"KAP4 is definitely the most challenging project I’ve worked
on"
Francesco (Franco) Clemente is Technical Manager for KAP4. He was
born and grew up in Naples, a large city in the South of Italy, where he
studied and where he obtained his two degrees, one in civil
engineering and one in architecture. He has been working in the field
of construction and design for 34 years around the world(Italy,
Albania, Uzbekistan, England, Egypt, USA, Oman, KSA, Dubai), and he
is used to dealing with people and with groups from the most diverse
backgrounds, nationalities and cultures. He has an English wife,
Barbara, and two daughters, Elsie, 24, and Fanny, 19. He is optimistic,
easy to get on, with a lot of common sense, and he never refuses a
challenge. He writes, is an avid reader, practises sports – when
possible - and serves on the committee of sport and voluntary
associations.

KAP4 – His Majesty King of Saudi Arabia Security Headquarters Development Project (Phase
Four) is a project that will lead to the construction of 24 building complexes to be used by the
Ministry of Interior for institutional purposes in 9 different locations around the Kingdom of Saudi
Arabia. The complexes will be of three different kinds according to their uses and to their main
buildings, that’s to say offices (General Directorates and Administration Buildings of various kind),
sports training centers, and dormitories(including a total of 200 units).
Proger’s role in KAP4 is the provision of engineering consultancy services for overall project
management and for reviewing the designs and supervising the implementation of the program.
In particular Proger will review the design to be submitted by the Contractors (RTCC and ACC),
also coordinating such design with the end users to ensure it meets their requirements, and will
approve all the materials, procedures and methods to be used or implemented in the process.
Moreover, Proger will perform the supervision of all construction activities until completion of the
works and successful handing over, including site inspections activities, testing and
commissioning stage, closing out / handing over to the end users for occupancy and operation.
KAP4 is definitely the most challenging project I’ve worked on. Over a total area of 3 and a half
million square meters, divided into 24 sites, more than 380 buildings will be designed and built,
for a total of one million and a half covered square meters, with a total cost of the project
exceeding 1.6 billion euro. And everything must be finished in three years! This will require from
Proger an extraordinary technical and managerial effort of coordination and cost and timing
control, which will be the key to the success of the whole project.11 sites have currently be
handed over, and their design is going on: for 8 of them the construction have already started.
