its authority

  the head of each authority is
   responsible for implementation of
   agreed decisions
Forms of coordination among
state bodies :
  exchange information and experience;
    Establishment of joint bodies for discussing
     issues, exchanging information and experience
     (advices)

  establishment of joint bodies for conducting
   occasional joint activities (Organizing
   Committees)
    Conducting of joint activities (research,
     education and training, public discussions etc..)
Forms of coordination among
state bodies :
  establishment of joint coordinating bodies
   to organize durable joint activities
   (interagency commissions)
    Joint planning of activities
    Joint publication of regulations

  establishment of joint executive bodies for
   implementation of joined decisions (e.g.,
   conducting integrated audits)
Members of coordination
bodies:
  from the state:
    representatives of public authorities and
     administration
    representatives of self government
  from society:
    Representatives of public organizations,
    Experts (representatives of academic
     institutions, practitioners)
  from industry:
    Representatives of industry associations
    Representatives of individual businesses
Provision on commission should
include:
  name of the interagency commission and the
   purpose of its creation

  office chair (co-chairs)

  composition of ex officio of deputy chairman
   and executive secretary

  composition of ex officio representatives of the
   agencies that implement committee's
   decisions;
Provision on commission should
include:
  state bodies and local governments, and
   organizations whose representatives are included
   in the interdepartmental commission for
   coordination

  decision-making procedures and bringing them to
   the bodies responsible for implementing the
   decisions of the Commission

  authorities of the chairman, executive secretary
   of the Commission and its members

  term of bodies formed for a certain period
Порядок принятия коллегиальных
решений
  предусматривать ли кворум (если существуют
   предпосылки для формирования внутри комиссии «групп
   по интересам») ;
  все ли члены комиссии имеют равный статус при
   голосовании:
       есть ли совещательные голоса,
       есть ли решающий голос при равном количестве голосов,
        (м.б. и при нечетном количестве голосующих, если есть
        воздержавшиеся);
       есть ли право вето (фактически оно есть у Нацсовета и
        РНБО, исходя из их статуса?);
  принятие решения:
       консенсусом
       голосованием
          простое большинство или квалифицированное?
          поименное голосование или простой подсчет голосов;
          отдельное мнение.
Procedure of making group
decisions
  providing a quorum (if there are prerequisites for the
   formation within the Commission of "interest groups");
  all committee members have equal status in the voting:
       Is there a deliberative vote
       Is there a decisive vote in case of equal number of votes
        (possible even when the number of voting is odd number in
        case there are abstentions)
       Is there a right of veto
  Making decisions:
       Consensus
       Vote
          a simple majority or qualified?
          individual vote or a simple counting of votes
          a separate opinion
