Jodi McGinnis Porter, Public Information Officer, Energy, Minerals and Natural Resources Department (EMNRD) The New Mexico State Treasurer's Scandal: Crisis Communications when the FBI Raids the Office and the Elected Official is Arrested The presentation will go through step-by-step how the media covered the story, and the strategies utilized while working simultaneously with the media and the FBI. It will discuss internal office challenges and going around them for the “greater good.” There will be a discussion on loyalty and duty and where it stands in a crisis situation. The presentation will also address trust factors in a public relations scandal. It will conclude with lessons learned. How the office transitioned and turned things around, and what happened to the elected public official and others arrested in the case.
  2. At this time no one was allowed to use a computer or a telephone. I had an escort to the ladies room and my hygiene supplies examined. During my interview, I had to ask permission and use an FBI cell phone to call home and let my husband know that I could not conduct personal banking business. When he asked what was going on, I told him to turn on the news. Prior to the raid of the Treasurer’s office raid the treasurer and the former treasurers were arrested at their homes, and their properties searched.
  3. This was just the beginning, more indictments would be handed down later.
  4. At this point there is already a media conflict. A crisis within a crisis. The attorney representing the treasurer in court is also the same attorney assigned to the office. A clear conflict of interest. He arrives at the office after appearing in court, and challenges the FBI. They escort him out of the building and limit his access to staff. He makes his own statements to the press pleading the treasurer’s innocence.
  5. CLEAN HOUSE – Every tainted executive and board member must go. Otherwise, it may be impossible to unearth all the wrongdoing. SET THE ETHICS BAR HIGH – Publish clear rules. Set up an anonymous e-mail and telephone system for reporting wrongdoing. FIND THE BOTTOM – Conduct a forensic accounting investigation quickly to find out the true state of the business. PREACH PATIENCE – Set expectations with investors, customers, and employees so you can pursue a long-term strategy. COMMUNICATE – Constantly update employees, investors, and customers. The message: Total transparency.
  6. Sometimes less is more, and exactly what and how much you release is always up for discussion. Handling this effectively is an art form and the key to ultimately being successful.
  7. Vigil: 37-month prison sentence and a fine of nearly $100,000 for his conviction on one count of attempted extortion, which related to his pressuring a contractor to give a job to the wife of a political friend.
